This article describes how while confronted with digitization, governments need to equip their employees with skills for dealing with the upcoming technologies. To date, however, there has been no thorough analysis of which skills governments actually require and how these skills are addressed by (vocational) training. Therefore, the aim of this article is to understand both governments' needs and the scope of currently offered training as well as identifying the existing gaps by conducting qualitative interviews with employees from HR departments in governments. An understanding of what skills are actually required in public bodies and how they can be classified will be outlined. Furthermore, the challenges and benefits of governments' decision to offer vocational training are investigated, pointing out gaps that need further investigation. Based on this, implications for theory and practice for the digitization future and vocational trainings in government are derived.

Abstract: A smart city is a phenomenon where municipalities engage with stakeholders to use ICT for increasing efficiency, sustainability, and quality of life for its citizens and city operations. However, smart city initiatives can at times challenge human rights. While particular human rights such as privacy have been subject to analysis in the digital government field, a complete view on human rights in smart cities has so far been missing in our discipline. It is mainly studies from other disciplines that voice comprehensive concerns about potentially negative impacts of smart cities on human rights. However, they often lack the technological background. This paper reports on a pilot study as an initial exploration of the phenomenon in the digital government field. In our research, we studied both the positive and negative effects of smart cities on human rights by conducting qualitative interviews with citizens and municipal employees with central roles in smart city initiatives. Our results suggest that in addition to privacy and security, the human rights of freedom of expression, adequate standard of living, and equal access to public services are likely to be affected by smart city initiatives. ; publishedVersion

Digitalisierung und Industrie 4.0 sind spätestens seit 2011 ausgerufen und werden in den Unternehmen umgesetzt. Die Einführung erfordert eine intensive Auseinandersetzung mit der Thematik. Erste Erfolge sind oft in Form von einzelnen Pilotprojekten schnell umgesetzt. Das flächendeckende Ausrollen ist jedoch oft deutlich schwerer zu realisieren. Dieser Beitrag möchte ein Blitzlicht auf die aktuelle Umsetzung werfen, 11 Jahre nach dem Ausrufen von Industrie 4.0.

Digitalization and Industry 4.0 have been proclaimed since 2011 at the latest and are being implemented in companies. The introduction requires an intensive examination of the topic. Initial successes are often quickly implemented in the form of individual pilot projects. However, it is often much more difficult to roll out. The article would like to throw a spotlight on the current implementation, 11 years after the proclamation of Industry 4.0.

This book examines how information systems research and education can play a major role in contributing to solutions to the Societal Grand Challenges formulated in "The Millennium Project" (millenium-project.org). Individual chapters focus on specific challenges, review existing approaches and contributions towards solutions in information systems research and outline a research agenda for these challenges. The topics considered in this volume range from climate change, population growth, global ICT availability, breakthroughs in science and technology and energy demand to ethical decision-making, policymaking, gender status and transnational crime prevention. It is the first book to present ideas on how the Information Systems discipline can contribute to the solution on this wide spectrum of grand societal challenges

This paper contributes to e-government research by presenting a review and discussion on how digitalization of public services has affected the interaction between citizens and government. We argue for a conceptualization and critical reflection on the nature of the underlying interaction between citizens and public officials - the public encounter - that digital public services are developed to support. We apply a qualitative and hermeneutic approach and illustrate that digital public services change public encounters concerning when, where, and how interactions occur, what each actor does, and the skills required of them. By relating these changes to emerging digital technologies (e.g. data mining, machine learning, sensor technology, and service automation), we illustrate that while these new technologies carry the potential to further digitalize service provision and fulfil the democratic goals of digital government, authorities can apply the same technology to restrict, control, and surveil citizens. Based on a critical discussion on what digitalization might entail for society, we identify problem areas arising from this development and propose a research agenda for understanding this phenomenon further. We raise questions and ethical concerns regarding accountability and reskilling of citizens and public officials as public service provision becomes citizen self-service.
