The planning process has been, arguably, slow to adapt and adopt new technologies: It is perhaps only now that it is starting to move into a more digitally focused era. Yet, it is not the current thinking around the digital that is going to change planning; it is the emerging metaverse. It is a change on the near horizon that is there but is currently largely unseen in the urban planning profession. The metaverse is, at first sight, a mirror to the current world, a digital twin, but it is more than this: It is an inhabited mirror world where the physical dimensions and rules of time and space do not necessarily apply. Operating across scales, from the change of use of a building up to a local plan and onwards to the scale of future cities, these emerging metaverses will exist either directly within computational space or emerge into our physical space via augmented reality. With economic systems operating via blockchain technology and the ability to instigate aspects of planning law, interspaced with design fiction type scenarios, they represent a new tool kit for the urban planner, spatial, economic, and social. We explore these emerging spaces, taking a look at their origins and how the use of game engines have allowed participation and design to become part of the workflow of these 3D spaces. Via a series of examples, we look at the current state of the art, explore the short term future, and speculate on digital planning using these incoming metaverses 10 years from now.

In this editorial linked to the thematic issue on "Gaming, Simulations, and Planning: Physical and Digital Technologies for Public Participation in Urban Planning", we explore how urban planning has been, arguably, slow on the uptake of modern technologies and the move towards the next media revolution: The Metaverse is now on the horizon. By artfully pushing technological, cultural, and social boundaries in creating virtual environments, games and gaming technologies have presented interesting opportunities and challenges for the planning profession, theory, and education over the years. This thematic issue documents a wide range of innovative practices in planning enabled by games and gaming technologies. It attempts to open discussions about the way we conceptualize and treat new media and technologies in planning. By providing a wide range of examples, from non-digital games to gamified systems, interactive simulations and digital games, the issue shows that the lack of adoption of these practices has less to do with their technical possibilities and more to do with the way we understand tools and their added value in the dominant narratives of planning. As we note at the end, planning should be at the forefront of these technologies, not embracing technologies for technologies sake but because it should, as a profession, be leading the way into these new environments.

The paper is based on the experience of creating and piloting a functioning 'Incubator' crowdsourcing platform for designing public spaces in an estate regeneration project in South London. The paper uses a cybernetics framework to analyse and present the way the platform itself was created and how issues of effectiveness, efficiency and equity were dealt with. It explores the generic qualities of interface and reviews applications of variety reduction in established crowdsourcing CS) models. It briefly presents the legal and socio-spatial parameters (like property rights) associated with the creation of the Incubators platform as well as the generic rules applicable to human-spatial relationships, based on studies exploring human-spatial interactions. Practical constraints including costs, catchments, life-span and meaningful feedback are looked into, followed by a discussion on social and political limitations associated with this form of public participation. The paper explains how those constraints where taken into account when establishing the operational parameters of the software platform and the experiences gained from the operation of the platform. Challenges and complications, such as the exclusion of actors, are identified together with the responses encountered in practice. While the Incubators platform succeeded in attracting younger planning participation demographics, older demographics were marginalised by the platform's graphical user interface and social networking features. These findings highlight why, in spite of what it promises, 'crowdsourced urbanism' is prone to similar traits with those of analogue participation. In that sense, creating a CS platform which could convey the grass-roots ideas of actors and users of urban spaces in an efficient way that could be applied to a broad range of planning systems, appears to be a challenge.

The term 'mash-up' refers to websites that weave data from different sources into new Web services. The key to a successful Web service is to gather and use large datasets and harness the scale of the Internet through what is known as network effects. This means that data sources are just as important as the software that 'mashes' them, and one of the most profound pieces of data that a user has at any one time is his or her location. In the past this was a somewhat fuzzy concept, perhaps as vague as a verbal reference to being in a particular shop or café or an actual street address. Recent events, however, have changed this. In the 1990s, President Bill Clinton's policy decision to open up military GPS satellite technology for 'dual-use' (military and civilian) resulted in a whole new generation of location-aware devices. Around the same time, cartography and GIScience were also undergoing dramatic, Internet-induced changes. Traditional, resource intensive processes and established organizations, in both the public and private sectors, were being challenged by new, lightweight methods. The upshot has been that map making, geospatial analysis and related activities are undergoing a process of profound change. New players have entered established markets and disrupted routes to knowledge and, as we have already seen with Web 2.0, newly empowered amateurs are part of these processes. Volunteers are quite literally grabbing a GPS unit and hitting the streets of their local town to help create crowdsourced datasets that are uploaded to both open source and proprietary databases. The upshot is an evolving landscape which Tim O'Reilly, proponent of Web 2.0 and always ready with a handy moniker, has labelled Where 2.0. Others prefer the GeoWeb, Spatial Data Infrastructure, Location Infrastructure, or perhaps just location based services. Whatever one might call it, there are a number of reasons why its development should be of interest to those in higher and further education. Firstly, since a person's location is such a profound unit of information and of such value to, for example, the process of targeting advertising, there has been considerable investment in Web 2.0-style services that make use of it. Understanding these developments may provide useful insights for how other forms of data might be used. Secondly, education, particularly research, is beginning to realize the huge potential of the data mash-up concept. As Government, too, begins to get involved, it is likely that education will be expected to take advantage of, and indeed come to relish, the new opportunities for working with data. This TechWatch report describes the context for the changes that are taking place and explains why the education community needs to understand the issues around how to open up data, how to create mash-ups that do not compromise accuracy and quality and how to deal with issues such as privacy and working with commercial and non-profit third parties. It also shows how data mash-ups in education and research are part of an emerging, richer information environment with greater integration of mobile applications, sensor platforms, e-science, mixed reality, and semantic, machine-computable data and speculates on how this is likely to develop in the future.

In this paper we outline the methodological development of current research into urban community formations based on combinations of qualitative (volunteered) and quantitative (spatial analytical and geo-statistical) data. We outline a research design that addresses problems of data quality relating to credibility in volunteered geographic information (VGI) intended for Web-enabled participatory planning. Here we have drawn on a dual notion of credibility in VGI data, and propose a methodological workflow to address its criteria. We propose a 'super-positional' model of urban community formations, and report on the combination of quantitative and participatory methods employed to underpin its integration. The objective of this methodological phase of study is to enhance confidence in the quality of data for Web-enabled participatory planning. Our participatory method has been supported by rigorous quantification of area characteristics, including participant communities' demographic and socio-economic contexts. This participatory method provided participants with a ready and accessible format for observing and mark-making, which allowed the investigators to iterate rapidly a system design based on participants' responses to the workshop tasks. Participatory workshops have involved secondary school-age children in socio-economically contrasting areas of Liverpool (Merseyside, UK), which offers a test-bed for comparing communities' formations in comparative contexts, while bringing an under-represented section of the population into a planning domain, whose experience may stem from public and non-motorised transport modalities. Data has been gathered through one-day participatory workshops, featuring questionnaire surveys, local site analysis, perception mapping and brief, textual descriptions. This innovative approach will support Web-based participation among stakeholding planners, who may benefit from well-structured, community-volunteered, geo-located definitions of local spaces.

This report examines the policy challenges for the Internet of Things (IoT), and raises a broad range of issues that need to be considered if policy is to be effective and the potential economic value of IoT is harnessed. It builds on the Blackett review, The Internet of Things: making the most of the second digital revolution, adding detailed knowledge based on research from the PETRAS Cybersecurity of the Internet of Things Research Hub and input from Fellows of the Royal Academy of Engineering. The report targets government policymakers, regulators, standards bodies and national funding bodies, and will also be of interest to suppliers and adopters of IoT products and services.
