Recent pronouncements by senior government figures would suggest that, despite much opposition, PFl/PPP will remain the favoured route for the procurement of large public sector projects. There has been a considerable debate surrounding the Value for Money and Public Sector Comparator calculations essential to gaining approval for PFI/PPP, much of which has focused on how risks are allocated between the parties and how these risks are valued. This article considers another aspect of the risk element of PFI/PPP projects, specifically the role that the local authority risk management function performs, and perhaps should perform, in the process. Based on three local authority case studies, the research will suggest that there has been a marginal growth in the involvement of internal risk management experts by local authorities. Equally, there is evidence that this involvement could be considerably increased, bringing a number offinancial and operational benefits for local authorities.

Contends that the Imperial Food plant management was not the sole party responsible for the deaths from the Sept 1991 fire at the Hamlet, NC, chicken processing plant; heavy-handed government regulation also played a part. In response to the Hamlet fire, an expanded OSHA (Occupational Safety & Health Administration) was called for, but an analysis of working conditions pre- & post-OSHA's initiation in 1970 shows that OSHA has contributed little to the decline in accidental deaths at the workplace. Worker safety has been improving for decades, as worker productivity, workers' salaries, & higher insurance costs (workman's compensation & liability) have driven employers to maintain their own safety programs. Examples of employer efforts to improve worker safety are cited; in the mining & rail industries, private efforts to improve safety dwarf public recommendations. There is no need for the federal government to continue inspections, issue regulations, & fine employers for violating safety rules. To do so will only burden US employers & their workers with more regulations & reduce productivity. 2 Figures. M. Pflum
