The Indian nuclear tests were prompted by domestic political changes. But the sentiment and motivation behind the nuclear decision are deeply rooted in the international system. Rising Hindu nationalism, as signified by the BJP coalition government, is redefining India's foreign policy and attitude toward nuclear weapons. The nuclear tests showed that New Delhi feels increasingly uncomfortable with changes in the post-cold war international system and with its place in the international pecking order. The nuclear bomb, for the BJP and the majority of Indian elites, is a forceful statement of India's frustration with the existing international system. By blasting its way into the nuclear club, New Delhi is making a bid for great-power status in world politics. For a long time, the Indian nuclear issue has been treated as an extension of the Indo-Pakistani conflict. The explosion of the Indian bomb reminded us that the South Asian proliferation should be viewed in a broader context, since the South Asian security environment is affected by extraregional factors and players. New Delhi's security strategy, not limited to the subcontinent, broadly focuses on China, Pakistan, Central Asia, and the Indian Ocean, though China always occupies the central place among its security concerns. Suspicion of China has been deeply rooted in the Indian psyche after their defeat in the 1962 war. Although China's conventional and nuclear forces do not pose any prominent threat to India, the growing power asymmetry between China and India makes New Delhi feel vulnerable in a longterm capability race between the two countries. Given their potential for contending for great-power status in international affairs, the strategic rivalry between China and India will have a significant systemic impact on world politics in the twenty-first century. ; published_or_final_version

This work reports a detailed chemical looping investigation of strontium ferrite (SrFeO3-δ), a material with the perovskite structure type able to donate oxygen and stay in a nonstoichiometric form over a broad range of oxygen partial pressures, starting at temperatures as low as 250°C (reduction in CO, measured in TGA). SrFeO3-δ is an economically attractive, simple, but remarkably stable material that can withstand repeated phase transitions during redox cycling. Mechanical mixing and calcination of iron oxide and strontium carbonate was evaluated as an effective way to obtain pure SrFeO3-δ. In situ XRD was performed to analyse structure transformations during reduction and reoxidation. Our work reports that much deeper reduction, from SrFeO3-δ to SrO and Fe, is reversible and results in oxygen release at a chemical potential suitable for hydrogen production. Thermogravimetric experiments with different gas compositions were applied to characterize the material and evaluate its available oxygen capacity. In both TGA and in-situ XRD experiments the material was reduced below δ=0.5 followed by reoxidation either with CO2 or air, to study phase segregation and reversibility of crystal structure transitions. As revealed by in-situ XRD, even deeply reduced material regenerates at 900°C to SrFeO3 δ with a cubic structure. To investigate the catalytic behaviour of SrFeO3-δ in methane combustion, experiments were performed in a fluidized bed rig. These showed SrFeO3-δ donates O2 into the gas phase but also assists with CH4 combustion by supplying lattice oxygen. To test the material for combustion and hydrogen production, long cycling experiments in a fluidized bed rig were also performed. SrFeO3-δ showed stability over 30 redox cycles, both in experiments with a 2-step oxidation performed in CO2 followed by air, as well as a single step oxidation in CO2 alone. Finally, the influence of CO/CO2 mixtures on material performance was tested; a fast and deep reduction in elevated pCO2 makes the material susceptible to carbonation, but the process can be reversed by increasing the temperature or lowering pCO2. ; EPSRC grant no. Purpose: Despite the huge potential of social media, its functionality and impact for enhanced risk communication remain unclear. Drawing on dialogic theory by integrating both "speak from power" and "speak to power" measurements, the article aims to propose a systematic framework to address this issue. Design/methodology/approach: The impact of social media on risk communication is measured by the correlation between "speak from power" and "speak to power" levels, where the former primarily spoke to two facets of the risk communication process – rapidness and attentiveness, and the latter was benchmarked against popularity and commitment. The framework was empirically validated with data relating to coronavirus disease (COVID-19) risk communication in 25,024 selected posts on 17 official provincial Weibo accounts in China. Findings: The analysis results suggest the relationship between the "speak from power" and "speak to power" is mixed rather than causality, which confirms that neither the outcome-centric nor the process-centric method alone can render a full picture of government–public interconnectivity. Besides, the proposed interconnectivity matrix reveals that two provinces have evidenced the formation of government–public mutuality, which provides empirical evidence that dialogic relationships could exist in social media during risk communication. Originality/value: The authors' study proposed a prototype framework that underlines the need that the impact of social media on risk communication should and must be assessed through a combination of process and outcome or interconnectivity. The recent outbreak of COVID-19 has taken the world by surprise, forcing lockdowns and straining public health care systems. COVID-19 is known to be a highly infectious virus, and infected individuals do not initially exhibit symptoms, while some remain asymptomatic. Thus, a non-negligible fraction of the population can, at any given time, be a hidden source of transmissions. In response, many governments have shown great interest in smartphone contact tracing apps that help automate the difficult task of tracing all recent contacts of newly identified infected individuals. However, tracing apps have generated much discussion around their key attributes, including system architecture, data management, privacy, security, proximity estimation, and attack vulnerability. In this article, we provide the first comprehensive review of these much-discussed tracing app attributes. We also present an overview of many proposed tracing app examples, some of which have been deployed countrywide, and discuss the concerns users have reported regarding their usage. We close by outlining potential research directions for next-generation app design, which would facilitate improved tracing and security performance, as well as wide adoption by the population at large.

OBJECTIVES: Advances in genetic technologies provide opportunities for patient care and ethical challenges. Clinical care of patients with rare Mendelian disorders is often at the forefront of those developments. Whereas in classical polygenic inflammatory bowel disease the predictive value of genetic variants is very low, predictive prenatal genetic diagnosis can inform families at high risk of severe genetic disorders. Patients with IL10 signalling defects due to pathogenic variants in IL10RA, Il10RB and IL10 develop severe infantile onset inflammatory bowel disease that is completely penetrant and has a high morbidity and substantial mortality despite treatment. METHODS: We performed a survey among tertiary specialist paediatric centers of 10 countries on the utilisation of predictive prenatal genetic diagnosis in IL-10 signalling defects. We retrospectively report prenatal genetics in a series of 8 families. RESULTS: International variation in legislation, guidelines, expert opinion, as well as cultural and religious background of families and clinicians results in variable utilization of preimplantation and prenatal genetic testing for IL-10 signalling defects. Eleven referrals for prenatal diagnosis for IL-10 signalling defects were identified across four countries. We report on 8 families who underwent prenatal preimplantation monogenic testing after in vitro fertilization (n = 2) and/or by amniocentesis/chorion villus sampling (n = 6). A genetic diagnosis was established in one foetus and excluded in 7 foetuses (all IL10RA variants). CONCLUSIONS: Prenatal genetic testing for IL10R-defects is feasible, yet the legal and ethical considerations are complex and controversial. In some countries, predictive genetics for IL-10-related signalling defects is entering clinical practice.
