The article is devoted to the substantiation of the urgency of separation of the memorial direction in library research and development of library activity, connected with realization of the memory policy, the introduction of the appropriate course in the program of training of future specialists of library business. Emphasis is focused on increasing of scientific attention to the study of historical memory, especially culture memory and identity in the context of the transition to the information society, highlighting the organizational design of this research area in the form of appropriate research centres and the Memory Studies Association. Within the framework of the structuralfunctional method and from the standpoint of the connection between the concepts of "collective memory", "historical memory", "cultural memory", there has been stated libraries participation in the formation and preservation different kinds of social memory through the realization of such essential functions of libraries as memorial, cumulative, informational and communicative. The relevance of the intensification of research into the memory studies within the framework of librarianship is substantiated. Prospective directions of interaction between the Ukrainian Library Association and the Ukrainian Institute of National Memory are offered with the aim of comprehensively uncovering commemorative potential of libraries and their more active involvement in the implementation of memory policy. The foreign experience of organizing relevant interdisciplinary programs and training courses for the preparation of master's students has been revealed. The orientational structure of the course "Culture, memory, identity" for students of master's level of specialty 029 "Information, library and archives" is offered, the study of which will allow students to analyze, identify, describe the processes of constructing of historical memory and cultural identity, critically to comprehend relevant scientific texts, to identify and critically evaluate ...

In this paper, in an example of the Library of Congress, it has been shown how one can influence on the formation and preservation of a national identity, using the socio-cultural discourse of national libraries. This is significant because the role of libraries in the process of forming a national identity is underestimated and remains beyond the attention of scholars. At the same time, the meanings that are disseminated by libraries are an instrument for identifying key accents of the concept of national memory, which will further create the informational basis of national consciousness. So the approaches to formation and specificity of socio-cultural discourse of the Library of Congress have been examined. The analysis focuses on the main semantic trends of the socio-cultural discourse of the Library of Congress. We substantiate the democratic approach in the constraction of the socio-cultural discourse of the Library of Congress, participation of experts, librarians and users in this process, who have an opportunity to influence on what meanings are disseminated by the library and stored in the national memory. That is, the formation of a national identity takes place both from above – through the institute of the library, and from below – by the community itself. This approach allows us to speak about the socio-cultural discourse, presented by the Library of Congress as an instrument not only for preserving national memory, strengthening and preserving identity, but also as an instrument for their transformation and development. We also argue that the democratic approach to creation a socio-cultural discourse of the library makes it possible to determine its main meanings as a reflection of social transformations.

Запропоновано перспективні напрями взаємодії Української бібліотечної асоціації з Українським інститутом національної пам'яті з метою комплексного розкриття комеморативного потенціалу бібліотек, більш активного їх залучення до реалізації політики пам'яті.Висвітлено зарубіжні приклади організації відповідних міждисциплінарних програм і навчальних курсів для підготовки студентів магістеріуму. Запропоновано орієнтовну структуру курсу «Культура, пам'ять, ідентичність» для студентів магістерського рівня підготовки спеціальності 029 «Інформаційна, бібліотечна та архівна справа», вивчення якого дасть змогу його слухачам аналізувати, визначати, описувати процеси конструювання історичної пам'яті та культурної ідентичності, критично осмислювати відповідні наукові тексти, визначати і давати критичну оцінку підходам до здійснення політики пам'яті і збереження духовної спадщини в Україні та за кордоном, розробляти ефективні підходи до здійснення політики пам'яті в рамках бібліотечної практики.
