Der Autor beschreibt die Flüchtlingsströme innerhalb Sri Lankas und ins Ausland seit den gewaltsamen Ausschreitungen gegen die Tamilen im Juli 1983, die Gründe für die Flucht in den unterschiedlichen Phasen des singhalesisch-tamilischen Konflikts, u.a. auch der innertamilischen Kämpfe, die Reaktionen in den westlichen Ländern und formuliert Bedingungen, unter denen die Flüchtlinge freiwillig zurückkehren könnten. - Ein weiterer Beitrag geht auf die tamilische "Community" in Kanada ein, die ca. 70.000 Flüchtlinge umfaßt und die tamilische Gesellschaft in Sri Lanka reproduziert, einschließlich der Gewalt untereinander aufgrund der traditionellen regionalen Rivalitäten, der politischen Differenzen und vorherrschenden Stellung der LTTE.
