Mutual-help arrangements are quite essential for rural households in developing economies but empirical evidences show different success stories. This paper discusses the existence of variability among Afar pastoralists in regards to participation in mutual-help arrangements and identifies factors contributing to those variations. The analysis is based on the data collected through a household survey constituting interviews of 180 randomly selected pastoral households and several focused group discussions. The results show that those households with better social ties are in a better position to participate in mutual-help arrangements. Moreover, mutual-help arrangements are influenced by livelihood conditions at household and community levels.

Particularly pervasive violent conflicts in the Horn of Africa have detrimental effects on people's livelihoods there. While the intensity, causes, and repercussions of violent conflicts vary spatially and temporally, pastoral areas are currently the hotspots. This paper examines the causes and consequences of violent conflicts in Ethiopia between Afar pastoralists and two of their neighbors, the Issa and the Karrayyu. The findings are based on primary data (individual interviews, group discussions, and field observations) and secondary data (documents and publications) collected in 2005 and 2006. The results indicate that contemporary challenges such as recurrent droughts, resource appropriation, livestock raiding, proliferation of small arms, and illicit trade contribute to the perpetuation of violent conflicts. While traditional institutions manage inter-clan conflicts, their effectiveness is quite limited with regard to inter-ethnic conflicts, where the contemporary challenges in pastoral areas are too diverse and complex to be managed solely by traditional institutions. The perpetuation of violent conflicts has affected the livelihoods of pastoralists, thereby causing humanitarian crisis and limiting access to resources and opportunities. In this chapter we discuss two cases of pastoralist involvement in agriculture and investigate the challenges and opportunities of this transition. We focus on the drivers of crop production from a dual perspective: first, as an outcome of state coercion and, second, as a voluntary response to natural calamities. Specifically, the chapter addresses the following questions: (1) Why was the Ethiopian government interested in transforming traditional communal rights at the beginning? How smooth or how rough was the process of change? (3) What are the outcomes in terms of property rights arrangements and pastoral livelihoods? (4) What factors explain pastoralists' responses to drought-induced changes? The first case portrays the conflictive transformation of the traditional land use arrangements of Afar pastoralists, which resulted from coercive state intervention aimed at expanding commercial farming, while the second case shows a nonconflictive change induced by recurrent droughts in the presence of support from the state. ; PR ; IFPRI2; CAPRi ; EPTD

The major economic activity for pastoralists is animal husbandry. The harsh environment in which herders raise their livestock requires constant mobility to regulate resource utilisation via a common property regime. In contrast to the mobile way of life characterizing pastoralism, agriculture as a sedentary activity is only marginally present in the lowlands of the Afar regional state in Ethiopia. Nevertheless, this study reveals a situation where the traditional land-use arrangements in Afar are being transformed due to the introduction of farming. In the past, the Imperial and the Socialist governments introduced large-scale agriculture in a coercive manner, thereby instigating massive resistance from the pastoralists. Currently, the recurrence of drought in the study areas has facilitated the subdivision of the communal land on a voluntary basis for the purpose of farming. "This study aims at explaining property right changes in selected areas of Afar region in Ethiopia. Based on primary and secondary data, explanations are given on the existing types of land use arrangements and how the traditional communal rights of pastoralists have been changing. Both communal rights and individualized rights exist the latter being introduced with the establishment of commercial farms. The state is identified as one driving force behind property right changes especially in one study site (Ambash), which is suitable for irrigated agriculture whereas its direct intervention is minimal in other sites. The coercive interventions started in 1960s have had detrimental impacts on the livelihoods of pastoral households. In addition to the state as a change agent, natural as well as socioeconomic challenges are important in explaining the current changes in land use arrangements." (author's abstract)
