Pengelolaan dan perencanaan program-program pendidikan yang baik pada zaman sekarang ini hanya bisa terjadi di negara yang secara histori memiliki latar belakang ekonomi, politik dan sosial yang secara terus-menerus mengalami perkembangan. Mengingat gagasan-gagasan yang ada dalam tiga pilar latar belakang pendidikan tersebut sangat berdampak pada segala macam bentuk perencanaan pendidikan, maka ketiga pilar latar belakang tersebut berhubungan erat dengan pengembangan sumber daya manusia (SDM) dalam pendidikan pada era globalisasi saat ini. Salah satu alasan mengapa pendidikan merupakan salah satu bagian dari latar belakang ekonomi adalah bahwa faktanya sekitar 80 persen dari dana operasional pendidikan dihabiskan untuk mengembangkan sumber daya manusia. Penyelenggaraan pendidikan adalah salah satu fungsi dari negara, dengan demikian, negera diharapkan menjadi pihak yang menyediakan sebagian besar dana operasional bagi pendidikan tersebut. Tak dipungkiri lagi, semua lembaga pendidikan terutama pendidikan Islam saat ini menghadapi sebuah tantangan penting menyangkut bagaimana cara mengelola sumber daya manusia (SDM) yang berkualitas tinggi dan siap berkompetensi terlebih lagi seiring dengan datangnya gelombang reformasi pendidikan seluruh dunia dan era persaingan global sekarang ini. Dalam pandangan penulis, membangun sumber daya manusia itu sangat penting. Membangun bermacam lembaga pendidikan Islam yang berkualitas dan siap bersaing dengan era globalisasi saat ini sangat penting, akan tetapi membangun sumber daya manusia itu lebih penting dan sangat dibutuhkan untuk memenuhi kebutuhan masyarakat saat ini. Kepala sekolah, pengawas dan guru memliki peranan yang sangat besar terhadap pengambangan lembaga pendidikan, terutama dalam menghasilkan input manusia yang berkualitas tinggi dan siap bersaing dengan dunia kerja saat ini.
This study aims to produce a website-based correspondence management information system that creates a smooth, effective and efficient written communication in accordance with official scripts in the Geospatial Information Agency (BIG). The research method used in this research is the Observation and Literature Study method with the Waterfall development model, the system modeling tools with the Unified Modeling Language (UML), and the programming language used is PHP & MYSQL as a database. The Correspondence Management Information System built is a system that features the compose of official scripts / letters and the drafting process can be carried out not only in the office, the realization of integration in making official manuscripts / letters in terms of format, procedure, authority, validity and control, and can suppress the use of paper so as to save costs in the process of drafting manuscripts / letters that support the government program in bureaucratic reform. This correspondence application can be redeveloped so that you can add an electronic signature or digital signature with a QR Code or the like.
The Presidential Regulation instigated this research to simplify the Bureaucracy with only two positions in government organisations. Accountability, position, work complexity, authority, coordination mechanism, organizing, and work system can induce several problems when this regulation is implemented. This research aims to critically explore the model for organizing government institutions in simplifying Bureaucracy. This research employed PRISMA (Preferred Reporting Items for Systematic Reviews and Meta-Analyses). This research shows that the adhocratic organisation model as the antithesis of Bureaucracy by creating several task groups coordinated by the highest functionary position, reconfiguring the management of functionary position, and applicating business process are recommendations to anticipate problems emerging from simplifying Bureaucracy. But, not all government functions can be made adhocratic, and it is also crucial to understand that the management and leaders need to departmentalise in simplifying Bureaucracy meticulously.
