Auf kürzere Sicht werden die Freihandelszonen, die zwischen der EU und einigen Ländern des südlichen und östlichen Mittelmeers errichtet werden, in diesen Ländern nicht nur günstigere Preise für den Konsumenten, sondern auch Produktionsausfälle und folglich den Abbau von Arbeitsplätzen zur Folge haben. Mit Hilfe von CGE (computable general equilibrium)-Modellen werden im vorliegenden Artikel die voraussichtlichen Auswirkungen der Handelsliberalisierung auf Tunesien und Marokko errechnet, die nach der Erklärung von Barcelona von 1995 als erste Freihandelsabkommen mit der EU abschlossen. The author contextualises the Euro-Mediterranean Partnership Initiative, formulated in 1995 at the Barcelona Conference, in the perspective of development theory. Her paper focuses on the relationship between the Initiative and the "Washington Consensus", i.e. the macro-economic models associated with the US government, the International Monetary Fund, and the World Bank.
