According to the author, the USA is at a turning point in its relations with sub-Saharan Africa. European disengagement from the continent offers the USA a unique opportunity to develop its own independent, Africa-centred policies. He scrutinizes liberalisation of the economies of the African countries, problems of exploding population growth and foreign debt in sub-Saharan Africa, U.S. support for the UNITA rebels in Angola and what the USA can do in Africa. The author believes that the challenge, need and opportunity for a fundamental revision of U.S. policy in black-ruled southern Africa has not been greater since the end of World War II. Perestroika and the political turmoil in the USSR, and the collapse of communist regimes everywhere in East Europe have undermined the rationale for casting foreign policy in a cold war context. The article examines U.S. policy in southern Africa under the Reagan and Bush administrations and the quest for peace in Angola and U.S. help for the UNITA movement. (DÜI-Sen)
