Abstract. The paper probes the roles of Financial Inclusion and human capital financing as catalysts for economic growth in Africa during the boom and burst periods. It adopts a battery of estimators like the Pooled OLS, Fixed Effect, Generalized Method of Moment and the Pairwise Granger Causality Tests for a panel of 57 African countries over the period stemming 2004-2015. The results show that financial inclusion has led to increased economic growth and stability in African while the impact of human capital still needs more commitments. The emanating policy antidotes are that there is urgent need for the CBs in Africa to intensify more efforts in banking the unbanked population and also, government should raise the percentage of budget allocation on education in other to improve on the level of human capital and achieve the very much needed sustained development in Africa.Keywords. The marriage agreement is an agreement agreed upon by the prospective husband and wife before or at the time of marriage to determine the legal consequences of marriage on their property—provisions of the act. Article 148 of the Civil Code stipulates that a deed of amendment or revocation of a Marriage Agreement can only be made with an authentic deed. The deed can only be done by a notary who is a public official who is authorized to do an original stunt. The legislation has not been regulated in detail how the procedure for making a deed of amendment or revocation of a Marriage Agreement can occur. Problems can arise when making the act results in losses for the third parties involved. This article encourages the notary to carefully push the deed of amendment or revocation of the Marriage Agreement so that the notary can protect the interests of the third parties involved and to avoid all claims and lawsuits that third parties may file if someone is harmed because of the deed made by a notary is detrimental to a third party, the act will be null and void.

ABSTRAK Tujuan penulisan artikel ini yaitu untuk mengetahui kebijakan pemerintah terkait perlindungan pengupahan pekerja pada perusahaan terdampak Covid-19 di Indonesia dan untuk mengetahui akibat hukum pengusaha jika melakukan pemutusan hubungan kerja terhadap pekerjanya. Artikel ini menggunakan metode penelitian hukum normatif. Pendekatan yang digunakan dalam penelitian ini menggunakan pendekatan Peraturan Perundang-undangan dan pendekatan konsep. Kebijakan pemerintah terkait perlindungan pengupahan pekerja pada perusahaan terdampak Covid-19 di Indonesia yaitu melalui Kementerian Ketenagakerjaan Republik Indonesia mencetuskan suatu kebijakan saat berlangsung pada masa-masa pandemi Covid-19 yaitu dikeluarkannya Surat Edaran Nomor M/3/HK.04/III/2020 yang prinsipnya menjamin bahwa pekerja yang dikualifisir sebagai Orang Dalam Pengawasan (ODP) dan pekerja yang menjadi suspek Covid-19 maka upah pekerja tersebut harus tetap dibayarkan oleh pengusaha dengan menunjukan surat keterangan dokter serta apabila perusahaan terdampak Covid-19. Akibat hukum pengusaha jika melakukan pemutusan hubungan kerja terhadap pekerjanya yaitu pengusaha wajib memenuhi segala hak-hak dari seorang pekerja yang terkena pemutusan hubungan kerja yaitu memberikan Uang Pesangon, Uang Penghargaan Masa Kerja dan Uang Pengganti Hak sebagaimana diatur pada Pasal 81 angka 44 UU Cipta Kerja mengubah Pasal 156 ayat (1) UU Ketenagakerjaan, uang-uang tersebut sudah seharusnya diterima oleh pekerja berdasarkan lamanya masa kerja pekerja tersebut. ABSTRACT The purpose of this article is to find out government policies related to the protection of workers' wages in companies affected by Covid-19 in Indonesia and to find out the legal consequences of employers if they terminate their employment. This article uses a normative legal research method. The approach used in this study uses the Legislation approach and the concept approach. The government's policy regarding the protection of workers' wages at companies affected by Covid-19 in Indonesia, namely through the Ministry of Manpower of the Republic of Indonesia, initiated a policy during the Covid-19 pandemic, namely the issuance of Circular Letter Number M/3/HK.04/III/2020 which The principle guarantees that workers who are qualified as Persons Under Supervision (ODP) and workers who are suspected of Covid-19, the wages of these workers must still be paid by the employer by showing a doctor's certificate and if the company is affected by Covid-19. The legal consequences of an entrepreneur if he terminates his/her employment relationship, namely that the entrepreneur is obliged to fulfill all the rights of a worker affected by the termination of employment, namely providing severance pay, gratuity for tenure and compensation as regulated in Article 81 number 44 of the Employment Creation Law. Article 156 paragraph (1) of the Manpower Law states that the money should have been received by the worker based on the length of the worker's working period. This study seeks to examine the legal status of flat unit ownership rights between Law Number 5 of 1960 and Law Number 20 of 2011; by using normative legal research (statute approach and concept approach), this research concludes: the legal status of flat unit ownership certificate as stipulated in the Law Number 5 of 1960 and Law Number 20 of 2011 cannot be said to have a conflict of legal norms. The difference in interpretation of those laws can be resolved by: (1) The principle of lex specialis derogat lex generale, means specific laws (in this case is Law Number 20 of 2011 concerning Flats) overrides general laws (in this case is Law Number 5 of 1960 concerning Basic Agrarian Law); (2) Article 16 paragraph (1) letter h of Law Number 5 of 1960 concerning Basic Agrarian Law provides: other rights not included in the previously mentioned rights will be stipulated in the law, as well as the temporary rights as referred to in article 53; thus, the term flat unit ownership certificate can be accepted because it does not conflict with applicable laws and regulations.

