AbstractThis article explores how two rural arts festivals, one in the town of Boyle (Boyle Arts Festival), in Western Ireland and the other in the municipality of Mäntyharju, (Salmela Festival) Eastern Finland, contribute to the development of their respective localities and communities via two different models of festival implementation. Both festivals have a major focus on visual art along with other events such as music and enjoy strong reputations for promoting quality artistic experiences. Drawing on the concepts of cultural capital, resilience and resourcefulness, the article investigates how the arts can work in providing wide‐ranging possibilities for engaging with local development activities and shaping local development agendas in diverse and changing rural contexts. The research is based on semi‐structured interviews with 15 festival contributors and individuals in institutional support roles. It finds that an emphasis on community‐focused, quality of life priorities that is a feature of the Boyle festival increasingly presents challenges to sourcing funding, and that an entrepreneurial approach applied in the case of the Salmela festival, while economically successful, does not provide the same scope for community participation. Both approaches have implications for the ways the festivals impact on local development processes.
Este estudio ha sido realizado en el marco de una estancia de investigación llevada a cabo y financiada por el Ruralia Institute de la Universidad de Helsinki (Finlandia) y del Proyecto de Investigación "Éxitos y fracasos en la práctica del desarrollo rural neo-endógeno en la Unión Europea (1991-2013), RURALWIN" financiado por el Ministerio de Economía, Industria y Competitividad español dentro de su Programa de Excelencia, CSO2017- 89657-P. También agradecer el apoyo brindado por los Grupos de Acción Local (especialmente gerentes y técnicos) de Finlandia y España que han participado en las entrevistas realizadas. ; En este trabajo se estudia dentro del enfoque LEADER, de la puesta en práctica del desarrollo rural neo-endógeno en la Unión Europea (UE), uno de sus pilares básicos, las actuaciones en materia de cooperación transnacional (PCTN), concretamente para Finlandia y España, y para el periodo de programación 2007-2013, ¿qué problemas de implementación han encontrado estos proyectos?, ¿qué efectos se han derivado de su aplicación? Para obtener información cuantitativa se han analizado los informes procedentes de la Red Europea de Desarrollo Rural; y para extraer información de detalle, se han consultado los informes de la Red Rural Nacional de España, de Nordic- Baltic LEADER Cooperation Award, además de para algunos proyectos, los informes de estos PCTN de cada Grupo de Acción Local; y en los casos que se ha podido contactar con los responsables de estos PCTN, los datos extraídos de una entrevista realizada a 19 de ellos. Los datos muestran que los PCTN no han estado a la altura de las expectativas, principalmente debido a los problemas burocráticos, económicos, e incluso, a la escasa voluntad de los responsables iniciales y últimos para implementarlos. Por lo tanto, el potencial de cooperación transnacional sigue siendo subutilizado en materia de intercambio de conocimientos y el desarrollo de habilidades, para proporcionar nuevas ideas e inspiración que fortalezcan las estrategias de desarrollo rural, e incluso, para fomentar la solidaridad entre las diferentes zonas rurales. ; This research focuses on the LEADER approach, the practice of neo-endogenous rural development inside the European Union (EU), and inside of this, one of its basic specificities, transnational cooperation projects (TNCP), specifically for Finland and Spain, and for the 2007-2013 programming period, what implementation problems have these projects faced?
