The order and peculiarities of customs control, customs clearance and expertise of gas-powered strimmers during the displacement across the State Border of Ukraine in the regime «import» were analyzed. Research publications on improvements of strimmers design were reviewed. Gas-powered strimmers are imported into Ukraine mainly from such countries as China (Champion), Sweden (Husqvarna), Germany (Stihl), Italy (Oleo-Mac, Efco), Japan (Hitachi) and South Korea (Hyundai). Customs tariff number of gas-powered strimmers was determined. Classification of gas-powered strimmers according to Ukrainian Classification of Commodities for Foreign Economic Activity was performed. Gas-powered strimmers belong to goods subcategory 8433119000 «Non electrically powered, non-self-propelled strimmers and cutting machines for grass, parks, sports-grounds with horizontally rotated cutting device». The peculiarities of customs duties and value-added tax computation were researched. Gas-powered strimmer is the subject to radiological control that is performed once at crossing point on the State Border of Ukraine. The order of presentation of the documents required for customs clearance of strimmers are defined. The customs applicant has to present transport documents, commercial documents and certificate of origin. The simplification of customs procedures for regular importing companies in their compliance with customs legislation of Ukraine are offered. The purpose, peculiarities, order and methods of customs expertise of gas-powered strimmers were defined. During the expertise, safety, noise, cutting attachment guard strength, engine performance and fuel consumption of gas-powered strimmers are estimated. Single-piece metal blades are tested. Methods of measuring the technical data of internal-combustion engines are used. Safety enhancement of gas-powered strimmer operating are proposed. It is achieved due to the improvement of design of fastex closure located at suspension system.

The scientific topicality. Bibliography as a specific branch of human activity is directly included in the information and communication processes of society, which requires a theoretical understanding of its role and place in the information environment. In this sense, important thing is scientific and practical substantiation of topical issues of bibliography and bibliographic processes on the pages of professional periodicals, which are powerful means of generating and disseminating new knowledge in social and professional communication. An important place in the collection is given to bibliographic issues, among which there are publications of theoretical and practical content, and with the help of their analysis the dynamics of modern bibliographic science in Ukraine can be traced.
The purpose is to perform content analysis of publications on bibliographic topics published on the pages of the leading professional publication "Visnyk of Kharkiv State Academy of Culture" to study leading directions in the development of bibliographic studies.
The methodology of the research consists in the use of methods of content analysis, generalization and bibliographic method.
The results. Content analysis, conducted on publications published in the journal, showed, that 5% of articles are devoted to the theory of bibliography, and bibliography and practical bibliographic activities, and 95% are devoted to library science.
The scientific novelty of the article consists in summarizing the thematic characteristics and main directions of research on bibliographic topics on the pages of professional collection over the past 14 years.
The practical significance. The research results contain a table with thematic headings that can be used in further research on the chosen topic.
The conclusions. Bibliographic publications on the pages of "Visnyk of Kharkiv State Academy of Culture" publication are of a theoretical nature, which indicates a certain gap between the theory and practice of bibliographic activity. The presented brief review of scientific articles allows us to trace the main trends in the development of bibliography and bibliography.
The article deals with discussing scientific, practical and methodological approaches to determining the assessment of countries' energy security and reliability, regardless of whether they have their own energy resources or importing it. To ensure their own economic and energy security, each state must constantly implement legal, economic and administrative measures aimed at protecting its national interests, while relying on a long-term strategy.It's worth noting the fact that the definition of the category "energy security" should contain technological and economic components, combined in some way. That is, in the modern sense, the energy security guarantee is the achievement of a technically reliable, stable, costeffective and environmentally balanced provision of energy resources to the needs of the economy and the population, as well as the creation of conditions for the formation and implementation of a policy to protect national interests in the energy sector.The article discusses indicators that contribute to the growth of economic stability of energy enterprises and, consequently, countries' energy security. With the help of these indicators, the capabilities of the selected outsourcers are compared, and also analyzes the feasibility of a contract form or the feasibility of creating a separate enterprise, on the basis of which the existing divisions for the production of energy products of diversified production, will ensure the country's energy security. The article emphasizes 3 countries with the highest level of energy security – the UK, Russia and Belgium. Russia due to natural resources, Great Britain and Belgium due to internal economic potential. The European Union is forced to import almost all energy resources and ensuring energy security has become a critical issue on the European Union agenda. The EU has the largest energy supplies among the regions of the world, approximately 15% of the entire world market. At the same time, the gap between production and consumption of solid fuel is