Delivering on the National Development Framework ; The National Planning Framework (NPF) was published by Government together with the National Development Plan, as ?Project Ireland 2040?, in February 2018. An explanation of how the National Planning Framework will be implemented, is assisted by setting out the overall context for planning in Ireland, as well as the spatial pattern of settlement in recent decades. It is in this context that the logic and intent of the NPF strategy and the necessary levers for implementation, become apparent.

Most previous studies of military enlistment supply have used data aggregated to a specific geographic level, often the recruiting district level. A major disadvantage of aggregated data is that the district is not the primary level at which resources are allocated or recruiting activities occur. Rather, recruiters are assigned to stations and each station is responsible for a set of zip codes, which define its market territory. Thus, existing research does not provide information that would assist in identifying the best geographic areas in which to locate recruiters or stations. This paper exploits a unique data file constructed from the basic building blocks of recruiting markets - zip codes. This paper aims to measure the effects of geographic location, especially of recruiters and stations, on enlistment supply for the Navy and Army. In addition, the data allows an examination of inter-service competition among recruiters, including the effect of collocation in the same station. ; Prepared for: Directorate for Accession Policy. Under the compensation system of the U.S. Armed Forces, members who are married or have dependents receive higher rates of pay and greater benefits than those who are single with no dependents. This article examines the hypothesis that these compensation policies induce earlier marriage by active-duty military members compared to otherwise similar civilians who have not served on active duty. Using a logistic regression model on American Community Survey data, the authors estimate the effect of active-duty military service on the probability of being married for twenty-three- to twenty-five-year-olds. Controlling for other factors affecting marriage rates, the authors find that the odds of being married were about three times greater for those with military service compared to similar civilians who have not served. For persons ever married, the probability of divorce is significantly greater for those who have served two or more years on active duty. Purpose. To estimate medical and indirect costs to the Department of Defense (DoD) that are associated with tobacco use, being overweight or obese, and high alcohol consumption. Design. Retrospective, quantitative research. Setting. Healthcare provided in military treatment facilities and by providers participating in the military health system. Subjects. The 4.3 million beneficiaries under age 65 years who were enrolled in the military TRICARE Prime health plan option in 2006. Measures. The findings come from a cost-of-disease model developed by combining information from DoD and civilian health surveys and studies; DoD healthcare encounter data for 4.1 million beneficiaries; and epidemiology literature on the increased risk of comorbidities from unhealthy behaviors. Results. DoD spends an estimated $2.1 billion per year for medical care associated with tobacco use ($564 million), excess weight and obesity ($1.1 billion), and high alcohol consumption ($425 million). DoD incurs nonmedical costs related to tobacco use, excess weight and obesity, and high alcohol consumption in excess of $965 million per year. Conclusion. Unhealthy lifestyles are significant contributors to the cost of providing healthcare services to the nation's military personnel, military retirees, and their dependents. The continued rise in healthcare costs could impact other DoD programs and could potentially affect areas related to military capability and readiness. In 2006, DoD initiated Healthy Choices for Life initiatives to address the high cost of unhealthy lifestyles and behaviors, and the DoD continues to monitor lifestyle trends through the DoD Lifestyle Assessment Program.

The focus is on the enlistment of 18- to 24-year-olds and their first term of service.
