The article analyzes weaknesses in the system of public defence procurement that relative to vulnerability to corruption risks. Determined that the main principles for the most effective organization and conduction of procurement are: integrity; transparency; accessibility; supervision, control and accoutibility, which in the complex will strengthen the stability of this area to any risks, including corruption. It also suggests possible ways to efficient using these principles in the current practice of implementing the public defence procurement system by changing the approaches to implementing the system and legislative changes.
Стаття присвячена вивченню теоретичних підходів до визначення понять "механізм управління" та "організаційно-економічний механізм управління" з метою визначення поняття "організаційно-економічного механізму управління системою державних оборонних закупівель". Проаналізовано погляди вчених на поняття "механізм управління", "організаційний механізм", "економічний механізм" та "організаційно-економічний механізм управління"; визначено, що категорія "механізм управління" є складовою "організаційно-економічного механізму функціонування" будь-якої соціально-економічної системи та надано авторське бачення поняття "організаційно-економічного механізму управління системою державних оборонних закупівель". Визначено зовнішні та внутрішні фактори, що впливають на механізм управління системою державних оборонних закупівель. Сформульований поняттєвий апарат є основою для подальшого вивчення шляхів підвищення ефективності вказаного управління.
The article provides a comparative analysis of the establishment and operation of the systems of defence procurement (acquisition) for the United States` Department of Defense (DoD of the USA) and the United Kingdom's Ministry of Defenсe (MoD of the UK) by analysis of regulatory frameworks and approaches managing of the defence procurement (acquisition) systems. With the help of the structural-functional method, a hierarchy of key participants of the defence procurement system (acquisition), their functional interconnections, roles and functions are identified. By using a systematic approach, it was determined that the establishment and operation of a public procurement (acquisition) system for the defence needs of the USA and the UK is a complex process that is significantly affected by financial and time constraints, strategic vision and priorities for the development of the industry. The main principles for the most efficient organization and operation of the procurement (acquisition) systems of the DoD of the USA and the MoD of the UK are: the application of a procedural framework, the definition of rules and models for the interaction of participants, transparency, the presence of competition, professional development, periodic assessment and verification.
The article provides a comparative analysis of trends in financing the defence acquisition of equipment system in Ukraine and some of the leading NATO countries; highlights the problematic issues for Ukraine in terms of defence capabilities and the impact of defence acquisition of equipment on them (defence capabilities); and establishes that by performing the regulatory function, the defence equipment acquisition system not only ensures the development of the Armed Forces but also gives the market economy additional stability, if the management of mentioned system is efficient and adapted to the new economic conditions.
Мета роботи: Мета цієї статті полягає в тому, щоб дослідити, які атрибути стратегічного лідера, такі як якості, здібності та поведінка, мають значення для розробки та реалізації стратегії управління військовими людськими ресурсами в процесі оборонного планування на основі спроможностей. Вивчення представленого алгоритму стратегії може запропонувати військовим лідерам новий погляд на ефективне застосування своїх характеристик у діяльності з управління людськими ресурсами.
Методи: під час роботи використані теоретичний, системний та функціональний методи дослідження.
Результати дослідження: під час дослідження було встановлено, що стратегічне лідерство відіграє ключову роль у процесі розробки стратегії управління людськими ресурсами з основними якостями, здібностями та поведінкою стратегічного лідера. У цьому сенсі здатність стратегічних лідерів формулювати, створювати, координувати та реалізовувати стратегію як послідовну комбінацію кінцевої мети, стратегічних цілей, послідовних дій і ресурсів для їх досягнення (взаємопов'язане поєднання цілей, способів і засобів) має пріоритетне значення для інституційного будівництва оборони.
Практична цінність дослідження: огляд наявної літератури мало доказів вивчення можливого алгоритму розробки стратегії управління персоналом у зв'язку зі специфікою стратегічних лідерів. У цій статті кожен із визначених етапів стратегії представлений разом із відповідними атрибутами та дає читачам можливість осмислити їх практичне застосування.

Using the approach of identifying ʽred flags', the article analyses the most vulnerable areas of military activity such as defence procurement (acquisition); use of defence lands; housing provision for military personnel and their families; state defence enterprise activity; and use of fuel, to recognise the corruption risks and the consequences of improper activities in these areas for the Ministry of Defence and the Armed Forces.
