The subject. The reorganization of the district police in Siberia in the second half of the XIX century is comprehensively examined in the article on the basis of pre-revolutionary legislation. Special attention is paid to the organizational and legal issues of the activities and structure of the district police.The purpose of the paper is to confirm or disprove hypothesis that the practice of implementing legislative innovations on the status of internal affairs bodies in Siberia in the 19th century was characterized by systematic seizures and violations.The theoretical and methodological basis of the study includes the principles of historical knowledge – objectivity, historicism, alternative and social approach. These principles let use an unbiased approach to the analysis of the studied problems, as well as a critical attitude to the sources.The main results and scope of their application. The author concludes that the powers of the police bodies in the region had their own specifics and were much broader than in the central provinces of the Russian Empire. Reorganization of the general police in Siberia in the second half of the XIX century changed the structure and method of staffing the Ministry of Internal Affairs. It was not principled, but rather external. Returning to the forgotten traditions of the organization and activities of the police, it is important to take full account of the historical experience that has been accumulated over the centuries. It is also necessary, taking into account modern realities, to take a fresh look at the already known facts and events in order to overcome old myths and misconceptions and prevent the birth of new ones.Conclusions. The police reform of 1867 in Siberia left almost unchanged the limits of power, the distribution of duties, procedures, responsibility and accountability of the general police. A large range of prerogatives remained for the police. In addition, many police officers continued to work the old-fashioned way, trying to ignore changes in the current legislation. The legislator failed to put the Siberian internal Affairs bodies in the strict framework of the law, it was recognized by local leaders and visiting auditors. ; На основании дореволюционного законодательства комплексно рассматривается реорганизация органов окружной полиции в Сибири во второй половине XIX в. Особое внимание уделяется организационно‐правовым вопросам деятельности и структуре окружной полиции. Теоретико‐методологической основой исследования стали принципы исторического познания: объективность, историзм, альтернативность и социальный подход, – которые предполагают непредвзятость при анализе изучаемых проблем, а также критическое отношение к источникам. Делается вывод, что полномочия окружных полицейских органов в Сибири имели свою специфику и были значительно более широкими, чем в центральных губерниях Российской империи. Реорганизация окружной полиции в Сибири во второй половине XIX в. изменила структуру и способ комплектования органов МВД. Она имела не принципиальный, а скорее внешний характер. Полицейской реформой 1867 г. в Сибири были оставлены почти без изменений пределы власти, предметы ведомства, распределение обязанностей, порядок действий, ответственность и отчетность общей полиции, впредь до преобразований административно‐хозяйственного управления и судоустройства. За органами полиции остался довольно большой круг прерогатив. Кроме того, многие полицейские продолжали работать по старинке, стараясь игнорировать изменения в действующем законодательстве. Законодателю не удалось, как это признавали местные руководители и приезжие ревизоры, поставить сибирские органы внутренних дел в строгие рамки закона.

On the basis of pre-revolutionary legislation, the article comprehensively considers features of general-governor's power. The article also analyzes the system of Siberian administration in the first half of XIX century. The growing interest the local government demonstrates in the history of local government is connected not only with the aspiration of historians to look more deeply into the past but also with practical needs. While researching the forgotten traditions of public administration, one should take a greater account of historical experience that has been accumulated over the centuries. It is also necessary to take a look at familiar facts and events in the light of today's realities. This approach may overcome the old myths and misconceptions as well as prevent new ones. The theoretical and methodological basis of the research are such principles of historical knowledge as objectivity, historicism, determinism, alternativeness and social approach, which imply an unbiased approach to the analysis of the issues under analysis, as well as a critical attitude to historical sources. The author comes to the following conclusions. The characteristic differences between governance in Central Russia and in Siberia were independence of government machinery and huge significance of the personal factor in the past. The reorganization of the system of territorial and administrative management of the region, aimed, on the one hand, at strengthening the independence of local authorities in decision-making, and on the other, at strengthening governance and increasing control from the center, met certain difficulties. Often it turned out that all measures aimed at decentralization of the Siberian administration led to an increase in police arbitrariness and a decrease in the level of controllability of the region. Strengthening of the general-governor's power went on increasing in the XIX century, during which the general-governors opposed themselves to the ministries in St. Petersburg and the activities of collegial bodies. ; В статье на основании дореволюционного законодательства, распорядительных актов и делопроизводственных документов комплексно рассматриваются особенности генерал-губернаторской власти в Сибири, проводится анализ системы местного управления, предлагаемой российской властью в период первой половины XIX в. Возросший интерес к истории местного управления связан не только со стремлением историков более глубоко взглянуть в прошлое, но и сугубо практическими потребностями. Возвращаясь к забытым традициям местного управления, важно полнее учитывать исторический опыт, который был наработан веками. Необходимо также с учетом современных реалий по-новому взглянуть на уже известные факты и события, чтобы преодолеть старые мифы и заблуждения и предотвратить рождение новых. Теоретико-методологической основой исследования стали принципы исторического познания – объективность, историзм, альтернативность и социальный подход, предполагающие непредвзятый подход к анализу изучаемых проблем, а также критическое отношение к источникам. Автор приходит к выводу, что переустройство системы территориально-административного управления краем, направленное, с одной стороны, на усиление самостоятельности местных властей в принятие решений, а с другой – на укрепление управления и повышение контроля над ним из центра, встречало определенные трудности из-за разнонаправленности проблемы. Зачастую получалось, что все меры, направленные на децентрализацию сибирского администрирования, приводили к росту полицейского произвола и снижению уровня управляемости краем. Тем не менее институт генерал-губернаторской власти, основанный на «Учреждениях для управления» 1822 г., упорядочил и закрепил на долгие годы специфику местного управления в Сибири.

While a patriotic tendency in traditional journalism has been intensively investigated, there is much less evidence and fewer analyses of the phenomenon regarding online journalism. In this research, three main indicators of patriotic journalism are addressed: adopting governmental framing, expressing solidarity with the community, and ignoring the enemy's narratives and positions. These indicators are investigated while analyzing online coverage of a confrontation between Israel and Hamas. A total of 192 online news items on three Israeli news websites were analyzed, in addition to 8344 user comments. The findings reveal that journalists behaved in a patriotic manner like their counterparts from the traditional media. However, users thought it was not patriotic enough. The authors argue that while patriotic behavior in traditional journalism has been often considered as deviant from the traditional objective model of journalism, in the online interactive environment, patriotic coverage of national conflicts might be seen as a natural part of the journalistic work.
