In developing countries, there are few institutional mechanisms for the incorporation of demand information in the planning of public services. As a result, misjudgements about consumer preferences have often led to poor project design and performance. The contingent valuation method which relies on direct elicitation of consumer preferences and willingness to pay has emerged as one approach to address this shortcoming. The paper describes an application of the method to facilitate demand-driven planning for provision of improved sanitation in Ouagadougou, Burkina Faso. The results suggest that demand information about unfamiliar technologies can be successfully obtained and can serve as a useful input in the design of public services.

Cette étude qualitative fournit des connaissances empiriques et développe une théorie sur le rôle de la gestion stratégique dans le gouvernement local malaisien. Alors que le pays s'attaque au grand défi de la croissance économique dans le cadre d'aspirations nationales durables visant à passer du statut de pays en développement à celui de pays pleinement développé, l'analyse identifie six approches de la gestion stratégique au sein de neuf autorités locales malaisiennes. Plutôt que de présenter une progression linéaire, les six modèles d'élaboration de stratégies en Malaisie mettent en lumière les traditions de gouvernance qui coexistent dans ce contexte. L'étude examine les hypothèses sur la gestion publique qui sous-tendent les différentes approches et les relie à l'héritage du pays en matière d'administration publique classique et de gouvernement centralisé, à l'introduction de la nouvelle gestion publique et à l'émergence ultérieure des caractéristiques du nouveau management public. Elle contribue à la théorie en proposant une analyse du rôle de la stratégie dans chacune des trois traditions de gouvernance et relie les débats sur la gouvernance locale aux études sur la gestion stratégique. Elle contribue également à l'émergence d'une littérature sur l'élaboration de stratégies pour les grands défis et au nombre limité d'études de ce type réalisées dans le contexte du secteur public. L'article se termine en identifiant les implications pour la politique et la pratique et en suggérant des domaines de recherche supplémentaires. Remarques à l'intention des praticiens Cette étude met en évidence la nécessité de collaborer pour résoudre les problèmes stratégiques, gérer les pressions économiques et fournir des services publics. Les six méthodes d'élaboration des stratégies présentées fournissent un ensemble de modèles et de cadres à travers lesquels les praticiens peuvent évaluer leur environnement local. Notre typologie offre une base pour l'apprentissage et la réflexion intersectoriels, y compris des moyens de diagnostiquer les variables contextuelles et de développer des connaissances stratégiques. Le cas de la Malaisie montre comment le contexte de la formation de la stratégie a été affecté par le passage du gouvernement local à la gouvernance, ainsi que par l'interaction des héritages coloniaux.

This qualitative study provides empirical knowledge and develops theory about the role of strategic management in Malaysian local government. As the country addresses the grand challenge of economic growth amid enduring national aspirations of moving from developing to fully developed status, the analysis identifies six approaches to strategic management across nine Malaysian local authorities. Rather than presenting a linear story of progression, the six models of strategizing in Malaysia illuminate the governance traditions that co-exist in this setting. The study examines the assumptions about public management that underpin the different approaches and relates these to the country's inheritance of classical public administration and centralized government, the introduction of New Public Management, and the subsequent emergence of features of New Public Governance. It contributes to theory by providing an analysis of the role of strategy in each of the three governance traditions and connects debates about local governance with scholarship on strategic management. It also contributes to the emerging literature on strategizing for grand challenges and the limited repository of such studies located in a public sector context. The article ends by identifying the implications for policy and practice and suggesting areas for further research. Points for practitioners This study highlights the need for collaboration to address strategic meta problems, manage economic pressures and deliver public services. The six approaches to strategy development presented provide a set of models and frames through which practitioners may assess their local environment. Our typology offers a basis for cross-sectoral learning and reflection, including ways of diagnosing contextual variables and developing strategic knowledge. The Malaysian case shows how the context of strategy formation has been affected by the shift from local government to governance, as well as by interacting colonial legacies.

This article tests the importance of cost, demand, institutional, and geographic factors on the bills that consumers pay for water and sewer service in North Carolina and the pricing signals that utilities send to customers. The authors apply spatial regression models to test whether other factors besides costs drive rate-setting practices. Results indicate that cost factors, operating ratio, temperature, the application of "outside" rates, and utilities' primary importance on affordable rates affect combined water and sewer bills at average levels of residential consumption. The study also finds that bills are significantly and positively correlated to bills paid in nearby utilities. Community income and the percent of customers below the poverty line are weakly associated with combined bills. However, utilities facing higher growth rates and those that value conservation are no more likely to send stronger pricing signals than others.

The current study examined (1) changes in psychosocial adjustment among adolescents completing two surveys before COVID‐19 and those completing the final survey during COVID‐19 and (2) related risk/protective factors. Participants were 208 US adolescents (Mage = 15.09, SD = 0.50, 48.8% female, 86.1% White; 40.9% COVID group) who completed longitudinal surveys assessing psychosocial adjustment and related risk/protective factors (e.g., emotion regulation, well‐being pursuits). Only adolescents completing Wave 3 during COVID‐19 experienced increases in depressive symptoms, negative affect, and isolation and decreases in positive affect and friendship. Several variables served as risk (i.e., dampening) and protective (i.e., eudaimonic and hedonic motives) factors of these changes. Findings highlight the range of factors that are distinctly associated with negative changes in adolescent adjustment during COVID‐19.