very large, more than in the United States. The main supplier of Europe is Russia, which to some extent puts European countries in a dependent position. Therefore, an important area of European policy is the energy supplies diversification and ensuring the country's energy security. From the point of view of determining the future role of energy carriers in the European countries energy supply, it is important to evaluate the main factors that determined considered in the article trends in world energy consumption. It is worth noting that almost every energy carrier has a technological niche, where its use is predominant or even exclusive. Therefore, it is very important for the countries of the European Union to achieve the highest level of energy security and independence. ; В статье рассмотрены научно-практические и методические подходы к определению оценки энергетической безопасности и надёжности стран, не зависимо, имеют они собственные энергоресурсы, или их импортируют. Для обеспечения собственной экономической и энергетической безопасности каждое государство должно постоянно осуществлять правовые, экономические и административные меры, направленные на защиту своих национальных интересов, опираясь при этом на долгосрочную стратегическую цель.Особо следует отметить тот факт, что определение категории «энергетическая безопасность», должно включать технологические и экономические компоненты. То есть, в современном понимании гарантирование энергетической безопасности – это достижение состояния технически надёжного, стабильного, экономически эффективного и экологически сбалансированного обеспечения энергетическими ресурсами потребностей экономики и населения, а также создание условий для формирования и реализации политики защиты национальных интересов в сфере энергетики.В статье рассмотрены показатели, способствующие росту экономической стабильности энергетических предприятий и как следствие – энергетической безопасности стран. Основным поставщиком Европы является Россия, что в некоторой степени ставит европейские страны в зависимое положение. Поэтому важным направлением европейской политики является диверсификация поставок энергоносителей и обеспечение энергетической безопасности страны. С точки зрения определения будущей роли энергоносителей в энергообеспечении стран Европы важно оценить главные факторы, которые обусловили рассмотренные в статье тенденции мирового энергопотребления. Стоит отметить, что практически каждый из энергоносителей имеет технологическую нишу, где его использование является преобладающим или даже исключительным. Варто відзначити, що практично кожен з енергоносіїв має технологічну нішу, де його використання є переважаючим або навіть винятковим. Тому дуже важливо для країн Європейського Союзу домогтися найвищого рівня показника енергетичної безпеки і незалежності країни.
The article provides a detailed structural, content, pragmatic, and stylistic examination of question-answer thematic entities (units) in Nobel lectures. A method of linguistic description and observation and a contextual-interpretation method are used in the research.The author has defined the compositional role of these units on the paragraph level demonstrating that they function as an attention-getter at the beginning, as a "springboard" for further discussion in the middle, and as a clincher in the final position. Four ways of their internal organization have been identified taking into consideration the correlation and order of questions and answers blocks; different types of questions are used. The study has distinguished seven rhetorical modes of content delivery, namely cause-effect, problem-solution, contrast-comparison, classification (division), process analysis, description, and exemplification. Typical syntactic stylistic devices have been also analysed and literature laureates masterfully combine various kinds of them to make their speeches colourful and persuasive. The approach to the linguistic material based on studying speakers' ethical strategies reveals that question-answer thematic entities are a widely-used method to build pathos (a rhetoric category) in the lecture. The potential of the discussed units to intensify lecture coherence and imply a dialogue with the audience is stressed. This article further develops the author's previous research in this field that was devoted to specifying the ways the image of a writer is rendered in Nobel lectures; moreover, close connection between the content of the lecture and the laureate's social, moral, professional, political, religious, and aesthetic values was proven.

The subject of the article is the institutionalization of European social policy from the perspective of neo-functionalism – a theory which from the 1950s aspires to a comprehensive explanation of the process of European integration. The institutionalization process of the European Union's sectoral policy is a process of acquiring the power by EU to shape a given policy. Its purpose is to create a set of legal norms and institutions that transfer partial or full competence to undertake regulatory actions to the EU bodies from the EU level (definition of policy objectives, establishment of instruments, means and methods of its implementation, implementation of specific tasks, policy evaluation, etc.).The article discusses the legal foundations of European social policy written in the treaty establishing the European Economic Community (1957). The increase in EC / EU regulatory competence in the area of social affairs that has been taking place since that time is interpreted by using a functional, political and cultivated spillover mechanism and the thesis on the European socialization of the elites, which are the axis of the neo-functional integration theory. Institutional and legal analysis is used to verify the adopted research assumptions. ; Целью статьи является анализ формирования европейской социальной политики на основе неофункциональной парадигмы европейской интеграции. Основная гипотеза статьи заключается в том, что развитие социальной интеграции в Европейском союзе (ЕС) обусловлено, прежде всего, необходимостью построения единого рынка, поэтому в этом процессе видно явное преимущество регулирующих инструментов (гармонизация европейского трудового законодательства) над перераспределительным (предельное развитие общеевропейских социальных благ). Создание перераспределительных инструментов на наднациональном уровне в соответствии с неофункциональной теорией ограничено логикой spillover механизма. Основной метод исследования, используемый для проверки принятых допущений исследования, - это институциональный и правовой анализ.