Abstract. Numerous electromagnetic changes possibly related with earthquakes have been independently reported and have even been attempted to apply to short-term prediction of earthquakes. However, there are active debates on the above issue because the seismogenic process is rather complicated and the studies have been mainly empirical (i.e. a kind of experience-based approach). Thus, a physics-based study would be helpful for understanding earthquake-related electromagnetic phenomena and strengthening their applications. As a potential physics-based approach, I present an integrated research scheme, taking into account the interaction among observation, methodology, and physical model. For simplicity, this work focuses only on the earthquake-related DC-ULF electromagnetic phenomena. The main approach includes the following key problems: (1) how to perform a reliable and appropriate observation with some clear physical quantities; (2) how to develop a robust methodology to reveal weak earthquake-related electromagnetic signals from noisy background; and (3) how to develop plausible physical models based on theoretical analyses and/or laboratory experiments for the explanation of the earthquake-related electromagnetic signals observed in the field conditions.
Researchers have yet to bring definitional clarity to public diplomacy in the digital context. It is unclear whether digital diplomacy, an all-encompassing concept, always happens in the public domain. For social-networking-service (SNS) assisted public diplomacy engagements, I hereby propose "SNS diplomacy" as a new conceptual container. In SNS diplomacy, public participation is an essential component, which I conceptualize as online diplomatic participation. This article summarizes four modes of participation: expression, interaction, membership, and campaign, a framework built on online political participation research. The concept focuses on the flow of dialogue and action between diplomatic and individual actors, to which social platforms offer indispensable support. Voters may participate in domestic politics offline, but most individual actors can influence diplomatic actors only online. I argue that individuals' online participation is significant in the diplomatic scene and that scholars should look beyond the number of retweets and comments when evaluating such behaviors and resultant impacts.
Connected by platforms and equipped with mobile recording devices, social media users are able to conduct near-constant mutual scrutiny. Such mediated scrutiny sometimes escalates to public denunciations online and even mediated or embodied interventions. A recurring theme of such scrutiny can be observed not only on Chinese social media but also on platforms in Russia and elsewhere, in which hostility is openly expressed towards people with nice cars (i.e. late model, luxury, foreign vehicles). In these cases, nice cars are not merely a fact provided by participants in their denunciations; they also serve as an implication of the privileges the owners might possess. By juxtaposing cases in China against other socio-political contexts, the research intends to achieve a better understanding of how and why nice cars are rendered meaningful by participants via mediated scrutiny on social media in China and beyond. The research collects and analyses relevant social media discourses on platforms including Sina Weibo (China), YouTube (Russia), and Facebook (United Kingdom; Australia; United States). Comparing and contrasting cases in different countries, the research demonstrates various forms of critical and populist sentiments that are shaped by unique socio-cultural and political contexts.
China has long been the world's leading plastic waste importer. However, in January 2018 the Chinese Government enacted a new policy to permanently ban the import of most plastic waste into the country. This raises an important question: what will the impact of this policy be both domestically and globally? It is argued that the answer to this question can in part be systematically revealed by employing three methods of analysis. (1) A combined multiregional input-output model with structural path analysis (SPA) to understand how consumption patterns domestically and globally drive China's plastic waste imports. (2) An ecological network analysis to identify which region is the dominant controller of the global plastic waste trade network. Lastly, (3) a hypothetical extraction method to investigate the value-added change for China and the increased requirement of waste treatment capacity for other economies. The results indicate that the imported plastic waste was mainly driven by China's domestic consumption of products containing recycled plastic. Given this demand, it is recommended that the Chinese Government undertake various actions to increase local plastic waste recycling to compensate for the loss of recycled plastic material since the import ban took place. China is a dominant controller, along with the US, the European Union and Germany of the global plastic waste trade network. At this stage it is not possible for other large economies to replace the role of China in the short term. China's waste import ban caused a minor economic loss for China, however, it has resulted in the need for other economies to increase their waste treatment capacity. As well as increasing local plastic waste recycling, it is recommended the Chinese Government consider reopening imports for high quality recycled material and to seek global collaboration, which would not only ease the shortage of recycled plastic material but also buy time for other economies to build new waste treatment plants.
Abstract. There have been many reports on ULF electromagnetic phenomena associated with the 2000 Izu Islands earthquake swarm. In this study, seismo-magnetic anomalies are presented by examining energy variations of signatures at the periods around 100 s. Geomagnetic data observed at three stations in Izu Peninsula from 1 January 2000 to 30 April 2001 have been analyzed and wavelet transform has been performed. In order to indentify anomalous changes from ionosphere disturbances, Kakioka station has been chosen as a reference station, and the similar data analysis has been performed. The results suggest that the unusual energy enhancement of the Z component, which only appears in Izu Peninsula from late June until early November 2000, might possibly be one of electromagnetic phenomena associated with the 2000 Izu Islands earthquake swarm.
