The press in Communist China is essentially a pol'al instrument with which the regime conducts Socialist & Communist educ among the masses. To ensure maximum effectiveness & absolute pol'al reliability, the regime has developed a rigid control system which is much broader in scope & more positive in nature than any conventional censorship. The controls fall into 4 major categories: org'al, personnel, editorial, & operational. Through org'al control the regime determines the structural set-up of the press while personnel control enables it to have unquestionably loyal people serve as staff members of the newspapers. Editorial control is effected through several devices, including enactment of standing rules, issuance of directives, monopoly of news supply, examination of editorial plans, scrutiny of feature stories, & direct drawing up on editorial plans. Through operational control the regime supervises the finances & circulation of the paper. The regime has reaped handsome rewards from this control system. However, the same system has had certain adverse effects including sterilization of the newsmen & incapacitation of the press as a possible critic of or unofficial adviser to the gov on national nolicv AA-IPSA.
