Abstract Reducing substance use among individuals subject to community supervision is an important goal for many judges and community corrections officers. Some jurisdictions have had success by ordering justice-involved individuals to frequent substance use testing with swift, certain, and fair (SCF) sanctions for non-compliance. South Dakota's 24/7 Sobriety program is one example of a SCF program that has also been adopted statewide in Montana, North Dakota, and other jurisdictions. As other entities outside the Great Plains attempt to adopt the 24/7 approach, there is a need to examine how the program is implemented. This paper examines a 24/7-inspired pilot program that was implemented in a southwestern county in the US in 2018. Data on participation rates and testing results for the 6-month pilot program were examined. Using a semi-structured interview protocol with questions that were adapted from the Consolidated Framework for Implementation Research (CFIR) interview guide, we interviewed nine individuals from six stakeholder groups: 1) Court, 2) District Attorney, 3) Public Defender, 4) Probation, 5) Sheriff, and 6) the non-profit organization that administered the testing. There were important differences in how the program was implemented in the county versus South Dakota's 24/7 program—namely, there was a different target population, participation was voluntary, and testing was conducted in a different setting which increased costs. While county stakeholders decided to discontinue the program after the pilot period, it was able to implement a SCF program and overcome many of the challenges it confronted. There is some interest in exploring implementation of the SCF with those arrested for driving under the influence of alcohol in the county. For jurisdictions considering the implementation of an SCF program, it makes sense to start with a pilot program with pre-determined objectives and timeline for consistency. It is also crucial to hold regular meetings with all relevant stakeholders before and during the pilot to address context-specific challenges. Conducting an implementation analysis of this process based on the CFIR guide can be useful for understanding why the pilot was a success or failure, and how it may be improved.
Expectations and norms of fatherhood are evolving, with fathers now expected to be more involved in childcare. These changes have made it possible for a growing number of fathers to assume a primary caregiving role. Catering to these fathers, a growing number of books have been published focusing on primary caregiving fathers. The present article reports on a discourse analysis of nine such books. Four interpretative repertoires were identified, suggesting very specific ways in which it is deemed appropriate for men to take on primary caregiving. The findings emphasize the need to pay ongoing attention to popular parenting texts since, despite claims they encourage and support involved models of fathering, the books present and reproduce potentially limited accounts of fathers who are primary caregivers. As such, the findings highlight the importance of being critical of claims that fatherhood is evolving, given such evolution may be mitigated by ongoing normativity with regard to fathering.

This article contributes to the sociology of relationships by exploring the moral imperatives that shaped perceptions and negotiations of family life during lockdowns in Australia during the COVID-19 pandemic. We identified dominant discourses from an online qualitative story completion task and situate these in relation to emerging literature on the impact of pandemic-related restrictions on domestic relationships, gender relations, and labour division. We argue that discourses of family connection, clean and tidy homes, and the commodity of time operated as moral imperatives. These imperatives simultaneously offered opportunities for enrichment and agency, as well as operating as unobtainable benchmarks that constrained people's sense of wellbeing. In this analysis we explore how COVID-19 lockdown stories offer new ways of understanding the interplay between displaying and doing 'family life' where gender and labour relations are performed, reinforced and challenged.
Based on expectancy theory, adolescents at risk for mental health symptoms, such as those involved in the juvenile court system, may use marijuana due to the belief that use will attenuate anxiety and depressive symptoms. In a diverse sample of youth involved in the Santa Barbara Teen Court system ( N = 193), we examined the association between mental health symptoms and marijuana expectancies on marijuana use and consequences. In general, stronger positive expectancies and weaker negative expectancies were both associated with increased marijuana use. Youth who reported more symptoms of both anxiety and depression, and stronger positive expectancies for marijuana also reported more consequences. We found that youth experiencing the greatest level of consequences from marijuana were those who reported more depressive symptoms and stronger positive expectancies for marijuana. Findings suggest that these symptoms, combined with strong positive expectancies about marijuana's effects, have implications for consequences among at-risk youth.
In 2015, the Office of Diversion and Reentry Division (ODR), an internal department of the Los Angeles County Department of Health Services, was created to redirect individuals with serious mental illness from the criminal justice system. Part of ODR's mission is to identify individuals currently incarcerated in a Los Angeles County jail who are experiencing a serious mental health disorder and, to the extent practical, provide them with appropriate community-based care with the goals of reducing recidivism and improving health outcomes. Such redirection from the traditional criminal justice process is often characterized as diversion. To better build and scale efforts to support this work, in 2018, the Los Angeles County's Board of Supervisors asked for a study of the existing county jail mental health population to identify those who would likely be eligible for diversion based on legal and clinical factors. Researchers found that an estimated 61 percent of the jail mental health population were likely appropriate candidates for diversion; 7 percent were potentially appropriate; and 32 percent were likely not appropriate candidates for diversion. These findings will help the county determine how it would need to scale community-based treatment programs to accommodate these individuals. The authors also provide recommendations for future programming and research. This study will be of interest to state and county governments as well as other organizations serving criminal justice–involved populations with serious mental illness.