Indonesia is a plural state law. This can be seen from the Indonesian national legal system which recognizes and respects the plurality of laws in society. This plural legal system cannot be separated from its historical-empirical experience, that the Indonesian national legal system as it has been known for a long time originates from various legal subsystems, namely the Western legal system, the Customary legal system, and the Islamic legal system. The emergence of a number of shari'a nuanced regional regulations is a very interesting constitutional phenomenon to study considering the content of sharia nuanced regional regulations is the values or teachings of certain religions which in this study are Islamic so that they have been considered to violate the constitutional mandate, violate human rights, discriminatory, and does not reflect tolerance. On the other hand, the birth of shari'ah nuanced regional regulations philosophically-juridically is caused by a paradigm shift that was previously centralistic to decentralized which was marked by the birth of Law Number 22 Year 1999 which was later changed to Law Number 32 Year 2004 and then last changed to Law No 9 of 2015 concerning Regional Government. The decentralization policy contained in the Act then makes people in the regions encouraged to compete in regulating matters relating to their respective regions into a regional regulation including religious affairs. The existence of sharia regulations must be examined based on the national legal system or system, so that its position in the national legal system becomes clear.
Property is a primary need for humans to support life in this world, so as to carry out worship to Allah swt well. Nevertheless, the Qur'an warns that property must be obtained in a desired manner of Islamic law, and are used in places that have goodness according to Islamic law required. A principle developed by Islamic law to the problem of property is the rules do not set definitely in the Quran and Hadis, but the general principles are put forward, which must be followed by everyone who tried to get the property. islamic law requires in acquiring and managing property to note of the following principles; 1) property acquired and owned is not of the type that is unclean and dangerous to humans; 2) the way to obtain the property is done by humane methods, such as buying and selling is done by the parties by not deceive one another, bless one another and be honest when covenant; 3) as the party who has the authority to carry out property, Islamic law mentioned basic requirements that need to be considered, namely a maximum adult age (minimum 18 years) and has a ruysd (smart) characteristic, that is the ability to carry out property in accordance with the rule of Islamic law. By following all the things that have been mentioned, then property can be valued provides benefit to humans, both in keeping religion or maintaining the human body and soul (mukallaf).

Abstract The election of Regional Head in 2018 is an implementation of local democracy in the local government system as it is resolved in legislation. Rights and obligations of candidates for regional heads which are regulated in legislation cannot be separated from the personal will, but they must be in accordance with the relevant legislation. Even if the resignation of a candidate or a candidate for regional head, he cannot avoid his obligatory to obey the legislation.
Teknologi Web 2.0 sebagai web partisipatif ditandai kehadiran media sosial yang memiliki jangkauan luas dan cepat, serta melibatkan penggunanya. Saat ini, media sosial dimanfaatkan untuk menjalankan komunikasi publik kementerian/lembaga pemerintah. Media sosial instansi pemerintah seharusnya menawarkan interaksi antara instansi pemerintah dengan masyarakat sesuai tipologi Web 2.0 dan sebagai ruang layanan publik. Pengelolaan media sosial juga strategis dalam menjaga reputasi instansi pemerintah. Pengelolaan media sosial di kementerian/lembaga pemerintah umumnya dijalankan oleh kehumasan dengan menunjuk tim atau seorang pengelola/admin media sosial. Penelitian ini melihat bagaimana pengelola/admin media sosial kementerian/lembaga pemerintah sebagai kelompok sosial relevan (pengguna) menginterpretasikan teknologi Web 2.0, dalam hal ini media sosial, berdasarkan perspektif Social Construction of Technology (SCOT). Penelitian ini menggunakan pendekatan kualitatif dengan paradigma konstruksionisme, Metode pengumpulan data dengan wawancara mendalam kepada tiga pengelola/admin media sosial di tiga kementerian dan lembaga yang berbeda. Hasil penelitian menggambarkan pengelola/admin media sosial kementerian/lembaga pemerintah memiliki fleksibilitas interpretatif yang sama dalam menggunakan media sosial, namun berbeda dari cara kerjanya. Interpretasi ini terkait penggunaan ruang interaksi dalam merespon komentar warganet. Perbedaan cara penggunaan terkait dengan konteks yang lebih luas, yaitu kultur organisasi, pemahaman akan struktur lain, serta kondisi politik yang sedang berkembang. Penelitian ini memberikan rekomendasi bagi pengembangan konsep SCOT pada penggunaan media sosial kementerian/lembaga pemerintah bagi kelompok sosial relevan lainnya, yaitu pengamat.
