Argues that diplomat Kennan's Cold War containment strategy ought to be employed in the war on terrorism. Its allure lies in its full-spectrum program to address the underlying causes of terrorism, seen as the quintessential weapon of the weak against the strong. It is contended that this millenarian backlash rising out of Arab countries need not be permanent, just as Kennan asserted that Soviet ideology could be overcome. The US & other Western nations must engage Muslims to discern similarities. While fighting al Qaeda is paramount in the short term, the campaign must embody a far more expansive strategy of engagement in economic, educational, & political spheres. Extant initiatives are cited & suggestions for further efforts made. The US conflict with radical Islam is not viewed as a clash of civilizations to be fought to the finish; a long-term perspective is required of the US if it is to prevail. J. Zendejas
