El ensayo contiene un análisis de ocho problemas de gobernabilidad que afectan a la democracia ecuatoriana: fragmentación de los partidos, conflictivas relaciones políticas, ausencia del imperio de la ley, extendidas prácticas populistas, exclusión de importantes sectores sociales, uso patrimonialista de poder, permanencia de ideas atrasadas e influencia de intereses regionalistas. Por estos motivos, en el presente período democrático iniciado en 1979, las instituciones constitucionales no han funcionado eficientemente y la gestión de los gobiernos no ha arrojado resultados económicos y sociales que permitan elevar las condiciones de vida de la población, en los términos que lo hicieron otros países latinoamericanos. ; This essay analyzes the eight main problems that affect the governance of Ecuador: party fragmentation, tense political relations, the absence of the rule of Law, widespread populist practices, the exclusion of vast segments of society, a patrimonial use of power, the persistence of backward ideas and a strong influence of regional interests. These are the reasons for a lack of efficiency in the functioning of the constitutional institutions, and, within the dernocratic period initiated in 1979, for the successive governments' inability to obtain economic and social results that would improve the living conditions of the population to the same extent as in other Latin American countries.

"Das Ende der Militärregime hat den Weg für einen Demokratisierungsprozeß geebnet, der bis heute nahezu alle Länder Lateinamerikas erfaßt und deren konstitutionelle, wirtschaftliche und soziale Bedingungen grundlegend verändert hat. So sind die Leitlinien der Entwicklung der Region neu definiert und auch das Verhältnis zu den USA, dem wichtigsten Handelspartner fast aller lateinamerikanischen Länder, deutlich verbessert worden. Nach dem 'verlorenen' Jahrzehnt der Achtziger fällt die Bilanz indes gemischt aus: Zwar ist der Inflationsindex in vielen Ländern der Region gesunken, während das BIP laut CEPAL steigt, jedoch macht die stagnierende Arbeitslosigkeit nach wie vor rigide Strukturanpassungsprogramme erforderlich. Insgesamt zeigen sich die wirtschaftlichen und sozialen Probleme der einzelnen Länder als der eigentliche Hemmschuh einer umfassenden Demokratisierung Lateinamerikas: Wirtschaftswachstum und Integration durch Marktöffnung sind die Voraussetzungen für die Entwicklung einer Region, die durch überreiche Naturreserven und ein weitgehend friedliches Miteinander der Länder gute Voraussetzungen für eine auch politisch stabile Zukunft hat."