Wisata halal merupakan konsep yang relatif baru dalam industri pariwisata dunia. Tujuan dari jenis wisata ini adalah memberikan pelayanan yang maksimal bagi wisatawan muslim yang ingin berwisata tanpa meninggalkan kewajiban yang telah diperintahkan dalam agama. Banda Aceh merupakan salah satu daerah di Indonesia yang menjadi daerah unggulan untuk pengembangan wisata halal. Penelitian ini bertujuan untuk melihat bagaimana implementasi strategi wisata halal yang telah diterapkan di Banda Aceh saat ini. Penelitian ini menggunakan metode analisis kualititif. Terapat beberapa strategi yang dilakukan Dinas Pariwisata Kota Banda Aceh dengan melakukan sosialisas, sertifikasi produk dengan kerjasama dengan lembaga sertifikasi, melakukan promosi ke dalam dan luar negeri, serta pembenahan sarana dan prasarana. Pemerintah Kota Banda Aceh harus lebih serius memperhatikan sektor wisata halal jika ingin menningkatkan kunjungan wisata. Halal tourism is a relatively new concept in the world tourism industry. This type of tourism aims to provide maximum service for Muslim tourists who want to travel without leaving the obligations that have been ordered in religion. Banda Aceh is one of the regions in Indonesia which is a leading area for the development of halal tourism. This study aims to see how the implementation of the halal tourism strategy has been implemented in Banda Aceh. This research uses the qualitative analysis method. The Banda Aceh City Tourism Office carries out several strategies by carrying out socialization, product certification in collaboration with certification bodies, conducting promotions at home and abroad, and improving facilities and infrastructure. The Banda Aceh City Government should pay more attention to the halal tourism sector if it wants to increase tourist visits.
Social media has become an important medium for people in everyday communication activities. Social media use is not only limited for individuals, but also organization such as the government and corporation to convey and collect informations. One of the most popular social media is Instagram. As one of the most used social media, both individuals and firms use Instagram as a medium to build their image. As a founder and CEO of Bukalapak, Achmad Zaky uses Instagram to show the image he wants to build and perceived by the audience. This research attempt to see the identity built by Zaky through his Instagram account @achmadzaky using the theory of brand personality. As a CEO, the image of Achmad Zaky could affect the image of the firm that he is in charge with. This assumption is supported by the phenomenon of the hashtag #UninstallBukalapak in various social media platforms after Zaky threw a statement that many considered political in his social media account in February 14th 2019. Quantitative approached is used in this research with content analysis method. 58 Instagram post in @achmadzaky account are taken as sample during the period from December 7th 2018 to May 5th 2019. To illustrate the comparation in the brand personality Zaky tried to convey, the author divide the data sample into two data set marked by the phenomenon of #UninstallBukalapak. The purpose of this research is to find Achmad Zaky's brand personality through contents in his Instagram account before and after #UninstallBukalapak. This research uses Aaker's brand personality dimension as the main analytical tool which consist of sincerity, excitement, competence, sophistication, and ruggedness dimensions. The result in two data sets shows that the most often appear dimensions are sincerity with 68,3% and 76,5%, excitement 75,6% and 52,9%, and competence 82,9% and 76,5%, while the number of contents after #UninstallBukalapak phenomenon decreases significantly. Media sosial merupakan media digital yang digunakan oleh banyak orang untuk melakukan komunikasi. Tidak hanya individu, namun organisasi seperti pemerintah dan perusahaan menggunakan media sosial untuk memberikan dan memperoleh informasi. Salah satu media sosial paling populer adalah Instagram. Sebagai salah satu media sosial yang paling banyak