Первая часть статьи будет интерпретировать европейскую интеграцию с точки зрения неофункционализма. Далее будут обсуждаться правовые основы европейской социальной политики, изложенные в Договоре о создании Европейского экономического сообщества. Повышение регулятивной компетенции ЕЭС/ЕС в этой области будет интерпретироваться с использованием функционального, политического и культурного spillover механизма, и тезиса о европейской социализации элит, которые являются осью неофункциональной теории интеграции. ; Метою статті є аналіз формування європейської соціальної політики на основі неофункціональної парадигми європейської інтеграції. Основна гіпотеза статті полягає в тому, що розвиток соціальної інтеграції в ЄС обумовлено, перш за все, необхідністю побудови єдиного ринку, тому в цьому процесі явно переважають регулюючі інструменти (гармонізація європейського трудового законодавства) над перерозподільними (граничний розвиток загальноєвропейських соціальних благ). Створення перерозподільних інструментів на наднаціональному рівні відповідно до неофункціональної теорії обмежена логікою механізму spillover. Інституційно-правовий аналіз був використаний для перевірки прийнятих припущень щодо досліджень.В статті інтерпретувано європейську інтеграцію з точки зору неофункционалізму. Правові основи європейської соціальної політики, викладені в Договорі про створення Європейського економічного співтовариства. Підвищення регулятивної компетенції ЄЕС/ЄС в цій галузі була інтерпретована через використання функціонального, політичного і культурного механізму spillover, і тези про європейську соціалізації еліт, які є віссю неофункціональної теорії інтеграції.
Проаналізовано сутність правової культури як об'єкту наукового аналізу. Розкрито поняття правової культури майбутніх юристів на основі аналізу та узагальнення положень культурології, філософії, соціології, педагогіки, психології, політології та права. Визначено, що правова культура майбутніх юристів характеризується наявністю глибоких правових знань, усвідомленням, чіткою та беззаперечною переконаністю в соціальній цінності права й у поведінці, яка відповідає правовим нормам. Здійснено спробу виокремлення структурних елементів правової культури майбутніх юристів з урахуванням суб'єктивних та об'єктивних аспектів феномену правової культури. ; The essence of future lawyers' legal culture as an object of scientific analysis is under review in the article. The concept of future lawyers' legal culture by analyzing and summarizing the provisions of cultural studies, philosophy, sociology, pedagogy, psychology, political science and law is observed. It is determined that future lawyers' legal culture is characterized by deep legal knowledge, awareness, precise and unconditional conviction in social values and rights in behavior that corresponds legal standards or readiness for such behavior. The isolation of the structural elements of the future lawyers' legal culture considering subjective and objective aspects of the phenomenon of legal culture was highlighted. It was found out that the structure of the future lawyers' legal culture includes subjective and objective elements. The subjective element is a positive sense of justice, which is a reflection of the consciousness of future lawyers' legal reality, which in turn includes the right knowledge and understanding of principles and norms, values, awareness in law, respect for rights, the ability to interpret the meaning of the law, identify the purpose of adoption of a specific legal act, its scope and motivation of legally significant behavior. Positive justice implies not only a thorough knowledge of future lawyers' legal rules but also implicit belief in their values, understanding their nature and appropriateness of use. The objective element – good behavior is an outward expression of an appropriate legal awareness, provides future lawyers' ability to use legal knowledge in practice, exercise their rights, fulfill legal obligations to use domestic and international mechanisms and ways to protect violated rights, freedoms and legal interests. It is concluded that the legal culture of future lawyers is closely connected with the culture of a nation, is based on its principles and reflects the level of its development; it is formed in the legal system of the state and is embodied in its structural elements; provides a level of legal progress of society and the state, the perfection and reliability of the national legal system; acts as a guarantee of law and order, prevents the development of legal nihilism.
This work investigates the radiation resistance of a structural material based on modified titanium hydride and a Portland cement in a flux of neutron and γ-radiation. An assessment of the geometric and physicomechanical properties is given, along with the surface structure of irradiated cement composites, and the phase composition of the main hydrosilicates of the hydrated cement matrix during its γ-irradiation. It is shown that the use of a shot of titanium hydride increases the radiation resistance of radiation shielding based on a cement matrix, in comparison with the unmodified shot. A composite based on a modified shot of titanium hydride retains its basic properties after γ-irradiation, at an absorbed dose of up to 10 MGy. At an absorbed dose of 2 MGy in the Portland cement matrix of a composite based on a modified shot of titanium hydride, the formation of suolunite hydrosilicates occurs. It was established using X-ray fluorescence that, in the titanium hydride, a redistribution of the electron density occurs at an absorbed dose of γ radiation of 5 MGy, caused by structural phase changes due to the ongoing dehydrogenation processes.
