Penelitian ini bertujuan untuk mengetahui Bagaimana Indeks Kemerdekaan Pers di Sumatera Selatan Tahun 2021. Metode penelitian yang digunakan dalam penelitian ini adalah menggunakan purposive survei. Survei ini dilakukan terhadap kelompok ahli dibidang media/pers sebanyak 10 orang informan ahli. Hasil analisis daripenelitian ini Secara umum, Indeks Kemerdekaan Pers (IKP) 2021 Provinsi Sumatera Selatan berada dalam kategori "Cukup Bebas" dengan nilai 81,03. Nilainya meningkat 1,88 poin dibandingkan tahun sebelumnya, yakni 79,15. Tren nilai IKP Provinsi Sumatera Selatan meningkat dimulai sejak tahun 2020. Ketika itu peningkatannya mencapai 5,05 poin dibandingkan tahun 2019. Sejak 2018, IKP Provinsi Sumatera Selatan selalu berada dalam kategori "Cukup Bebas" ada dua kondisi yang nilainya meningkat dibandingkan tahun sebelumnya. Yakni, nilai Lingkungan Fisik dan Politik (3,73 poin) berada dalam kategori "Cukup Bebas" dengan nilai 82,69. dibandingkan tahun lalu, yakni 78,97. Kondisi Lingkungan Ekonomi pada IKP 2021 Provinsi Sumatera Selatan berada dalam kategori "Cukup Bebas" dengan nilai 80,09. Nilainya meningkat 0,95 poin dibandingkan tahun 2020, yakni 79,14. Tahun lalu, Lingkungan Ekonomi mengalami peningkatan nilai cukup signifikan hingga 7,70 poin. Kondisi Lingkungan Hukum IKP 2021 Provinsi Sumatera Selatan kembali berada dalam kategori "Cukup Bebas" dengan nilai 78,56. Namun, nilainya menurun 0,82 poin dibandingkan tahun 2020, yakni 79,37. AbstractEvery year the interest of the Indonesian people to hajj continues to increase. In 2019 the number of Indonesian hajj will increase to 229,613 pilgrims. For this reason, appropriate policies are needed in making decisions in determining the amount of Hajj Operational Cost (BPIH) from Indonesia to Saudi Arabia. The study in this paper is a literature study of Political Economy. Political Economy is a theory or study of the role of public policy in influencing economic and social welfare in political relations (Merriam, 2018). According to Investopedia Political Economy is the study of production and trade, and its relation with costums, government and law. But in determining the amount of BPIH also influenced by many factors, such as world oil prices and the exchange rate of the rupiah. In relation to the determination of BPIH, this is inseparable from fiscal policy. Protection in the placement of Indonesian Workers (TKI) to enable them to obtain employment services quickly and easily while maintaining safety the physical, morals and dignity. The focus of this study is the comparison of the level of participation of voters on Election Mayor of Palembang in 2008 and in 2013 as well as the factors that influence the level of participation of the voters. While the purpose of this study was to determine and analyze comparative novice voter turnout on Election Mayor of Palembang in 2008 and in 2013 as well as the factors that influence the level of participation of the voters. Overall voter turnout on Election Mayor of Palembang in 2008 as many as 682,445 voters, while at the Election Mayor of Palembang in 2013, overall voter turnout as much as 757 797 voters. Based on these data, it turns voter turnout in the city of Palembang is not too high only around 67% in 2008 while in the year 2013 down to 63%. While the voter turnout for the beginner, the Year 2008 of the number of voters as much as 156 493 people, which gives the percentage voting rights of 70% or 109 545 souls who turn out to vote. AbstractThe purpose of this study was to determine the performance of government officials in implementing effective governance in the Gelumbang Subdistrict, Muara Enim Regency. Basically the kelurahan has a goal to provide excellent service to the community. This study uses descriptive analysis method with a qualitative approach. This research was also obtained from the results of interviews, questionnaires, observations, and strengthened by documentation. And by doing data analysis in a structured and systematic manner, according to the focus of the problem using the theory of performance appraisal. The results obtained from this study, namely, the performance of employees in the Gelumbang Village Office, in terms of serving the community has not been running as expected (not yet maximal). The performance of the apparatus is influenced by several factors, as for the main factors that are the cause, namely the lack of discipline level of the Gelumbang Village Office Staff in complying with and implementing the agreed work rules and systems. So that it affects the running of the government which causes a lack of quality services to the community. The suggestions that can be given by the author to Gelumbang Village Staff, are expected to Gelumbang District Office Staff to increase discipline in carrying out the rules and work systems as well as discipline in coming and going home so that service to the community is maximal and the