The study provides the analysis of theoretical approaches to the concept of security in the European Union integration processes. Methodological bases for development of the concept of security of the European Union integration processes based on two paradigms of activity are offered. The first one provides institutional and financial autonomy in defense and peacekeeping; the second one involves the delegation of most security powers and the collective security of the Commonwealth. The main stages of building the European security and defense policy in the context of new threats to regional and global security are analyzed. The following tasks have been identified as the priority areas for further development of the EU: consensus decision making in all areas of the common security and defense policy; development of a new methodology for responding to threats; effective use of opportunities for international cooperation.
The article is devoted to the study of a set of problems of European security policy, in particular the analysis of the new challenges to the priority directions of its development. It is noted that the current institutional system of European security policy is undergoing serious challenges associated with profound changes in international relations. The systematization of various aspects of EU security policy according to the following methodological approaches is proposed: the theory of behaviorism, the theory of political realism, liberal-idealist paradigm, postmodernist theory, alternative theoretical models. The conceptual substantiation of the development of European integration in the field of security and defense policy is the EU strategies, which are developed in accordance with current challenges and threats. It is proved that the real institutional changes in the EU foreign policy occurred after the entry into force of the Lisbon Treaty and the establishment of the European External Action Service. The European Security Strategy (2003), the Global Strategy of the European Union (2016), the Security Union Strategy (2020) were analyzed, in particular, new challenges for the European security system and priority areas of EU security policy were identified. Based on the analysis, the most pressing challenges, risks and threats are identified, the probability of which is considered high for the EU until 2025.
The article analyzes the process of conceptualization of the scientific category "national interests" in international relations theory. It is noted that the conceptualization of the national interests means the procedure of theoretical organization of their scientific knowledge in order to build an appropriate theoretical and methodological model of research, highlight the essential characteristics of the phenomenon and develop its conceptual apparatus. The main hypothesis of the study is the assumption that the state of national interests can act as a universal generalizing criterion of national security. The formation of this criterion is based on the following basic characteristics of the state: socio-political system, indicators of economic development, international division of labor, geopolitical situation, as well as national and cultural traditions. The use of comparative-historical and activity method of scientific research made it possible to trace the evolution of scientific knowledge of national interests and the process of their conceptualization into an independent scientific direction, which became the American school of modern realism. It has been proven that the main scientific debates took place earlier and continue today due to the unresolved issue of the objectivity of national interests. The author argues that national interests are an objective category, differences in their understanding and assessment are due to different perceptions of threats and opportunities to prevent them, as well as different assessments of the acceptable price of a political decision. The peculiarities of constructing the national interest on the basis of two key elements are highlighted: the first is a constant value of the state; the second is a variable that depends on a specific historical epoch. The main functional purpose of the first key element is to preserve the physical, political and cultural identity of the state, and the second depends on events and trends at a certain point in the development of the state. ; У статті проаналізовано процес концептуалізації наукової категорії національних інтересів у теорії міжнародних відносин. Зазначається, що концептуалізація національних інтересів означає процедуру теоретичної організації їх наукового пізнання з метою побудови відповідної теоретико-методологічної моделі дослідження і виділення сутнісних характеристик феномену та вироблення його понятійного апарату. В якості основної гіпотези дослідження приймається припущення, що стан національних інтересів може виступати універсальним узагальнюючим критерієм національної безпеки. В основу формування цього критерію покладено такі базові характеристики держави: соціально-політичний лад, показники економічного розвитку, міжнародний розподіл праці, геополітичне становище, а також національні та культурні традиції. Використання порівняльно-історичного та діяльнісного методу наукового дослідження дало можливість прослідкувати еволюцію наукового пізнання національних інтересів та процес їх концептуалізації в самостійний науковий напрямок, яким стала американська школа сучасного реалізму. Доведено, що основні наукові дебати відбувалися раніше і продовжуються сьогодні у зв'язку з невирішеністю питання щодо об'єктивності національних інтересів. Автором відстоюється позиція, що національні інтереси є категорією об'єктивною, розбіжності в їх розумінні та оцінці обумовлюється різним сприйняттям загроз та можливостей їх попередження, а також різними оцінками допустимої ціни того чи іншого політичного рішення. Висвітлено особливості побудови національного інтересу на основі двох ключових елементів: перший - це постійна величина, якою виступає держава; другий - змінна величина, що залежить від конкретної історичної епохи. Основним функціональним призначенням першого є збереження фізичної, політичної і культурної самобутності держави, а другий залежить від подій і тенденцій у визначений момент розвитку держави.
