Les reformes politico-economiques du Kenya, survenues notamment dans le cadre des programmes d'ajustement structurel des dernieres annees, ont cree un nouveau contexte dans lequel les entrepreneurs representent une communaute attentive et un groupe de pression particulierement actif. Depuis l'independance la participation de pouvoir dans l'economie a cree tant des opportunites que des tensions. L'auteur presente donc l'evolution de la situation politico-economique kenyanne depuis l'ere coloniale et le role joue par les entrepreneurs ou le cas echeant la communaute politico-economique, dans les differentes phases de cette evolution. Apres la montees de tensions considerables dans les annees 70 et 80 dans les rapports entretenus entre certains secteurs du commerce et de l'industrie et le gouvernement, les hommes d'affaires locaux reclamerent une economie liberalisee et denoncerent les abus, les violations et les corruptions du pouvoir. Aujourd'hui les politiques de liberalisation tendent a diviser le monde des affaires en fonction des interets contradictoires en leur sein. (DÜI-Mfg)

Politico-ecomonic reforms in Kenya. The entrepreneurs' community prospects.
Local entrepreneurs constitute at the same time a vigilant and active community in the processes of economic and political liberalization taking place in Kenya. The introduction of a multiparty system was marked by debates on the lack of transparency in the management of economic affairs, the vote-oriented tendency of which, led to the hardening of the political systems in power after the 60's. Tensions are high between the State and promoters for price controls, the implementation of facilities, the openess of the parapublic sector. They question the State's tendency to favor Asian investors to the detriment of native's.

Die Autoren (Wirtschafts- und Politikwissenschaftler) analysieren die Umstände, unter denen seit 1987 in Kenia privatisiert wurde (Gesetze, Institutionen, Verfahren, Personen), und kommen zu dem Schluss, dass die Privatisierung durch schwache Institutionen, leicht zu umgehende Gesetze und Verfahrensverstöße gefährdet wird, die nicht streng genug bestraft werden. Der Sammelband untersucht die Faktoren, die Geschäfts- und Investitionsentscheidungen im verarbeitenden Sektor Kenias bestimmen. Die Datenanalyse schafft Einsichten, wie die wirtschaftlichen Rahmenbedingungen und die Veränderungen durch die Strukturanpassungspolitik auf die Unternehmensentwicklung eingewirkt haben. Einer historischen Betrachtung der Politik gegenüber Industrie und verarbeitendem Gewerbe schließt sich eine Analyse der Struktur des verarbeitenden Sektors an; dabei wird geklärt, wie dieser mit den Arbeits- und Finanzmärkten verknüpft ist und wie Investitionsentscheidungen im formellen und informellen Sektor getroffen werden. Untersucht wird zudem, wie und warum sich Produktivität und Effizienz, Exporterfolg und Unternehmenswachstum verändern. Schließlich wird der Frage nachgegangen, welche Wirkung Reformen und die sich verschlechternde Infrastruktur auf den Sektor haben. (DÜI-Sbd)