Irrigation occupies a central position in China?s crop production. However, due to low per capita water resources, much worse, unevenly distributed over regions and time and the rapid increase of water diversions to non-irrigation sectors, irrigation water shortages have become a very serious problem. Without the adoption of effective measures this problem may even threaten China?s food security. Currently, irrigation efficiency is very low in general, irrigation water prices cannot fully recover water supply costs, and irrigation facilities are aging due to the lack of funding for O&M (operation & maintenance). Since water prices are regulated by the government, and not determined by the market, water prices did not work effectively in water allocation. The adoption of more economic incentive measures, such as increasing water prices, has become the main strategy of the Chinese government. Since 1 January 2004, China has carried out a new water pricing regulation. The main objectives of this regulation are that water price should be increased to fully recover water supply cost and that water should be treated as a market good. In non-irrigation sectors, the consensus is that water price could be charged to fully recover water supply cost. However, there is still controversy over the charge of irrigation water pricing. Indeed, increasing water price to fully recover supply cost may seriously affect grain production, and farmers? income. Past studies in China on these issues mainly focused on the theoretical aspects of the problem, analyzing whether irrigation water price should be increased or not. Little studies have quantified the potential impact of the reforms in China. The following questions need to be elaborated: Are irrigation water pricing reforms effective?; What are the attitudes of the farmers towards the reforms?; How do farmers respond to water pricing reforms?; What comprehensive methods should be adopted to achieve the goals of the reforms? ; This project is based on the analysis of three case studies (Wudu, Jinghuiqu, and Shijin irrigation districts). Jinghuiqu is located in an arid region, Shijin is located in a semi-arid region and Wudu is located in the more humid Southwest. All the issues mentioned above, have been studied using econometric methods on the basis of the data gathered at the household, field canal, pump, and village level. The study reveals that the farmers? ability to pay for irrigation water is still low and that the current water prices reflect the farmers? willingness to pay, which implies that it is in fact very difficult to increase water prices further, let alone fully recover water supply cost. Farmers do not really participate in the irrigation management process, even at the field canal level, which limits the farmers? willingness to pay. In areas confronted with severe water shortages, such as in the Jinghuiqu and Shijin irrigation districts, it is estimated that the volume of water use significantly affects wheat and maize yields, and the reduction of field water use will lead to the decline of grain production. In such cases, although increasing irrigation water price will encourage farmers to reduce water use, it may also force them to decrease their grain production. These measures affect the farmers? revenues, which are largely dependent on crop production, thus increasing social inequities. Other policies need to protect weaker groups, such as poor farmers and farmers whose income mainly depends on crops. For instance, water property has still not been initialized and both irrigation bureaus and farmers lack incentives to adopt water-saving technologies. Initiating water property, expanding low-cost water-saving technologies, reforming irrigation management and fostering a water market are all important measures to achieve the policy goals of water-saving. At this point, it is necessary to emphasize that surface water price reforms may deeply affect groundwater resources use, especially in the conjunctive irrigation areas. Without the enhancement of groundwater resources management, saving surface water may lead to more overexploitation of groundwater resources, such was the case in the Jinghuiqu and Shijin irrigation districts. ; All in all, irrigation water price reforms represent a revolution when compared with traditional irrigation water resource management in China. Comprehensive and integrated policies should be carried out. China being such a large country, reforms cannot be uniform in all areas. Different areas, with different precipitation levels, should adopt different measures. In most parts of South China, volumetric water pricing is not appropriate, since this method requires large infrastructure investments. Collecting water fees on the basis of the farmers? irrigated area is an alternative policy, although it requires involving farmers in the irrigation management process. Even in the northern regions, the standards of irrigation infrastructure should not be overemphasized and more attention should be paid to the cost-benefits analysis of irrigation investments.
MXenes are a rapidly growing family of 2D materials that exhibit a highly versatile structure and composition, allowing for significant tuning of the materials properties. These properties are, however, ultimately limited by the surface terminations, which are typically a mixture of species, including F and O that are inherent to the MXene processing. Other and robust terminations are lacking. Here, we apply high-resolution scanning transmission electron microscopy (STEM), corresponding image simulations and first-principles calculations to investigate the surface terminations on MXenes synthesized from MAX phases through Lewis acidic melts. The results show that atomic Cl terminates the synthesized MXenes, with mere residual presence of other termination species. Furthermore, in situ STEM-electron energy loss spectroscopy (EELS) heating experiments show that the Cl terminations are stable up to 750 degrees C.
