The diary of Alexander Haidentaller, the owner of a small general store, presents an extraordinary primary source. It allows the social historian to gain rare insight into the life of a merchant and follow the monologue of an ordinary man who kept a diary and recorded his own reflections over the period of several decades. Haidentaller wrote about the trials and joys of his private life, he wrote about his business, his finances and about political events. He also wrote about his extended family and about his own health and state of mind. The diaries fill eleven volumes and consist of more than 4,000 handwritten pages. The entries cover the years from 1903 to 1946. In vorliegendem Beitrag wird der problematische Entscheidungsfindungs- und Implementationsprozess bei der Einführung des Einwegpfands in Deutschland untersucht. Dabei wird gezeigt, dass es das Zusammenspiel dreier interdependenter Faktoren ist, wodurch sich der eigentümliche Verlauf dieser Prozesse erklären lässt: Die sich wandelnden Bundesratsmehrheiten mit ihren Auswirkungen auf das Strategiespektrum der Umweltministerien; die Interessenheterogenität innerhalb der beteiligten gesellschaftlichen Gruppen; und die Folgewirkung existierender Politiken. Um die Bedeutung dieser Faktoren auszuarbeiten, wird zunächst die Verabschiedung des novellierten Abfallbeseitigungsgesetzes von 1986 und der Verpackungsverordnung von 1991 nachvollzogen. Daran schließt die Analyse des Zustandekommens der Verpackungsverordnung von 1998 und die eines gescheiterten Änderungsversuches 2001 an. Die Untersuchung dieser Prozesse zeigt, dass die daraus resultierende Politik in ihrer konkreten Ausgestaltung eigentlich keine Befürworter mehr hatte. So werden auch die Implementationsschwierigkeiten nachvollziehbar, die zu Beginn des Jahrtausends von Seiten der Politik und vor allem seitens der Bürger zu beklagen waren.

Celem artykułu jest określenie zróżnicowania przestrzennego dostępności społecznej warsztatów terapii zajęciowej w Polsce w latach 2012 i 2021. W pracy postawiono pytanie badawcze: czy istnieje zależność pomiędzy powiatowymi zasobami warsztatów terapii zajęciowej a ich rozmieszczeniem w Polsce? Jako zmienną do badań przyjęto wskaźnik dostępności mierzony liczbą warsztatów terapii zajęciowej przypadających na 10 tys. osób z niepełnosprawnościami. Badanie prowadzono na poziomie krajowym, wojewódzkim i w układzie powiatowym. W pracy wykorzystano metodę autokorelacji przestrzennej. Wykazano, że wskaźnik dostępności społecznej warsztatów terapii zajęciowej charakteryzuje się zróżnicowaniem zarówno na poziomie województw, jak i powiatów, co oznacza nierównomierną dostępność do tych placówek. Z badań wynika, że współczynniki autokorelacji przestrzennej poziomu dostępności społecznej warsztatów terapii zajęciowej były stabilne. W badanych latach występowały tendencje do skupiania się powiatów o podobnej dostępności do warsztatów terapii zajęciowej, a rozmieszczenie i zasięg klastrów wysokich i niskich wartości uległy niewielkim zmianom. Wyniki badań mogą być przydatne dla władz samorządowych i innych podmiotów przy typowaniu i podejmowaniu decyzji o lokalizacji nowych warsztatów terapii zajęciowej.

AbstractEmpirical evidence concerning the demographics and development of Chinese nationalism is sparse but important for scholarship and policy. Its collection entails methodological challenges in access and reliability. We conducted a field experiment to measure nationalism in incentive-compatible choices among a diverse group of 447 Chinese subjects in a field setting. Our results demonstrate greater nationalism in female, older, less affluent and more rural respondents. We also find support for nationalism in professional and educated individuals. Our results provide qualified support for a middle-class nationalism in China.
