Die arktische Umwelt ist vielen Einflüssen ausgesetzt, die ihren Fortbestand bedrohen: Der Klimawandel und seine Folgen stellen bereits jetzt viele Ökosysteme vor große Herausforderungen. Wirtschaftliche Aktivitäten in der Region, wie Fischerei, Schifffahrt, Abbau und Transport von Rohstoffen sowie Tourismus, erhöhen den Druck auf die Umwelt zusätzlich. Die Anstrengungen für einen ambitionierten Umweltschutz in der Arktis müssen weltweit - und auch von nicht-arktischen Staaten - gesteigert werden, um sie zu erhalten. Dieser Forschungsbericht führt Ergebnisse des UBA-Vorhabens zu "Umweltleitlinien deutscher Arktispolitik" zusammen. Er zeigt mögliche Ansatzpunkte des deutschen Umweltressorts auf, den Umweltschutz in der Arktis auch aus der Position eines nicht-arktischen Staats zu fördern. Der Bericht beschreibt zudem die Aktivitäten des Vorhabens, die das Bewusstsein in der Öffentlichkeit dafür steigern sollten, dass wichtige Verbindungen zwischen Deutschland und der Arktis bestehen. Dazu zählen unter anderem ein Erklärfilm und eine öffentliche Veranstaltung.

Contrary to widespread assumptions, next‐generation high (annual to multiannual) and ultra‐high (subannual) resolution analyses of an Alpine glacier reveal that true historical minimum natural levels of lead in the atmosphere occurred only once in the last ~2000 years. During the Black Death pandemic, demographic and economic collapse interrupted metal production and atmospheric lead dropped to undetectable levels. This finding challenges current government and industry understanding of preindustrial lead pollution and its potential implications for human health of children and adults worldwide. Available technology and geographic location have limited previous ice core investigations. We provide new high‐ (discrete, inductively coupled plasma mass spectrometry, ICP‐MS) and ultra‐high resolution (laser ablation inductively coupled plasma mass spectrometry, LA‐ICP‐MS) records of atmospheric lead deposition extracted from the high Alpine glacier Colle Gnifetti, in the Swiss‐Italian Alps. We show that contrary to the conventional wisdom, low levels at or approaching natural background occurred only in a single 4 year period in ~2000 years documented in the new ice core, during the Black Death (~1349–1353 C.E.), the most devastating pandemic in Eurasian history. Ultra‐high chronological resolution allows for the first time detailed and decisive comparison of the new glaciochemical data with historical records. Historical evidence shows that mining activity ceased upwind of the core site from ~1349 to 1353, while concurrently on the glacier lead (Pb) concentrations—dated by layer counting confirmed by radiocarbon dating—dropped to levels below detection, an order of magnitude beneath figures deemed low in earlier studies. Previous assumptions about preindustrial "natural" background lead levels in the atmosphere—and potential impacts on humans—have been misleading, with significant implications for current environmental, industrial, and public health policy, as well as for the history of human lead exposure. ...

By the end of 2015, in coordination with the Regional Seas Conventions, each EU Member State was required to develop a marine strategy for their waters, together with other countries within the same marine region or sub-region. Coherent monitoring programs, submitted in 2014, form a key component of this strategy, which then aimed to lead to a Program of Measures (submitted in 2015). The European DEVOTES FP7 project has produced and interrogated a catalog of EU marine monitoring related to MSFD descriptors 1 (biological diversity), 2 [non-indigenous species (NIS)], 4 (food webs), and 6 (seafloor integrity). Here we detail the monitoring activity at the regional and sub-regional level for these descriptors, as well as for 11 biodiversity components, 22 habitats and the 37 anthropogenic pressures addressed. The metadata collated for existing European monitoring networks were subject to a SWOT (strengths, weaknesses, opportunities, and threats) analysis. This interrogation has indicated case studies to address the following questions: (a) what are the types of monitoring currently in place? (b) who does what and how? (c) is the monitoring fit-for-purpose for addressing the MSFD requirements? and (d) what are the impediments to better monitoring (e.g., costs, shared responsibilities between countries, overlaps, co-ordination, etc.)? We recommend the future means to overcome the identified impediments and develop more robust monitoring strategies. As such the results are especially relevant to implementing comprehensive and coordinated monitoring networks throughout Europe, for marine policy makers, government agencies and regulatory bodies. Furthermore, given the similarity in marine management approaches in other developed systems, we consider that the recommendations are also of relevance to other regimes worldwide.
