Contrary to our stereotypical views, dictators often introduce elections in which they refrain from employing blatant electoral fraud. Why do electoral reforms happen in autocracies? Do these elections destabilize autocratic rule? The Dictator's Dilemma at the Ballot Box argues that strong autocrats who can garner popular support become less dependent on coercive electioneering strategies. When autocrats fail to design elections properly, elections backfire in the form of coups, protests, and the opposition's stunning election victories. The book's theoretical implications are tested on a battery of cross-national analyses with newly collected data on autocratic elections and in-depth comparative case studies of the two Central Asian republics of Kazakhstan and Kyrgyzstan.

Abstracts
What drives refugee movements? Focusing on host countries' domestic political institutions, we argue that refugee entry is determined by the political regimes that shape the incentives of both host governments and displaced persons. Specifically, we theorize that there is an inverted U-shaped relationship between political regimes and the volume of refugee entries. When the host country is autocratic, refugee volume becomes smaller due to displaced persons' unwillingness to risk the high uncertainty of life under such regimes, and when the host country is democratic, refugee volume is similarly curbed due to democratic constraints on the host government. Consequently, a majority of refugees are clustered into anocratic regimes. Using a global dataset, a series of statistical analyses found strong evidence in support of our theoretical expectations regarding not only the hypothesized correlation between regime type and refugee movements but also the preferences of host governments and displaced persons that we theorize underlie this relationship.

AbstractRecent research on clientelism has focused on the varieties of clientelism. They suggest that clientelistic exchanges differ in terms of the expected length of iterations, whereby politicians deliver benefits to voters in exchange for political support. Using newly collected V-Party data (1,844 political parties from 165 countries, 1970–2019), we identify two prominent types of clientelism that recent studies have suggested: relational clientelism and single-shot clientelism. By demonstrating that our measures of clientelism outperform existing cross-national indices, we suggest that it is important to unpack clientelistic linkages at the party level to grasp the fine-grained differences in clientelism across parties within states. We then apply our measures to the analysis of the relationship between economic development and clientelism, one of the major topics in the clientelism study. Our analysis finds that relational clientelism persists even in relatively developed countries, whereas the effect of economic development on single-shot clientelism has a curvilinear relationship. Our applications of the new measures of clientelism also show that the gap in clientelistic practices between ruling and opposition parties varies depending on the types of clientelism, tenure lengths of incumbents, and the degree of political centralization.

Scholars have argued that multiparty elections have a profound and immediate influence on mass evaluations of political support. However, what is less clear is whether the effects of elections are short lived or long lasting. Investigating dynamic effects of elections on mass perceptions of political regimes has profound implications on popular foundations of democratic consolidation in an era of democratic backsliding. This article examines electoral cycles in citizens' satisfaction with democracy (SWD)—an important dimension of political support—in multiparty regimes. First, we argue that proximity to elections enhances SWD because campaigns and elections include several processes that reduce the costs and increase the benefits of citizen engagement with the political system. This results in a bell‐shaped relationship between citizens' proximity to elections and SWD. Second, we contend that electoral cycles in SWD should vary by the quality of elections and citizens' winner/loser status. We examine these hypotheses using Afrobarometer data in 34 multiparty regimes between 1999 and 2015 finding compelling support. SWD is higher among respondents surveyed closer to elections, while electoral cycles in SWD are more prominent among winners and around low‐quality elections.

This article argues that legal central bank independence (CBI) deters fiscal deficits predominantly in countries with rule of law and impartial contract enforcement, a free press and constraints on executive power. It further suggests that CBI may not affect fiscal deficits in a counter-cyclical fashion, but instead depending on the electoral calendar and government partisanship. The article also tests the novel hypotheses using new yearly data on legal CBI for seventy-eight countries from 1970 to 2007. The results show that CBI restrains deficits only in democracies, during non-election years and under left government tenures.

Why do some electoral authoritarian regimes survive for decades while others become democracies? This article explores the impact of constitutional structures on democratic transitions from electoral authoritarianism. We argue that under electoral authoritarian regimes, parliamentary systems permit dictators to survive longer than they do in presidential systems. This is because parliamentary systems incentivize autocrats and ruling elites to engage in power sharing and thus institutionalize party organizations, and indirectly allow electoral manipulation to achieve an overwhelming victory at the ballot box, through practices such as gerrymandering and malapportionment. We test our hypothesis using a combination of cross-national statistical analysis and comparative case studies of Malaysia and the Philippines. Employing a cross-national dataset of 170 countries between 1946 and 2008, dynamic probit models provide supporting evidence that electoral authoritarianism within parliamentary systems is less likely to lead a country to democracy than within presidential systems. The results are robust to a battery of sensitivity tests, including instrumental variable estimation and additional controls. Two carefully selected case studies have been chosen for comparative analysis—Malaysia's Barisan National (National Front) regime (1957 to present) and the Philippines's electoral authoritarian regime (1978 to 1986)—which elucidate causal mechanisms in the theory.