wheels of government run well.Keywords : Performance Analysis, Public ServicesAbstrakTujuan penelitian ini adalah untuk mengetahui kinerja aparatur pemerintahan dalam melaksanakan tata kelola pemerintahan yang efektif di Kelurahan Gelumbang Kabupaten Muara Enim. Penelitian ini juga diperoleh dari hasil wawancara, kuesioner, observasi, dan diperkuat dengan dokumentasi. Serta dengan dilakukannya analisis data secara terstruktur dan sistematis, sesuai dengan fokus permasalahan dengan menggunakan teori penilaian kinerja. Hasil yang diperoleh dari penelitian ini yaitu, kinerja Pegawai di Kantor Kelurahan Gelumbang, dalam hal melayani masyarakat belum berjalan sesuai dengan yang diharapkan (belum baik/maksimal). Kinerja aparat yang demikian dipengaruhi oleh beberapa faktor, adapun faktor utama yang menjadi penyebab yaitu kurangnya tingkat kedisiplinan dari Pegawai Kantor Kelurahan Gelumbang dalam mematuhi dan menjalankan aturan dan sistem kerja yang telah disepakati. Sehingga hal tersebut mempengaruhi jalannya roda pemerintahan yang menyebabkan kurangnya kualitas pelayanan kepada masyarakat. Adapun saran yang dapat diberikan penulis terhadap Pegawai Kelurahan Gelumbang, diharapkan kepada Pegawai Kantor Kelurahan Gelumbang agar meningkatkan kedisiplinan dalam menjalankan aturan dan sistem kerja maupun kedisiplinan dalam datang dan pulang kantor agar pelayanan kepada masyarakat maksimal dan roda pemerintahan berjalan dengan baik.Kata kunci : Analisis Kinerja, Pelayanan Publik
The family planning village program is a new innovation packaged by the government to strengthen the family planning and family development population program by narrowing the scope of targets, namely the village level area unit and certain criteria. The research raised the problem of how the village family planning program was implemented in Sribunga village, Buay Pemuka Bangsa Raja sub-district, Ogan Komering Ulu Timur district and how the village family planning program was implemented in improving community welfare. The purpose and usefulness of the writer of this thesis is to know the implementation of the KB village program in Sribunga Village, Buay Pemuka Bangsa Raja Subdistrict, East OKU Regency. In this thesis the author uses qualitative research methods ranging from data collection methods used are observation, interviews and documentation, descriptive with the stages of data reduction, data exposure, and conclusions. The results showed that by using the theory of Edward III to analyze there are four indicators, namely (1) communication seen from the delivery of information, clarity of information and socialization has gone well, it's just that the clarity of information has not gone well as expected because the target group has not been that way. be able to understand what the implementor said. (2) Resources there are three sub indicators, namely human resources, budget resources and facility resources. The implementation of the village family planning program in Sribunga village is not sufficient because human and budgetary resources have not been able to support the success of the village family planning program. (3) The disposition in implementing the attitude of the implementors and target groups is quite good in responding to the KB village program, it's just that the knowledge and understanding of the implementers in Sribunga Village is not yet optimal, which makes program implementation activities not yet having an impact on improving welfare. The long road to achieve women's empowerment and gender equality in the development of Indonesian women have traversed. Various policies and regulations have been made, two of them, a policy that requires the formulation of planning policies and development programs should be gender perspective contained in the regulation of the Ministry of Home Affairs Number 15 in 2008, about Guidelines of the implementation of Gender Mainstreaming in the Region, and Government Regulation Number 8 of 2008 about Stages, the Procedures of the Formulation, Control and Evaluation of the Implementation of the Regional Development Plan. In practice, women's empowerment still have stereotype and gender bias constraints from bureaucrats that the majority of men. Although the bureaucrats already have knowledge and even had received training on the gender perspective in development program, but in fact, they can not able to bring the gender perspective to be program in their unit as the local government working unit (SKPD). It is caused their inability to pull political interest are even more attractive for policy takers at every level of the process of formulation of development programs, so that the issues of gender inequality in development always get the weakening even exclusion so that the problem is not on the agenda at all. The process of formulation of policy issues that have a condition like this, in terms of policy referred nondecision policy