Abstract:There are few concepts that are more central to natural resource management than those of property and property rights. Given their importance, it might be expected that there would be some consensus in the economic literature about what property and property rightsare. However, no such consensus seems to exist. In fact, different authors use the same terms to denote quite disparate concepts and ideas, impeding rather than advancing progress in understanding natural resource management. As but one example, there is hardly a concept that has been as fundamentally misunderstood as that of the commons. That misunderstanding notwithstanding, there is another, less familiar, more common and even more fundamental one: the persistent confusion of possession with property. This article argues that the distinction between possession and property is of particular importance for comprehending the meaning of institutional shifts from one resource management regime to another. It therefore reviews concepts central to natural resource management, by distinguishing between state, private, common property and possession on the one hand and open access on the other.

Gegenstand des vorliegenden Forschungsberichts sind die sozialen Erfahrungen von Schuljugendlichen. Die in mehreren Etappen durchgeführten empirischen Untersuchungen erfolgten in einer typischen mittleren Industreistadt der DDR und erstreckten sich hauptsächlich auf Schüler des 9. Schuljahres. In der ersten Etappe ging es zum einen um die genaue Analyse des Untersuchungsgebietes und zum anderen um erste konkrete Ergebnisse zur Erfahrungswelt der Schüler. Die zweite Etappe war dem kollektiven Erfahrungsbestand von vier sozialstrukturell für das Untersuchungsgebiet repräsentativen Schulklassen gewidmet. Als dritte Etappe schloß sich eine repräsentative Massenbefragung im selben Untersuchungsgebiet an. Bevor einige Ergebnisse dieser Untersuchungen vorgestellt werden, erfolgen einige Bemerkungen zum theoretischen Bezugsrahmen, der auf vier soziologischen Konzepten basiert: (1) sozialstrukturelles Konzept; (2) sozialisationstheoretisches Konzept; (3) handlungstheoretisches Konzept; (4) bewußtseinstheoretisches Konzept. Thematisiert werden die wichtigsten Erfahrungsbereiche der Jugendlichen: (1) Schulerfahrungen; (2) erste Arbeits- und Betriebserfahrungen; (3) politische Erfahrungen; (4) Alltagserfahrungen in der Öffentlichkeit und der Familie. Der Beitrag endet mit der Feststellung: Die einzelnen bildungssoziologischen Untersuchungsetappen belegen, daß ältere Schüler einen beachtlichen Erfahrungsbestand haben, der in Abhängigkeit von der sozialen Herkunft, ihrer Schulleistung und ihrem Geschlecht Unterschiede aufweist.
