THE ESSAY CONTRASTS TWO APPROACHES TO THE PSYCHOLOGY OF STRATEGIC AND DIPLOMATIC BEHAVIOR: THE TRADITIONALIST AND THE RADICAL APPROACHES. THEY DIFFER OVER WHAT IT IS POSSIBLE TO ACCOMPLISH IN INTERNATIONAL AFFAIRS. ONE APPROACH IS ANALYTIC, CLOSE TO THE VIEWPOINT OF THE STATES, AND DERIVED FROM THE SPECIFIC LOGIC OF INTERNATIONAL POLITICS. THE RADICALS' APPROACH IS THERAPEUTIC, CRITICAL OF THE STATES, AND OFTEN DERIVED FROM INDIVIDUAL PSYCHOLOGY AND PATHOLOGY. THE ESSAY EMPHASIZES THE WEAKNESSES OF THE RADICAL APPROACH BUT ALSO SUGGESTS AN AGENDA FOR RESEARCH AND ACTION ON WHICH BOTH GROUPS COULD COOPERATE.

Protected areas (PAs) constitute major tools in nature conservation. In the European Union (EU), the Birds and Habitats Directives are the most important policies for conservation strategy, legally preserving Europe's characteristic, rare, endemic and threatened biota. We used occurrence data for species listed in the directives' Annexes to assess the uniqueness of major PAs in the EU (National Parks, Biosphere Reserves); this is important for preserving the EU's focal species. We developed a novel, multifunctional approach to calculate different metrics of conservation value that represent different components of species diversity within the PAs, involving inventory diversity, deviation from the species-area relationship, species rarity and differentiation diversity. Applying it, we found that individual PAs frequently vary considerably in their scores on different components, which are often disconnected from PA size. PAs around the EU periphery, often containing few species, are key to conserving species that are rare in the EU. Because our analysis focuses on EU priority species and includes different components of diversity, it allows more appropriate estimation of conservation value inside PAs in context of the EU than recent, high-profile, global-level research. We offer tools to evaluate, and information to regulate, the representativeness, persistence and efficiency of PAs.

Large scale toxicological testing programmes which are currently ongoing such as the new European chemical legislation REACH require the development of new integrated testing strategies rather than applying traditional testing schemes to thousands of chemicals. The current practice of requiring in vivo testing for every possible adverse effect endanger the success of these programmes due (i) to limited testing facilities and sufficient capacity of scientific/technical knowledge for reproductive toxicity; (ii) an unacceptable number of laboratory animals involved (iii) an intolerable number of chemicals classified as false positive. A key aspect of the implementation of new testing strategies is the determination of prevalence of reproductive toxicity in the universe of industrial chemicals. Prevalences are relevant in order to be aware on the expected rate of false classification during the toxicological testing and to implement appropriate measures for their avoidance. Furthermore, a detailed understanding on the subendpoints affected by reproductive toxicants and the underlying mechanisms will lead to more science based testing strategies integrating alternative methods without compromising the protection of consumers.

Ultrafeine Partikel (UFP) sind als Partikel mit einem Durchmesser kleiner als 100 Nanometer definiert. Aufgrund ihrer toxikologischen Eigenschaften stellen sie ein ungebrochen aktuelles Thema in der Luftreinhaltung dar. Diese Arbeit stellt die wichtigsten Grundlagen zu UFP in der Umwelt zusammen und schafft einen Überblick über Messtechniken und vorhandene Messdaten. Hierbei liegen die Schwerpunkte auf der Innenraumluft und der Außenluft. Inzwischen stehen eine Reihe standardisierter Messverfahren für UFP zur Verfügung. Zukünftige messtechnische Entwicklungen sind jedoch notwendig, um mehr personenbezogene bzw. flächenhafte Daten von UFP zu gewinnen. Mit dem German Ultrafine Aerosol Network (GUAN) besteht seit 2009 ein kooperatives Messnetz für die Außenluft, aus dem Mittelwerte, räumliche Schwankungen und zeitliche Trends für UFP abgeleitet werden konnten. Für den Innenraum werden Ergebnisse aus zwei neuen Studien vorgestellt: Die Innenraum-/Außenluftstudie des Instituts für Troposphärenforschung (TROPOS), sowie die Deutsche Umweltstudie zur Gesundheit von Kindern und Jugendlichen (GerES V). Aus beiden Studien wird klar, dass auch die Partikelanzahlkonzentration im Innenraum großen Schwankungen unterliegen kann, und dass Innenraumquellen, wie Feuerquellen, Kerzenabbrand, Tabakrauch und Kochaktivitäten, zu erhöhten UFP-Konzentrationen beitragen. Aus zweijährigen Messungen in 40 Wohnungen konnten jedoch keine Anzeichen abgeleitet werden, dass die UFP-Belastung im Innenraum systematisch höher wäre als in der Außenluft. Generell fehlt es momentan an einer belastbaren Dosis-Wirkungs-Beziehung für UFP sowohl im Innenraum als auch in der Außenluft. Daraus ergibt sich für die kommenden Jahre der Auftrag an die Wissenschaft, gezielte Studien zur Erforschung der gesundheitlichen Wirkungen von UFP aus der Umwelt durchzuführen.
