Aging of agricultural population and generation exchange in EU member states

During 2014–2020 a new budgetary frame will be hold for countries integrated in the European Union. Against the present, some changes will be made there which should touch first of all financing of agriculture and the countryside. Then, these changes will fundamentally influence incomes of agricultural producers. The presented paper is devoted to the problems of income situation of farmers in "new" EU member states, their development before and after joining the Community. By the help of income indicators A and C, a development of incomes from agricultural operations and impacts of this development in endowment measures and measures supporting the activity diversification are evaluated. From the research results and from presupposed variations of the future CAP development, possible future impacts on the income farmers´ situation are derived.

A solution of problem of aging of agricultural population belongs to priorities of the present common agricultural policy. One of ways to tackle this problem is a support of generation exchange of owners on family farms. The following paper deals with this issue in two levels. Partly, it contains an analysis of farmer population aging, both in the "old" and the "new" EU member states, then especially in the Czech Republic. Further, it focuses on effectiveness of financial supports which are provided in connection with the generation exchange. From the analysis, pieces of knowledge resulted which could serve as a groundwork for policy of approach to the young or to starting farmers. It has still its reserves at present.

A top-priority task of EU structural policy is to ensure a stability and a dynamic development of regions. This can be ensured within a purposeful combination of regional development potential with financial means in frame of subsidiary measures. The contribution is focused on following problem spheres: 1/ determination of development potential (matter-of-fact determination and its quantification); 2/ monitoring of dynamics of regions development in frame of a complex approach to monitoring and evaluation within so called "process analysis".
