The organisational structure of voluntary associations has usually been described as 'unbureaucratic', and accordingly the managerial advice has been to bureaucratise. However, the following questions arise: What are the functional substitutes for the weak bureaucratic elements that structure work in voluntary associations and what dysfunctions might be connected with bureaucratisation? This article captures the characteristics of voluntary associations in the 'voluntary, democratic, independent, volunteer association' ideal type. These characteristics indicate the structural prerequisites needed to support this ideal type and the consequences they have for the organisational structure. Most important is that organisational structure has to provide 'direct incentives', which are connected with the purpose and work of the voluntary association and its members. The organisational structure of voluntary associations is characterised as intermediary between small groups and organisations. Interaction crystallisation and personalisation are identified as functional substitutes for formalisation and specialisation. The key problem is to find a balance between these group-like and organisation-like features.

Freiwillige Vereinigungen sind dadurch gekennzeichnet, daß sie auf der Basis einer Art Gesellschaftsvertrag funktionieren, demokratische Entscheidungsstrukturen und ehrenamtliche Mitarbeiter haben. Es liegt die Beobachtung vor, daß die Organisationen diese Besonderheiten verlieren, wenn sie älter und größer werden: Sie werden kommerzieller, bürokratischer und professioneller. In dem Beitrag wird die Frage untersucht, in wieweit diese Transformationen von den für die Organisation Handelnden selbst unbeabsichtigt und unbewußt gefördert werden, ein Prozeß, der als Selbstzerstörung bezeichnet wird. Aus den Besonderheiten freiwilliger Vereinigungen gegenüber kommerziellen Betrieben (Interessenvereinigung, Non-Profit, intermediäre Strukturen) werden die wesentlichen Aspekte der Transformationstendenzen abgeleitet: Autonomisierung, Zielverschiebung und Bürokratisierung. Die negativen Folgen dieser Transformationen werden aufgezeigt. Dazu wird die Bedeutung einiger ökonomischer, sozialer und organisatorischer Funktionen freiwilliger Vereinigungen dargestellt, die im Zuge der Transformation verlorengehen. Gesamtgesellschaftliche und organisationsspezifische Ursachen der Transformationen, die mit Selbstzerstörungsprozessen gleichzusetzen sind, werden herausgearbeitet. Schließlich werden einige Lösungsvorschläge diskutiert. (ICA)

At first glance, the answer to this question seems all too obvious: The greater the share of government finances the greater the loss of autonomy. But from a resource-dependency and institutional approach, three more influential factors come to mind: the association's counterinfluence, the calculations of the governmental agencies (their alternatives, costs and benefits); and cultural factors. The paper presents evidence from a German survey in which 397 registered associations of four widely differing types were investigated with the aid of a standardized questionnaire: sport clubs in comparison with philanthropic associations, interest associations and self-help groups. The findings support the importance of the perspective of the government agencies, whereas the association's counterinfluence seems to be to small to limit a loss of autonomy. Last but not least, the results support the reasonable assumption that cultural factors might be of importance which restrict governmental interference.

In dem Beitrag prüft der Autor im Rahmen eines ressourcen- und machttheoretischen Ansatzes den Zusammenhang zwischen der Ressourcenzusammensetzung und dem Grad der Oligarchisierung verschiedenster freiwilliger Vereinigungen. Theoretisch stützt sich die empirische Studie auf die "Kontingenztheorie", nach der Unterschiede in der Umwelt zu Unterschieden in der Organisationsstruktur führen. Für die empirische Untersuchung sind folgende Fragestellungen leitend: (1) Ist die Ressourcenzusammensetzung tatsächlich ein Merkmal, mit dem zentrale andere Eigenschaften der Struktur zusammenhängen oder erweist sie sich im Gegenteil eher als ein relativ autonomer Bestandteil? (2) Sind die Gemeinsamkeiten zwischen den verschiedenen Vereinigungstypen groß genug, um eine solche Abgrenzung des Untersuchungsfeldes zu rechtfertigen, oder sind die Unterschiede so bedeutend, daß es sinnvoller wäre, sich auch weiterhin nur mit verschiedenen Vereinstypen zu beschäftigen? Die Daten bestätigen den Zusammenhang nicht. (pmb)

The article gives a review of the sociology of sports organizations and hence of the sports organizations in West Germany. The most significant characteristic is that sport is here chiefly offered by voluntary associations. The overview of the results is made on the basis of system-theoretical arrangement. The organization is presented with its aims, and structure (mesosociology) in interaction with the members' (microsociology) and the outside world (macrosociology of the organization). The resume shows that the sociology of sports organizations in West Germany has made good progress in only a few years.

Der Beitrag prüft die Beziehungen zwischen der finanziellen Ressourcenstruktur und dem Grad der demokratischen Entscheidungsstruktur in freiwilligen Vereinigungen, um dysfunktionale Wirkungen finanzwirtschaftlicher Entscheidungen zu verdeutlichen. Die Untersuchung basiert auf idealtypisch, strukturell-funktionaler Analyse und einem empirischen Test in einer Querschnittsanalyse von 29 freiwilligen Vereinigungen. Entgegen der herrschenden Auffassung wird gezeigt, daß oligarchische Tendenzen nicht nur von der Quantität (Wachstum), sondern auch von der qualitativen Struktur der Ressourcen - ihrer Art, der Art ihres Erwerbs und ihrer Herkunft - abhängen. Oligarchische Tendenzen der Entscheidungsstrukturen steigen an, wenn die Vereinigungen zunehmend finanzielle statt materielle Ressourcen, Pflichtbeiträge statt eines Transfers in den Ressourcenpool und in steigendem Maß von Nicht-Mitgliedern statt von Mitgliedern erhalten. Um den Zusammenhang zwischen soziologischen, ökonomischen und finanzwirtschaftlichen Faktoren zu präzisieren, ist die Ergänzung dieses Ansatzes durch verhaltens- und konflikttheoretische erforderlich.