digunakan, banyak individu maupun perusahaan yang menggunakan Instagram sebagai medium untuk membangun citra. Sebagai seorang CEO dan pendiri perusahaan Bukalapak, Achmad Zaky menggunakan Instagram untuk menunjukkan citra yang ingin dibangun dan dilihat oleh khalayak. Penelitian ini berusaha melihat identitas yang ingin dibangun melalui akun instagram @achmadzaky dengan menggunakan teori brand personality. Sebagai CEO, citra Achmad Zaky mempunyai pengaruh terhadap citra perusahaan yang dipimpin, yaitu Bukalapak. Asumsi ini diperkuat dengan adanya fenomena #UninstallBukalapak di media sosial setelah Achmad Zaky melontarkan pernyataan yang dinilai politis oleh publik di akun Twitter miliknya pada 14 Februari 2019. Penelitian ini menggunakan pendekatan kuantitatif dengan metode analisis konten. Sampel yang digunakan adalah 58 post Instagram @achmadzaky pada periode 7 Desember 2018 hingga 5 Mei 2019. Untuk mendapatkan perbandingan brand personality yang ada dalam konten, peneliti membagi sampel data menjadi dua set data yang ditandai oleh fenomena #UninstallBukalapak. Tujuan dari penelitian ini adalah untuk mengetahui brand personaliy Achmad Zaky melalui konten dari akun Instagramnya sebelum dan sesudah kemunculan #UninstallBukalapak. Penelitian ini menggunakan teori brand personality dari Aaker sebagai alat analisis utama yang meliputi dimensi sincerity, excitement, competence, sophistication, dan ruggedness. Temuan dalam dua set data menunjukkan bahwa dimensi yang paling banyak muncul adalah sincerity sebesar 68,3% dan 76,5%, excitement sebesar 75,6% dan 52,9%, dan competence sebesar 82,9% dan 76,5%, sedangkan jumlah konten setelah fenomena #UninstallBukalapak berkurang secara signifikan.
Local government education offices Ogan Ilir is the government agency that is engaged in education. Local government education offices Ogan Ilir Inventory goods are now using Information Systems, but has not used a special program to summarize all the information. This situation raises awareness of the importance of the application of process knowledge system (Knowledge Management Sytem). Expected to facilitate the Education Office in processing the inventory of goods, knowledge-coordinated and well-organized. Abstract : Wi-Fi technologies are widely used generally using IEEE 802 wireless standardization. 11a/b/g which works at a frequency of 2.4 GHz. These devices are found in almost all places, such as in offices – Government offices, private companies, entertainment venues, and educational venues. Currently the need for Wi-Fi (wireless fidelity) is very much needed, because nowadays many gadget devices that have been equipped with Wi-Fi so that with Wi-Fi Everyone can access the Internet everywhere. Based on the results of a field survey conducted on the WLAN network in the office of the Dinas Pendidikan Kayuagung in South Sumatera, from all computer units in the office is connected to the Internet through a network cable or wireless network, that the wireless network felt is still less optimal because there are some areas that are not covered or affordable by the Wi-Fi network. The researcher aims to redesign and rebrand Wi-Fi networks based on the scope of the area to be more optimal. While the research method to be used is the method PPDIOO (Prepare Plan Design Implement Operate and Optimize).
apparatus internal government (apip) on quality of local government financial report in bengkulu province. This research uses quantitative approach, using primary data through questionnaire. Respondents in this study are the Financial Administration Official (PPK), the Technical Activity Executing Officials (PPTK), and the Spending Treasurer. Technical analysis of data using multiple linear regression analysis of SPSS program assistance. The results of this study indicate that the competence of the apparatus of financial statements do not positively affect the quality of local government financial and the role of apparatus internal government (APIP) has a positive effect on the quality of local government financial statements in Bengkulu Province.Key Words: Government, Competency, APIP
