Navigating the transition to ecosystem-based management of the Great Barrier Reef, Australia
We analyze the strategies and actions that enable transitions toward ecosystem-based management using the recent governance changes of the Great Barrier Reef Marine Park as a case study. The interplay among individual actors, organizations, and institutions at multiple levels is central in such transitions. A flexible organization, the Great Barrier Reef Marine Park Authority, was crucial in initiating the transition to ecosystem-based management. This agency was also instrumental in the subsequent transformation of the governance regime and provided leadership throughout the process. Strategies involved internal reorganization and management innovation, leading to an ability to coordinate the scientific community, to increase public awareness of environmental issues and problems, to involve a broader set of stakeholders, and to maneuver the political system for support at critical times. The transformation process was induced by increased pressure on the Great Barrier Reef (from terrestrial runoff, overharvesting, and global warming) that triggered a new sense of urgency to address these challenges. The focus of governance shifted from protection of selected individual reefs to stewardship of the larger-scale seascape. The study emphasizes the significance of stewardship that can change patterns of interactions among key actors and allow for new forms of management and governance to emerge in response to environmental change. This example illustrates that enabling legislations or other social bounds are essential, but not sufficient for shifting governance toward adaptive comanagement of complex marine ecosystems.

Applications and Implementation DECISION SUPPORT SYSTEMS: AN EMPIRICAL ASSESSMENT FOR DECISION MAKING

ABSTRACTA laboratory experiment examined the effects of applying decision support system (DSS) technology to decision making in ill‐structured problem environments under varying information conditions. Marketing executives participated in the experiment which investigated the effects of DSS availability, DSS training, and data availability on dependent variables that included: (1) the number of alternatives considered by a subject during decision making, (2) the period of time spent by a subject to complete the decision‐making process, (3) the subject's perceived confidence in the decisions he or she had made, (4) the amount of data considered by a subject's during decision making, (5) the individual subject's decision processing, and (6) the subject's performance overall. Our results indicate that all three factors significantly affect the number of alternatives considered by subjects during the decision‐making process. We therefore suggest that DSS training be coordinated with decision training in order to realize the potential of DSSs as described in the DSS literature.
Advancing coral reef governance into the Anthropocene
The unprecedented global heatwave of 2014–2017 was a defining event for many ecosystems. Widespread degradation caused by coral bleaching, for example, highlighted the vulnerability of hundreds of millions of people dependent on reefs for their livelihoods, well-being, and food security. Scientists and policy makers are now reassessing long-held assumptions about coping with anthropogenic climate change, particularly the assumption that strong local institutions can maintain ecological and social resilience through ecosystem-based management, adaptation, and restoration. Governance is struggling to address the new normal as ecosystem assemblages transform to novel configurations. A central challenge for policy makers in the Anthropocene is navigating environmental crises and coping with societal insecurity and change. Ecosystem governance needs a new paradigm to embrace rapid change and shape future trajectories. In this Perspective, we focus on coral reefs as vanguards for governance transformation. We explain the spatial, temporal, and political dynamics of reefs as they respond to climate change and outline a new governance paradigm applicable to all ecosystems.

Polycentric governance involves multiple actors at multiple scales beyond the state. The potential of polycentric governance for promoting both climate mitigation and adaptation is well established. Yet, dominant conceptualizations of polycentric governance pay scant attention to how power dynamics affect the structure and the outcomes of climate action. We review emerging evidence on power within polycentric and distributed governance across the climate, forestry, marine, coastal, urban, and water sectors, and relate them to established positions on power within research on federalism, decentralization, international relations, and networked governance. We develop a typology of design, pragmatic, and framing power that focuses on how and in whose interests power is mobilized to achieve outcomes. We propose that the conceptual model helps to explain power dynamics across different sectors and across both climate change mitigation and adaptation. Navigating transformations in governance of Chilean marine coastal resources
Marine ecosystems are in decline. New transformational changes in governance are urgently required to cope with overfishing, pollution, global changes, and other drivers of degradation. Here we explore social, political, and ecological aspects of a transformation in governance of Chile's coastal marine resources, from 1980 to today. Critical elements in the initial preparatory phase of the transformation were (i) recognition of the depletion of resource stocks, (ii) scientific knowledge on the ecology and resilience of targeted species and their role in ecosystem dynamics, and (iii) demonstration-scale experimental trials, building on smaller-scale scientific experiments, which identified new management pathways. The trials improved cooperation among scientists and fishers, integrating knowledge and establishing trust. Political turbulence and resource stock collapse provided a window of opportunity that triggered the transformation, supported by new enabling legislation. Essential elements to navigate this transformation were the ability to network knowledge from the local level to influence the decision-making processes at the national level, and a preexisting social network of fishers that provided political leverage through a national confederation of artisanal fishing collectives. The resultant governance scheme includes a revolutionary national system of marine tenure that allocates user rights and responsibilities to fisher collectives. Although fine tuning is necessary to build resilience of this new regime, this transformation has improved the sustainability of the interconnected social–ecological system. Our analysis of how this transformation unfolded provides insights into how the Chilean system could be further developed and identifies generalized pathways for improved governance of marine resources around the world.

Building adaptive capacity to climate change in tropical coastal communities
To minimize the impacts of climate change on human wellbeing, governments, development agencies, and civil society organizations have made substantial investments in improving people's capacity to adapt to change. Yet to date, these investments have tended to focus on a very narrow understanding of adaptive capacity. Here, we propose an approach to build adaptive capacity across five domains: the assets that people can draw upon in times of need; the flexibility to change strategies; the ability to organize and act collectively; learning to recognize and respond to change; and the agency to determine whether to change or not.

AbstractSystems linking people and nature, known as social-ecological systems, are increasingly understood as complex adaptive systems. Essential features of these complex adaptive systems – such as nonlinear feedbacks, strategic interactions, individual and spatial heterogeneity, and varying time scales – pose substantial challenges for modeling. However, ignoring these characteristics can distort our picture of how these systems work, causing policies to be less effective or even counterproductive. In this paper we present recent developments in modeling social-ecological systems, illustrate some of these challenges with examples related to coral reefs and grasslands, and identify the implications for economic and policy analysis.

Blue Economy or Blue Growth initiatives see the ocean as the new economic frontier and imply an alignment with social objectives and SSF concerns. Deeper analysis reveals fundamental differences in ideologies, priorities and approaches. We argue that SSF are being subtly and overtly squeezed for geographic, political and economic space by larger scale economic and environmental conservation interests, jeopardizing the substantial benefits SSF provide through the livelihoods of millions of women and men, for the food security of around four billion consumers globally, and in the developing world, as a key source of micro-nutrients and protein for over a billion low-income consumers. Here, we bring insights from social science and SSF to explore how ocean governance might better account for social dimensions of fisheries.
