Despite a wealth of research on public governance and development of public administration in East Asian countries, there have been few studies of public governance in Taiwan. The articles in this symposium are empirical cases of public governance in Taiwan, in the intersection between public management and policy, covering both the central and local governments, and including both qualitative and quantitative methods, with research designs that use data that are cross-sectional, longitudinal and panel analysis. The substantive topics examined include open governance, public service motivation, management innovation, civil resistance, policy streams, and public human research management. Each paper concludes with policy and management implications.

The purpose of this study is to test differences and similarities of the public, private, and nonprofit sector employees by examining the antecedents and simultaneity of job satisfaction and job performance. The results, assessed by seemingly unrelated regression, showed that job satisfaction positively affects job performance, or vice versa. Explanatory variables such as goal ambiguity, leader–member exchange, and so forth also exerted significant effects on the outcome variables across three sectors. This study extends to explain the similarity and difference of three sectors based on the criteria of the values in common, outcome variation, task characteristics, and sector contexts.

This research assesses how state and local factors combine to influence the adoption of performance measurement for local service contracting nested in state contexts over time. Using a multilevel linear growth model to analyze local survey and official data, the findings demonstrate that local adoption of performance measurements nested in state contexts changed significantly; local contract management capability are significantly linked to the adoption of performance measurement. State contexts have a large impact on that adoption as well. The findings, which may have been unobserved by previous studies, suggest that local practices are indeed embedded in state governance across time.

The research on government performance measurement has been largely descriptive and prescriptive, with only limited attention paid to hypothesis testing and middle‐range theory construction. Although researchers have made prescriptions about how to make performance management work, the validity of those prescriptions has not been systematically examined. In particular, the role of the external political environment and stakeholder participation, two important factors for public sector management, remains unclear. Based on survey data, this article uses structural equation modeling to test a model that assesses how political environment, stakeholder participation, organizational support, and training affect the adoption and managerial effectiveness of performance management.

This study examines critical local service delivery issues to understand the drivers and catalysts of intra-agency collaborative domains. Based on the survey data of public employees in the Taipei Household Registration Office, this study provides empirical evidences to support the relationship between intra-agency collaboration and perceived organizational performance. The findings reveal the mediating role of central administrative organization and information sharing, but do not support the direct influence of stakeholder assistance. Implications of these findings are emphasized for future studies of local collaborative governance.

Civil service promotion (CSP) is a key construct linked to other operations of public human resource management. However, it has received scant attention. This study uses second-order confirmatory factor analysis to test the theoretical perspectives of CSP. It then uses multiple regression to test how individual demographics influence public managers' and public employees' perceptions of CSP. The stratified samples were extracted from Taiwan's cabinet-level ministries. The results demonstrated a significant difference in civil service promotion structure between public managers and public employees. The results also indicated that the respondents' demographics are associated with differences in CSP between public managers and public employees. The findings and implications were discussed.

Collaborative leadership has been widely discussed in the theory of public-sector leadership and public collaborative governance studies. Based on the survey data of a public service agency in Taipei City Government, Taiwan, this study used path analysis to test the effect of four dimensions of collaborative leadership on the perceived organizational performance, and applied multidimensional scaling (MDS) method to estimate the dimensions of collaborative leadership and their structural relations. Findings of the empirical analyses support our hypotheses about the dimensions and influence of collaborative leadership and contribute to the theories of public-sector leadership. Public employees' collaborative leadership skills facilitate their acceptance of organizational rules and their perceived organizational performance. Implications of these findings are presented in the discussion and conclusion.

Municipal reinvention has been widely employed to improve government efficiency in many US municipalities; however, most of the efforts fail to test its efficiency. This study identifies which strategies of municipal reinvention have improved municipal performance by reducing the price of municipal governance. The data sources employed by this research are 1. 1997 ICMA Reinvention Government: Implementation at the Local Level; 2. the Census Bureau; and 3. the Office of Management and Budgeting, USA. By the zero-truncated negative binomial model, the findings do not support the contention that municipal reinvention decreases the price of municipal governance between mayor-council and council-manager cities. However, local conditions have a significant effect on the cost of the two forms of governments.

The online shopping behaviors of 600 undergraduate students in Taiwan were explored in regard to the influences of perceived ease of use, perceived usefulness, attitude, trust, behavioral intentions, and actual behavior. The moderating effects of online experience were taken into account.
A model depicting the mechanisms of an effective relationship with online shoppers was developed and a survey was conducted to gather information. Structural equation modeling was used to validate the measures developed and test the hypothesized model. All variables had a significant and positive
impact, and experience online had a moderate impact.

The aim in this study was to determine whether Internet-based learning is affected by perceived playfulness, satisfaction, and the performance expectancy effect. The performance expectancy of students based on experience may also be generated directly by the target that caused the emotions.
Thus, we used perceived playfulness to explore the impact of performance expectancy. Data collected from 600 university students in Taiwan were tested against the research model using structural equation modeling. The results strongly support the proposed model in predicting performance expectancy
when using Internet-based learning. Several implications for social influence, perceived playfulness, satisfaction, and performance expectancy research in relation to Internet-based learning are discussed.
