Im Zuge der Konferenz über Umwelt und Entwicklung (UNCED) der Vereinten Nationen 1992 wurden verschiedene politische Prozesse in Gang gesetzt, die sich auch mit dem Schutz der Wälder befassen und Deutschland zur Umsetzung einer globalen Waldpolitik auf nationaler Ebene verpflichten. Die vorliegende Arbeit beschäftigt sich mit der Frage, welche Wirkungen die zunehmende Internationalisierung der Waldpolitik auf das nationale, föderal strukturierte forstpolitische System der Bundesrepublik Deutschland hat. Im Hinblick auf die relevanten staatlichen und nicht-staatlichen Akteure wird analysiert, wie sich die Impulse und Vorgaben einer globalen Waldpolitik auf die Wahrnehmung, das Verhalten bzw. Handeln sowie den politikfeldspezifischen Einfluß dieser Akteure auswirken. Ausgehend vom globalen Problem der zunehmenden Zerstörung von Waldökosystemen werden im ersten Teil der Untersuchung die strukturellen Grundlagen der Waldpolitik auf internationaler und auf nationaler Ebene dargestellt. Im zweiten Teil der Arbeit erfolgt die theoretische Verortung des Themas in der Lehre von den Internationalen Beziehungen. Besondere Berücksichtigung finden dabei das Global Governance-Konzept, die Regimetheorie und der vergleichsweise neue Ansatz der sog. 'behavioral models' von Oran Young und Marc Levy. Der dritte Teil hat die Beschreibung des Untersuchungsmaterials und der im Rahmen der Arbeit angewandten Methoden zum Inhalt. Die ausführliche Darstellung der empirischen Ergebnisse erfolgt im vierten Teil der Untersuchung. Im fünften Teil werden die gewonnenen Ergebnisse aufgegriffen und im Hinblick auf die angewandten Methoden, die zugrundeliegende Fragestellung sowie den theoretischen Bezugsrahmen und die daraus abgeleiteten Hypothesen diskutiert. Schließlich folgt eine kurze Zusammenfassung der gesamten Untersuchung und ihrer wichtigsten Ergebnisse. ; The United Nations Conference on Environment and Development (UNCED) 1992 was the nucleus for a number of political processes which - inter alia - deal with the protection of all types of forests worldwide. In this context Germany committed itself to implement several forest-related international conventions and protocols at the national level. This doctoral thesis analyses the effects which a growing internationalization of forest policy has on the national, federally organized political system in Germany. With regard to the relevant governmental and non-governmental actors/ stakeholders it is explored how the existing guidelines of a global forest policy influence the specific perception, the behavior and the political influence of these actors/ stakeholders. Starting with the global problem of a growing destruction of forests the first part of the analysis describes the most important structures of forest policy at the international and the national level. The second part integrates the forest policy-issue into the theoretical framework of the Science of International Relations. In this context special consideration is given to the concept of Global Governance, to the Theory of International Regimes and to the relatively new approach of 'behavioral models' developed by Oran Young and Marc Levy. The third part of the dissertation deals with the methods applied and the materials used in the course of the analysis. A detailed description of the empirical results forms the fourth part of the thesis. Those results are discussed at length with regard to the applied scientific methods, the underlying question, the theoretical framework and the central hypotheses of the analysis (part five). The whole undertaking is concluded by an extensive summary of the complete analysis and its most important results.
