Después de 1990 comenzó una renovación de los estudios de historia política sobre América Latina. Uno de los temas centrales ha sido el proceso de formación de la ciudadanía. Se pro- pone una perspectiva sistemática sobre el aprendizaje y ejercicio de la ciudadanía en Bolivia como procesos políticos donde interesa entender las dinámicas que revelan las movilizaciones políticas. De este modo, es importante interpretar la infracción electoral evidenciada en el fraude, el clientelismo y la violencia. Además, el aparecimiento de la ciudadanía armada como un factor democratizador de la sociedad y la política.

On the other hand, this work explores political conflict over models of National State and the distribution of authority in order to examine political disputes around the "legitimacy of the revolutionary act". ; Mediante el estudio del periodo histórico que va desde la Revolución Restauradora (1839) hasta la consolidación nacional boliviana tras la batalla de Ingavi (1841), este artículo reflexiona sobre la compatibilidad democrática entre la violencia política y la legalidad constitucional. Para ello se interroga sobre cómo se construyó en la práctica el derecho/deber del pueblo a la revolución y cómo el recurso revolucionario institucionalizó socialmente instancias de autoridad. En respuesta se abordan, de un lado, el discurrir y accionar contextual y temporal de la figura del ciudadano armado a partir del litigio entre ejército y pueblo en torno a la representación de este último; de otro, la competencia partidaria por el modelo de Estado y el reparto de la autoridad en el mismo develada en la disputa sobre la legitimidad del acto revolucionario.

The «Loreto Massacre» and the subsequent process of popular justice to which its author was brought illustrate how the arming of the inhabitants of this district of La Paz combated not only the partisan abuse of power, but also the threat posed to Bolivia's constitutional legal framework by military revolutions. In a process of «political fusion», the «people on the streets» and the people as represented by the government took armed and associative action against an attempted military coup. This process also implied the employment of political action as an instrument against the devaluation of labour and artisan production. ; Los casos de la Matanza del Loreto y del posterior ajusticiamiento popular de su responsable ilustran cómo la conversión del vecindario paceño en el pueblo en armas combatió tanto el abuso partidista del poder, como la ruptura de la legalidad constitucional ejercida por las revoluciones militaristas. El pueblo en la calle y el pueblo representado en una junta de gobierno contribuyeron a la institucionalización del Estado —expresada en la política de fusión— al actuar armada y asociativamente contra el militarismo golpista, tomándose también la acción política en un medio contra la devaluación laboral y de estatus de los artesanos.

This article studies the expressions and the institutionalization of popular sovereignty in post-independent Bolivia (1825-1879) by analyzing two components of the democratic system: the subjects involved and the procedures for representation. As far as the former, the article underlines the fact that being a citizen was not limited to voting, but was also exercised by other activities connnected with work, taxation, public petitions and the use of arms. On the other hand, the study of the procedures for organizing and the carrying out of elections highlights two additional realities: first, voting had a regulatory function intended to level off competition and avoid conflicts, and secondly, the reduced number of the electoral body did not inhibit the development of political competition because political participation went beyond elections to include the use of violence and other illegal activities ; Los procesos de expresión y de institucionalización de la soberanía popular en la Bolivia postindependiente (1825-1879) son estudiados en este artículo a partir del análisis de dos de los componentes del sistema democrático: los sujetos y los procedimientos representativos. Con respecto al primer punto, se subraya que ser ciudadano no se reducía a votar y que podía ejercerse tal estatus mediante otro tipo de acciones, vinculadas al trabajo, la contribución, las peticiones pú-blicas o las actividades armadas. De otro lado, el estudio de los procedimientos relativos a la implantación y el desarrollo de las elecciones remarca dos valores de los mismos: primero, el voto tuvo una función reguladora encaminada a dirimir competencias y evitar conflictos, y segundo, el tamaño reducido del cuerpo electoral no impidió el desarrollo de la competencia partidaria, ya que la participación política ligada a las elecciones tuvo otras posibilidades de acción relacionadas con la violencia y la ilegalidad

Through the analysis of the literary and political production of Casimiro Corral and the documents stemming from his administrative and military conspiracies, this article gives a new interpretation of the 1870 Revolution as the moment when the indigenous population of the La Paz Altiplano acquired public inclusion and national conscience. With the aim of analyzing the significance of the State institutions in the redefinition of previous colective identities, as well as their transformation from corporative to national identities, this article discusses the nature, reach and reception of the civic regeneration project proposed by the revolutionaries. Two phases are distinguished, that of the conflict itself and that of the following months. In this framework it is examined the meanings given by the revolutionaries to the indigenous participation and their alleged proposals to that part of the population. On the other hand, it is also discussed the reach of those promises and the interpretations given by the indigenous communities. ; A partir de un análisis contrastado de la producción literaria y política de Casimiro Corral y de la documentación a que dieron lugar sus actividades conspiradoras, administrativas y militares, este artículo interpreta la Revolución de 1870 como un momento de inclusión pública y de adquisición de conciencia nacional de la población indígena del Altiplano paceño. A fin de analizar la importancia de las instituciones estatales en la redefinición de identidades colectivas previas y de su transformación de corporativas en nacionales se discute la naturaleza, el alcance y la recepción del proyecto de regeneración ciudadana de los revolucionarios. A partir de la distinción de dos etapas —durante el conflicto y en los meses posteriores al mismo— se examina, por un lado, el significado que le otorgaron los revolucionarios a la participación indígena y la oferta que creyeron estar haciéndole a esta población, y, por otro, el alcance que tuvieron tales promesas y el modo en que fueron interpretadas por las comunidades.

This article examines the way in which politics amongst the indigenous
population became nationalised between the years 1826 and 1921. The problem
of land ownership is presented as the catalyst of a process of public action and
apprenticeship combining rebellions, legal battles and patronage agreements. The
joint analysis of these actions allows, first, the refutation of the image of the
Indians as pre-political, passive, incomprehensible and alien to all that was
Western; second, to emphasise the important effect the national discourse had on
the response of the Indians; and, third, to show the indigenous interest in taking
part in the prevailing national project.
