Zur Erreichung der Pariser Klimaziele ist es notwendig, die industrielle Produktion auf klimaneutrale Prozesse umzustellen. Hierfür werden gegenwärtig eine Reihe von Technologien erforscht oder bereits getestet. Auf dem Weg vom Labor- zum Demonstrationsmaßstab wurden diese bisher überwiegend anhand von techno-ökonomischen Kriterien bewertet. Für eine nachhaltige Entwicklung sind jedoch auch zahlreiche andere Umwelt- und Nachhaltigkeitsaspekte relevant, wie in den seit 2015 weltweit gültigen Sustainable Development Goals (UN 2019) zum Ausdruck kommt. Deshalb ist eine ganzheitliche Betrachtung angebracht, bei der neben techno-ökonomischen Kriterien auch ökologische, soziale und systemische Aspekte berücksichtigt werden. Im nachfolgenden Bericht wird hierfür eine Methode entwickelt, die in drei Schritten angewandt wird. Ihr Kernstück ist ein Kriterienraster mit zugehörigen Indikatoren. Abschließend wird die Methode beispielhaft für Technologien im Stahl- und Zementsektor getestet, sie ist jedoch auch auf andere Technologien übertragbar.
The German Energiewende is a deliberate transformation of an established industrial economy towards a nearly CO2-free energy system accompanied by a phase out of nuclear energy. Its governance requires knowledge on how to steer the transition from the existing status quo to the target situation (transformation knowledge). The energy system is, however, a complex socio-technical system whose dynamics are influenced by behavioural and institutional aspects, which are badly represented by the dominant techno-economic scenario studies. In this paper we therefore investigate and identify characteristics of model studies that make agent-based modelling supportive for the generation of transformation knowledge for the Energiewende. This is done by reflecting on the experiences gained from four different applications of agent-based models. In particular, we analyse whether the studies have improved our understanding of policies' impacts on the energy system, whether the knowledge derived is useful for practitioners, how valid understanding derived by the studies is, and whether insights can be used beyond the initial case-studies. We conclude that agentbased modelling has high potential to generate transformation knowledge, but that the design of projects in which the models are developed and used is of major importance to reap this potential. Deutschland soll bis zum Jahr 2045 treibhausgasneutral werden. 2021 emittierte der deutsche Industriesektor etwa 181 Millionen Tonnen CO2-Äquivalente. Damit trägt er mit 24 Prozent zu den nationalen Treibhausgasemissionen bei und ist nach der Energiewirtschaft die zweitgrößte Emissionsquelle in Deutschland1. Etwa zwei Drittel der industriellen Emissionen stammen aus der energieintensiven Industrie. Die Stahl- und Zementindustrien wiederum verursachen mehr als die Hälfte dieser Emissionen und sind aufgrund ihrer prozessbedingten Emissionen sowie hoher Prozesstemperaturen besonders herausfordernd. Die Dekarbonisierung der Stahl- und Zementindustrien ist daher für das Erreichen der Treibhausgasneutralität von zentraler Bedeutung. Die Dekarbonisierung der energieintensiven Industrie erfordert innovative technologische Konzepte und passende, langfristig angelegte politische Rahmenbedingungen, die den Industrieakteuren frühzeitig Transformationspfade eröffnen und größtmögliche Planungssicherheit für die erforderlichen Investitionen bieten. Im Projekt entwickelten die Forschenden Eckpunkte für Roadmaps zur Dekarbonisierung der Stahlindustrie (Federführung Fraunhofer ISI) und Zementindustrie (Federführung Wuppertal Institut). Die im Arbeitspaket 3 erarbeiteten und hier vorgestellten Eckpunkte einer Roadmap für die Zementindustrie geben konkrete Hinweise darauf, welche technologischen Konzepte für eine Dekarbonisierung in dieser Industriebranche existieren, wie diese im Zeitverlauf umgesetzt werden können, welche Treiber und Hemmnisse diese technologischen Pfade begünstigen oder hemmen und welche Maßnahmen Akteure und Akteurinnen in verschiedenen Handlungsfeldern kurz-, mittel- und langfristig umsetzen können. Das Vorhaben hat in einem zweieinhalb-jährigem Partizipationsprozess über eine Reihe von Workshops und Interviews mit Expertinnen und Experten sowie weiterer Veranstaltungen zahlreiche Stakeholder und Stakeholderinnen aus Industrie, Verbänden, gesellschaftlichen Interessengruppen sowie Politik, Behörden und Wissenschaft eingebunden. Diese Einbindung ermöglichte Transparenz, Mitwirkung sowie Praxisnähe der Resultate. Im Ergebnis liegt eine Gesamt-Roadmap für die Dekarbonisierung der deutschen Zement- und Betonindustrie vor, die alle technologischen Hebel und assoziierte Treiber, Hemmnisse und Handlungsfelder im Überblick darstellt. Ergänzt wird diese durch drei Detail-Roadmaps für die vertieft betrachteten Teilbereiche "Thermische Energie", "Neue Zemente und Betonbautechniken" sowie "Carbon-Capture and Usage/Storage (CCUS)".

Research on sustainability transitions has expanded rapidly in the last ten years, diversified in terms of topics and geographical applications, and deepened with respect to theories and methods. This article provides an extensive review and an updated research agenda for the field, classified into nine main themes: understanding transitions; power, agency and politics; governing transitions; civil society, culture and social movements; businesses and industries; transitions in practice and everyday life; geography of transitions; ethical aspects; and methodologies. The review shows that the scope of sustainability transitions research has broadened and connections to established disciplines have grown stronger. At the same time, we see that the grand challenges related to sustainability remain unsolved, calling for continued efforts and an acceleration of ongoing transitions. Transition studies can play a key role in this regard by creating new perspectives, approaches and understanding and helping to move society in the direction of sustainability.