Purpose
This study aims to gain a deeper understanding of triggers of psychological distress among Jordanian patients with heart failure (HF).
Design/methodology/approach
A phenomenological study was adopted. In-depth, semi-structured, audio-taped interviews were conducted for 25 patients with HF. The analysis was done using interpretative phenomenological analysis.
Findings
The main theme of the findings can be expressed as "faced with stressors that are unable to cope with", which encompasses circumstances and contexts associated with the psychological distress they faced. The following four sub-themes emerged from the data: being endorsed in significant life changes, feeling guilty about being a burden, financial burden aggravating stress and feeling overwhelmed by the fear of death.
Originality/value
The findings revealed that psychological distress is affected directly by many triggers. The findings indicate the need for informing health-care providers to support these patients and address the challenges and develop clinical guidelines to assess psychological distress among these patients.
ABSTRAK Artikel ini dibuat dengan tujuan untuk mengkaji sanksi terhadap masyarkat yang masihmelanggar penggunaan kantong plastik serta upaya pemerintah daerah terkait pengaturansanksi tersebut. Metode yang digunakan di dalam studi ini yakni metode penelitian hukumnormatif dengan menggunakan pendekatan perundang-undangan. Hasil studi menunjukkanbahwa sanksi yang didapat oleh masyarakat yang dimana terdiri dari produsen dan konsumentersebut belumlah sama antara keduanya. Sanksi yang didapatkan hanyalah teruntukprodusen, sedangkan konsumen yang dimana juga menggunakan kantong plastik tidakmendapatkan sanksi. Hal ini sesuai dengan adanya pengaturan yang terdapat di dalam PerwaliKota Denpasar terkait sampah tersebut. Maka dari itu permasalahan yang terjadi adalah belumadanya pengaturan yang dikhususkan kepada konsumen yang dimana juga menggunakanmedia kantong plastik tersebut dalam kehidupan sehari-hari. Pada akhirnya diperlukan sekalikajian ulan terkait pengaturan yang ada untuk menambahkan pengaturan yang pasti jugadiperuntukkan bagi konsumen. Kata Kunci: Konsumen, Kantong Plastik, Lingkungan ABSTRACT This article was created with the aim of examining sanctions against people who still violate the use ofplastic bags and the efforts of local governments to regulate these sanctions. The method used in thisstudy is a normative legal research method using a statutory approach. The results of the study show thatthe sanctions received by the community which consists of producers and consumers are not the samebetween the two. The sanctions obtained are only for producers, while consumers who also use plasticbags do not get sanctions. This is in accordance with the regulations contained in the Denpasar CityPerwali regarding the waste. Therefore, the problem that occurs is that there is no regulation specificallyfor consumers who also use the plastic bag media in their daily life. In this paper with titled "The Problems of Independent Candidates in the GeneralElection" issues that discuss are about what are the legal basis for the setting ofindependent candidates and what problems that will be faced by independent candidates inthe election. The method used is the method of normative legal by research with statuteapproach and the conceptual approach, while legal materials collection techniques usingliterature study which was the materials collected analyzed qualitatively. The results at themoment is that the participation of independent candidates in the election have beenguaranteed by laws, but in reality an independent candidate faces several problems in anelection. The conclusion that Indonesia's Constitution in 1945 and the Law No. 12 Year2008 on the Second Amendment to Law No. 32 Year 2004 on Regional Governancen arethe legal basis for independent candidates, while the problems that faced as a consequenceof independent candidates are : 1. The independent cadidates do not have the politicalmachinery to access voter, 2. bear the political cost by themselves, and if elected he shouldbe able to adjust the balance of power by members legislature as a 3. result of not havingpolitical support in the legislature.

