Dominant discourses regarding concerns with anti-social behaviour in England and Victoria, Australia, reveal counterposed perspectives; the former positioning anti-social behaviour as an issue of law and order and an extension of concerns with crime and victimization, and the latter emphasizing concerns with the vulnerability of the perpetrator. These opposing perspectives inevitably give rise to markedly different policies and interventions. In England, an emphasis on the needs of the victim prioritizes the prevention of particular behaviours, whilst interventions in Victoria seek to address the needs of the perpetrator that are seen to contribute to or result from anti-social behaviour. To illustrate this contrast, the paper highlights the particular effects of these contradictory discourses on young people, and in doing so suggests a need to be wary of the impact of resultant approaches on those who may be most susceptible to committing anti-social behaviour, or to having their behaviour labelled as such.

A review of models and approaches to family-based policy and service provision for those at risk of social exclusion suggests three distinct categories. In the first category, approaches seek to strengthen the ability of family members to offer support to a primary service user within that family. In the second category, family members are recognised as having their own specific and independent needs arising out of their relationship with the primary service user. The third category includes 'whole family approaches' focused on shared needs and strengths that could not be dealt with through a focus on family members as individuals.

Young adults constitute a disproportionately high percentage of the caseload of probation services and are at greatest risk of reoffending. Effectively supporting young adults is therefore crucial to the success of probation services. Research from developmental sciences presents early adulthood as a key stage of emotional and psychosocial maturation, distinct from adolescence or later adulthood, and offers insights into how services might appropriately respond. This practice note demonstrates how this research is informing the implementation of a bespoke pathway of intervention and support for young adults in two community rehabilitation companies.

During the first decade of the twenty-first century, UK policy and practice has become increasingly overt in its concern with families. In January 2010, the Department for Children, Schools and Families (DCSF, 2010) launched the Support for All: The Families and Relationships Green Paper. In its Foreword, Ed Balls, the then Secretary of State for Children, Schools and Families, presented 'Strong, stable families' as 'the bedrock of our society', positioning the Green Paper as 'supporting families to help themselves', whilst 'ensuring that all public services play their part in supporting strong and resilient family relationships' (DCSF, 2010: 3). The Centre for Social Justice offered an immediate response with its own Green Paper on the Family, emphasising the role of 'family breakdown' as 'the root' of 'pathways to poverty' for many, as well as a barrier to appropriate childhood development and positive 'future life outcomes' (Centre for Social Justice, 2010: 4).

The importance of early school experiences in the personal and social development of young refugees and asylum‐seekers has been documented by researchers and enshrined in practice guidelines. The capacity of schools to implement these guidelines is, however, limited, in terms of the availability of appropriate knowledge and skills, financial resources and long‐term planning. In this article we draw upon case studies of six school or education‐based services funded by the Children's Fund. We explore the various ways in which these have enhanced the ability of schools to address multiple and interrelated family‐ and community‐level factors impacting on the educational attendance and achievement of this group. In conclusion, we consider the challenges to scale up and sustain these services.

Research demonstrates the important role of refugees and asylum seekers' social networks in providing both the practical and emotional support necessary to mitigate social exclusion and promote integration within receiving societies. Based on research conducted by the National Evaluation of the Children's Fund, we highlight the barriers to network building for refugee and asylum seeking children and families, and the ways in which Children's Fund strategies and practices are tackling these. Using the 'Indicators of Integration Framework' developed by Ager and Strang (2004), we describe the activity of Children's Fund services in relation to the concepts social bonds, social links and social bridges. Such attempts to reduce social exclusion are seen to have limited effectiveness when framed by a government policy context favouring the development of social bridges at the expense of social links and bonds.

Many of the recent reforms in public services in the UK have been driven by the image of the 'responsible citizen' - the service user who does not only have rights to receive services but also has responsibilities for the delivery of policy outcomes. In this way, citizens' everyday conduct is shaped by governmental action, yet there is much evidence that both front-line staff in public services and the people who use them can sometimes act in ways that modify, disrupt or negate intended policy outcomes. Subversive citizens presents a highly original examination of how official policy objectives can be 'subverted' through the actions of staff and users. It discusses the role of public policy in the creation of 'good citizenship', such as making appropriate choices about what to eat and how much to save, to being an active participant in the local community. It also examines how the roles of service delivery staff have changed substantially, and how theories of 'power' and 'agency' are useful in analysing the engagement between public policies (and those employed to deliver them) and the citizens at whom they are targeted. The idea of subversive citizenship is explored through theoretical and empirical analyses by a range of prominent social researchers and will be of interest to students of social policy, sociology, criminology, politics and related disciplines, as well as policy makers involved in public services
