"This book addresses the important question of how the United Nations (UN) should monitor and evaluate the impact of police in its peace operations. UN peace operations are a vital component of international conflict management. Since the end of the Cold War one of the foremost developments has been the rise of UN policing (UNPOL). Instances of UNPOL action have increased dramatically in number and have evolved from passive observation to participation in frontline law enforcement activities. Attempts to ascertain the impact of UNPOL activities have proven inadequate. This book seeks to redress this lacuna by investigating the ways in which the effects of peace operations - and UNPOL in particular - are monitored and evaluated. Furthermore, it aims to develop a framework, tested through field research in Liberia, for Monitoring and Evaluation (M & E) that enables more effective impact assessment. By enhancing the relationship between field-level M & E and organisational learning this research aims to make an important contribution to the pursuit of more professional and effective UN peace operations. The past two decades have witnessed myriad 'turns' in peacebuilding scholarship. This article explores these 'turns' and questions their influence on peacebuilding practice – whether intended or not. It examines the features of academia under late capitalism that contribute to this, asks if these shifts are comprehensible to the agents of peacebuilding and whether implementers are willing and/or able to listen anyway. It posits that scholars and practitioners find themselves in a 'dialogue of the deaf' arguing that unless this is transformed then conflict-affected societies will see little benefit from the clever pirouettes occurring in the comfort of the ivory tower.

This article analyses the Responsibility to Protect (R2P) in conjunction with the Protection of Civilians (POC) in peace operations. It examines where and how the two concepts have challenged, altered, led to reinterpretations and had feedback effects on each other. Drawing on methods from discourse analysis, the article examines their: gradual institutionalization at the United Nations (UN); deployment in the practices of the Security Council; and, influence over the actions of operations in the field. The analysis shows that the R2P has co-evolved with POC and particularly the implementation of POC through UN peace operations. The article illustrates that the emergence of the R2P and the trends in POC in peace operations have cross-fertilised in discourse and practice at the UN regarding the prevention and response to egregious of human rights abuses. It argues that this has influenced their respective trajectories with ramifications for understanding the normative trajectory and status of the R2P as it enters its third decade in popular lexicon. In particular, it posits that understanding the current and future status of the R2P will be enhanced by insights into how the R2P has shaped, but also been shaped by, other contiguous normative agendas, thematic areas and practices.

Growing international solidarity for protection principles has formed the backdrop for an evolving notion of human protection at the un in the post-Cold War era. The emergence of the 'Human Rights up Front' initiative, protection of children and Women, Peace and Security policy agendas, and normative frameworks such as the protection of civilians and the Responsibility to Protect are indicative of a tangible human protection agenda at the un. However, the extent to which human protection norms have diffused in different regions vary in important ways. Africa – one region or many – has been a norm maker, shaper and taker, as well as a major recipient of action in accordance with this nascent normative regime. This article provides an overview of regionalism in Africa and examines how perspectives and institutional expressions at the regional level(s) have been influenced by – and in turn influenced – the uptake and development of norms around human protection.