formulation process. Policy makers at the top level of each unit of work even at the top levels of district government does not yet have the knowledge and concern for gender mainstreaming. ABSTRACTThis study discusses the role of the village government in improving government administration to the people of Mekar Jaya Village, Keluang District, Musi Banyuasin Regency. The research method used in this study is a descriptive qualitative method by extracting data through interviews with informants from the Government Office of Mekar Jaya Village, which are village and community officials and through researching document data from related parties. The results of this study indicate that 1.) Tangible dimensions (physical evidence) are quite good, due to the comfort of the place, the employee's appearance of comfort in the file settings. And employee discipline does not have any problems apart from the community, it's just that for the use of facilities some employees have not been able to use it well. 2.) Dimensions of Reliability (Reliability) shows the quality of service is still low, because only the accuracy of employees are recognized and accepted by the community very well with the SOP used. 3.) Dimensions of Responsiveness (responsiveness) indicate a very good quality of service, seen from employees who have responded to all service users and have also provided services quickly, precisely, and accurately. 4.) Dimensional Collateral (Guarantees) show a very good quality of service, because they provide Guarantees on time, and Guarantee costs clearly and well while providing services to the community. 5.) The Empathy Dimension (Empathy) shows a very good quality of service, this is due to employee competence and does not cause discrimination in service. Metode penelitian yang digunakan dalam penelitian ini adalah metode deskriptif kualitatif yaitu dengan melakukan penggalian data melalui wawancara dengan informan dari Kantor Pemerintahan Desa Mekar Jaya yaitu perangkat desa dan masyarakat serta melalui pengumpulan data dokumen dari instansi terkait. Hasil penelitian ini menunjukan bahwa 1.) Dimensi Tangible (bukti fisik) cukup baik, karena untuk kenyaman tempat, penampilan pegawai kemudahan dalam mengurus berkas. Serta kedisiplinan pegawai tidak memiliki masalah ataupun keluhan dari masyarakat, hanya saja untuk penggunaan fasilitas beberapa pegawai belum bisa menggunakannya dengan baik. 2.) Dimensi Reliability (Kehandalan) menunjukan kualitas pelayanan masih rendah, karena hanya kecermatan pegawai yang di akui dan dirasakan masyarakat sangat baik serta SOP yang digunakan. 3.) Dimensi Responsiveness (ketanggapan) menunjukkan kualitas pelayanan pegawai sangat baik, terlihat dari pegawai yang telah merespon semua pengguna layanan dan juga telah memberikan pelayanan dengan cepat, tepat, dan cermat. 4.) Dimensi Assurance (Jaminan) menunjukkan kualitas pelayanan pegawai sangat baik, karena memberikan jaminan tepat waktu, dan jaminan biaya dengan jelas dan baik selama memberikan pelayanan kepada masyarakat. 5.) Dimensi Empathy (Empati) menunjukkan bahwa kualitas pelayanan sangat baik, hal ini disebabkan oleh keramahan pegawai dan tidak adanya diskriminatif dalam pelayanan. Membuktikan bahwa pegawai sangat menghargai semua masyarakat serta pegawai mendahulukan, kepentingan pelanggan (masyarakat) dari pada kepentingan pribadi dan hal ini diakui dan dirasakan oleh masyarakat.Kata kunci : Pemerintah Desa, Standar Pelayanan Administrasi.
Banyuasin regency on 6 Juni 2013, held direct election to choose candidate for regent and vice regent in the period 2013-2018. In this local election an interesting to study because one candidate of regent is a son of the previous regent Amiruddin Inoed. The candidate is Yan Anton Ferdian. In the end Yan Anton Ferdian won on Banyuasin local election. The purpose of this study is to reseach about strategies are applied by Yan anton Ferdian to win local election in Banyuasin 2013. Theories and consepts used in answering research questions using political strategy, theory of the social capital of piere bourdiue and voter behaviour. While the method in this reseach, using qualitatif analytical reseach method using primary data types, with descriptive methodelogy. Os direitos humanos costumam ser manejados sobre um pano de fundo europeu. Condutas são avalizadas a partir de um padrão ético localizado, razão por que uma perspectiva decolonial dos direitos humanos é necessária. Como exemplo, o presente artigo discute a superação da heteronormatividade brasileira enquanto tradição inventada e naturalizada. Afinal, pela análise de nossa história, é possível identificar a imposição de um certo padrão sexual, principalmente em razão do colonialismo. O artigo defende, pois, a desobediência epistêmica proposta pela crítica decolonial e multicultural para garantir uma prática mais inclusiva dos direitos humanos, especialmente os relativos à sexualidade.
