Estado, mercado y cohesión social : reforma y ajuste al estilo colombiano
The crises suffered by some Latin American countries have created an unfavorable environment for the economic reforms that were carried out in the continent since the late 1980s, especially against those included in the so-called "Washington Consensus". Within the different reforms applied, Chile, Brazil and Colombia stood out for showing good economic growth results. This paper focuses on the Colombian case, which is distinguished by harmoniously combining the objectives of fiscal adjustment, market liberalization, growth and social justice. The political and economic background of the measures are indicated and then reference is made to the change of model and its consequences for the private sector and the agricultural sector, poverty and income distribution, to finally conclude with some lessons from the Colombian experience and its differences with the neoliberal model and the policies proposed by the Washington Consensus. ; Las crisis sufridas por algunos países latinoamericanos han creado un ambiente desfavorable a las reformas económicas que se llevaron a cabo en el continente desde fines de los ochenta, especialmente en contra de las que abarcaba el llamado "Consenso de Washington". Dentro de los diferentes esquemas de reformas aplicadas, Chile, Brasil y Colombia se destacaron por mostrar buenos resultados de crecimiento económico. El presente trabajo se enfoca en el caso colombiano, que se distingue por combinar armónicamente los objetivos de ajuste fiscal, liberalización de mercados, crecimiento y justicia social. Se señalan los antecedentes políticos y económicos de las medidas para luego referirse al cambio de modelo y sus consecuencias para el sector privado y el sector agropecuario, la pobreza y la distribución del ingreso, para finalmente concluir con algunas lecciones de la experiencia colombiana y sus diferencias con el modelo neoliberal y las medidas propuestas por el Consenso de Washington.
