This article discusses how climate change causes an intensification of Western North Pacific typhoons and how the effects of such amplified typhoons upon the Philippines exemplify the concept of climate injustice. Using a political ecology approach, the article begins with an examination of the concepts of climate change, climate injustice, background injustice, and compound injustice. This is followed by an examination of the causes of typhoons, the vulnerability of the Philippines to typhoons, and how climate change may generate stronger typhoons. These stronger typhoons that may be produced by climate change, and the risks that they pose to the Philippines, are an example of climate injustice, while the legacy of colonial exploitation in the Philippines is an example of background injustice. The struggles faced by the Philippines in coping with climate change augmented typhoons are an example of compound injustice. The article concludes with a discussion of the reluctance of developed countries, such as Australia, Canada, and the United States, to reduce their greenhouse gas emissions notwithstanding the consequences these emissions have on countries such as the Philippines.

Political ecology shows how environmental issues can be reframed towards addressing the problems of the socially vulnerable. The environmental identity and social movement thesis of political ecology asserts that environmental issues can generate cross-class and inter-ethnic linkages in an effort to blunt powerful forces. Liberation ecology, a variant of political ecology combined with a counter hegemonic discourse, provides another dimension of political ecology. In the Philippines, mining on indigenous lands has generated opposition from indigenous peoples. By examining how the Roman Catholic Church has aided indigenous peoples in their opposition to mining, examples of the environmental identity and social movement thesis of political ecology and liberation ecology can be gleaned. Liberation theology, an impetus to the church's commitment to the poor, may be the consummate counter hegemonic discourse.

The Philippines is a developing country well endowed with mineral resources. In recent years, the government has made substantial efforts to encourage the exploitation of these resources. This mining-based development paradigm has come into conflict with the indigenous peoples of this nation. This conflict has entailed disputes between the mining industry and indigenous peoples about the validity of the Philippines indigenous peoples rights legislation and alleged human rights abuses on the behalf of the mining industry. The Philippines strong civil society has assisted the indigenous peoples in regard to this conflict. Possible solutions to this conflict are examined. (Asia Pac Viewp/DÜI)
