With the increasingly hazardous effects of climate change on nature and humanity, a key question in social science research is how to foster climate action, i.e., individual and collective behavior towards containment of negative consequences of climate change. Even political measures adopted by associations, political parties, governments, and governing coalitions, as well as by private stakeholders and companies, are decided upon by individual actors. Therefore, to understand and promote climate action, it is indispensable to shed light on the driving forces of individual behavior with a specific focus on what leads them to align their actions with the expected (positive) consequences on the environment. A key challenge is that individual behavior only limitedly follows a rational weighing of costs and benefits. Instead, deeply anchored beliefs, situational constellations, emotions, and the identification with social groups have been found to be significantly influential on individual action. This contribution presents a short review of the psychological roots of climate action and emphasizes the relevance of social identities. It thereby sets out a theoretical framework to explain climate action at the individual yet political level and provides empirical evidence for the role that social groups play in explaining and guiding climate action. The focus on social groups holds important implications for practitioners.

AbstractThe Programmatic Action Framework (PAF) is a relatively new theoretical perspective that adds a complementary lens to the explanation of policy processes and policy change. Yet, a key requirement of a valid policy process framework is its capacity to be proven wrong. Besides the empirical cases that provide evidence for the occurrence of programmatic action, it is necessary to present examples in which programmatic action did not occur, and to explain why this is the case. Proceeding from the observation that programmatic groups and policy programs existed in French and German health policy throughout the 1990s, this contribution answers the question why in 2020, programmatic action is still present in France but not in Germany and why the German policy program did not survive the financial crisis of 2008. It argues that misfit to pre‐existing institutional logics and changing institutional logics in the course of programmatic action hinder program success.

Emotions are gaining increasing attention in public policy. Policy process research so far has focused on the effects of emotions rather than their roots. In social psychology, emotions are a central part of social identity theory (SIT), and the relevance of social identities in the policy process (SIPP) has recently been acknowledged. This raises the question of how the identification with social groups is linked to emotions related to policies and policy preferences. Filling this research gap, this article analyses social identities and resulting emotions as potential explanations for public policy preferences. The findings reveal that the strength of social identities is a significant predictor for policy-related emotions. However, it also shows that the explanatory power of social identities and related emotions differs by policy field. Our results have implications for the study of social groups and emotions and for understanding and overcoming conflicts between people with different identities and emotions.

AbstractThis article draws on the Programmatic Action Framework (PAF) to tackle the question of how the dominance and decline of a specific policy programme in a policy sector can be explained. It starts from the observation that visionary policy programmes, defined as a set of policy goals and instruments that find their expression in subsequently adopted and interconnected policy reforms, may shape a sector's policies over several decades. Linking policy programmes to programmatic groups that promote these programmes in search of boosting their careers and authority, the programme's rising and declining dominance can be explained by the career trajectories of programmatic actors. By displaying empirical evidence for the argument from German health policy, the article shows that proponents of today's change are opponents of tomorrow's change since individual careers depend on the dominance of policy programmes.