Metode pendekatan yang dipergunakan dalampenelitian jurnal ini adalah pendekatan fakta (fact approach) dan pendekatanperundang-undangan (statute approach) yang relevan dengan permasalahanpenelitian. Penegakan hukum terhadap pelanggaran disiplin, yaitu tindakandisiplin dan hukuman disiplin seperti yang diatur pada Peraturan PemerintahNomor 2 Tahun 2003 tentang Peraturan Disiplin Anggota Kepolisian NegaraRepublik Indonesia. Sedangkan hambatan pada penegakan hukum dalampenjatuhan sanksi pelanggaran disiplin dapat dilihat dari faktor internal daneksternal.

ABSTRAK Penelitian ini bertujuan untuk mengetahui implementasi pembinaan Narapidana yang dijatuhi pidana penjara 3 bulan sampai dengan 1 tahun (Narapidana golongan B.IIA) dan kendala apa saja yang dihadapi selama proses pembinaan pada diri Narapidana. Penelitian ini merupakan penelitian deskriptif kualitatif dengan menggunakan metode penelitian hukum empiris. Penelitian berlokasi di Lembaga Pemasyarakatan Kelas IIB Karangasem. Sumber data adalah data primer dan sekunder. Data primer diperoleh dari hasil wawancara dan kuesioner dengan responden, dan data sekunder diperoleh dari buku-buku, literatur, perundang-undangan dan berbagai dokumen tentang pemasyarakatan. Hasil penelitian menunjukkan bahwa implementasi pembinaan bagi Narapidana golongan B.IIA yang menjalani pidana penjara singkat dibagi menjadi pembinaan kemandirian dan keterampilan. Pembinaan kepribadian meliputi pembinaan agama dan rohani, sementara pembinaan kemandirian meliputi pelatihan kerajinan tangan, bengkel las, dan reparasi alat-alat elektronika. Pidana penjara singkat yang dijalani Narapidana golongan BIIA tidak menimbulkan kendala terhadap diri Narapidana itu sendiri, walaupun dengan waktu yang singkat namun pembinaan dirasa memberi banyak manfaat ssehingga ketika keluar dari LAPAS Narapidana dapat hidup mandiri dengan skill yang diperoleh. Namun, yang menjadi hambatan adalah terbatasnya waktu pembinaan dikarenakan kebijakan Covid-19. Kata kunci : Narapidana, Pembinaan, Pidana Singkat ABSTRACT This study aims at determining the implementation of inmates development for those sentenced for three months to one year (prisoners of class B.IIA) of imprisonment and knowing the obstacles faced during the development period. It is a qualitative descriptive study with an empirical legal approach. The study was carried out in the Class IIB Karangasem Penitentiary. The sources of the data were primary and secondary data. The primary data were obtained from interviews and questionnaires with respondents, while secondary data obtained from books, literature, legislation and various documents on the correctional matter. The results showed that the implementation of inmates development program for prisoners of class B.IIA underwent a short imprisonment period divided into independence and skill development coaching. The skill development coaching included religious and spiritual development, while the independence development included handicraft, welding, and electronic appliances reparation training. The short imprisonment period did not impact the prisoners of class B.II A negatively. The short period of development benefited the prisoners to live independently after leaving the Penitentiary with the skills they acquired. Metode penelitian yang digunakan adalah metode penelitian hukum normatif yang menggunakan sumber data primer, sekunder ,dan tersier. Data primer bersumber dari Undang-Undang, data sekunder diperoleh dari penelitian kepustakaan,dan data tersier di peroleh dari kamus-kamus bahasa inggris dan bahasa indonesia. Jenis pendekatan yang digunakan yaitu pendekatan perundang - undangan dan analisis konsep hukum. Dari hasil penelitian terhadap permasalahan ini dapat disimpulkan mengenai pengaturan syarat bilangan penyebut calon kepala daerah dan tolak ukur untuk menentukan bilangan tersebut. This writing uses an empirical research method to discuss the issue. Last, canbe concluded that the implementation of collection of this Retributions conducted byBali Provincial Regulation No. 3 of 2011 and The constraints faced in collecting of thisRetribution has not capable resolved by the government of Bali, so the contribution ofthe Retribution to improving local revenue in implementing of regional autonomy in theprovince of Bali is still less than the maximum.
