Menurut Hiroko Horikoshi, peran ulama yang paling bernilai dan utama adalah terkait peran tradisionalnya, yakni sebagai penanggung jawab dalam mempertahankan keyakinan (keimanan). Melalui pengajaran ilmu-ilmu agama, ulama melestarikan praktek-praktek ortodoksi keagamaan para penganutnya. Ulama tidak dapat dipisahkan dari agama dan umat. Ibnu Qoyyim al-Jauziyyah menyebutkan bahwa posisi ulama dari sudut sosiologis sebagai pusat dalam hubungan Islam dengan umatnya. Itulah sebabnya, ulama sering menampilkan diri sebagai figur yang menentukan dalam pergumulan umat Islam di panggung sejarah, berhubungan dengan pemerintahan, politik, sosial, budaya dan pendidikan. Pembentukan Muslim dan kelestariannya tidak dapat dilepaskan dari peran ulama. Dalam pada itu, masyarakat Muslim memiliki andil bagi terbentuknya ulama secara berkesinambungan.
Persoalan antara laki-laki dan perempuan sangat ramai diperbincangkan menyangkut hak-hak dasar mereka yang terabaikan, terpinggirkan atau tertindas, oleh sistem yang berlaku di masyarakat. Agama dan budaya terjadi tarik menarik kekuatan besar bagi terciptanya subordinasi dan ketertindasan kaum perempuan. Ketidakadilan gender telah termanifestasi dalam berbagai bentuk seperti marginalisasi perempuan disektor ekonomi, subordinasi keputusan politik, pembentukan stereotype atau pelabelan negatif, kekerasan terhadap perempuan, distribusi beban kerja yang tidak adil, serta minimnya sosialisasi ideologi nilai peran gender. Melihat persoalam di atas, kaum feminis tergugah hatinya untuk mencetuskan piranti keislaman berperspektif keadilan gender untuk mendekontruksi teks-teks keagamaan dalam usaha mewujudkan keadilan dan kesetaraan gender dalam Islam. Kaum feminis Islam mencoba melihat kembali penafsiran terhadap ayat al Qur'an dan al-Hadis yang memiliki bias gender sehingga tidak terjadi pemahaman yang keliru.
The concept of Industry 4.0 is one of the topics discussed a lot for researchers and academic practitioners. This article presents and discusses the opportunities and challenges of Revolution Industry 4.0 in governance in Indonesia. The era of Industrial Revolution 4.0 brought the consequence of increasing demands for accountability and transparency of government organizations and high and fast responsiveness, this brought about a change in the organizational design paradigm. Therefore, government organizations must carry out major reforms to be able to successfully carry out their duties and functions in the current era of the Industrial Revolution 4.0. The 4.0 industrial revolution not only brings great benefits but also challenges.
Penelitian ini berawal dari mencuatnya pemberitaan mengenai Setya Novanto di tiga media yaitu Metro TV, TV One, dan Kompas TV yang mana media tersebut memberi pemberitaan yang saling bertolak belakang dan masing-masing menggiring opini pemirsanya untuk mengikuti arah pikiran pemberitaannya. Tujuan dari penelitian ini adalah untuk mengetahui sikap dan opini anggota DPRD Kabupaten Pinrang tentang pemberitaan politik Setya Novanto dan netralitas dan perimbangan pemberitaan Metro TV, Kompas TV dan TV One. Penelitian ini menggunakan metodologi atau pendekatan deskriptif kualitatif. Lokasi penelitian di Kantor DPRD Kabupaten Pinrang dengan populasi 40 Anggota DPRD Kabupaten Pinrang. Teknik analisis data yang digunakan dalam penelitian ini adalah teknik analisis deskriptif untuk mendeskripsikan sikap dan opini anggota DPRD Kabupaten Pinrang tentang pemberitaan politik Setya Novanto dan netralitas dan perimbangan pemberitaan Metro TV, Kompas TV dan TV One. Hasil dari penelitian ini menunjukkan bahwa mayoritas 40 orang anggota DPRD Kabupaten Pinrang menganggap bahwa Metro TV dan TV One memang memihak dan membuat pemberitaan yang tidak berimbang. Hanya Kompas TV yang dianggap netral karena kebetulan pemiliknya bukan orang partai. Mayoritas anggota DPRD Kabupaten Pinrang beropini bahwa media berusaha menciptakan agenda setting dalam setiap pemberitaannya terutama dalam Metro TV, TV One, dan hanya Kompas TV yang cenderung lebih berimbang dalam pemberitaannya. Netralitas dan Perimbangan media menurut anggota DPRD Kabupaten Pinrang tidak pernah terjadi, itu hanya suatu tataran ideal yang hendak dicapai. Media saat ini sudah menjadi konglomerasi dan industrialisasi jadi mustahil untuk mengatakan kalau tidak ada konflik kepentingan yang bermain di sana, seharusnya Media menjadi sumber informasi yang independen bagi masyarakat.
Abstrak: Penelitian tentang madrasah diniyah telah banyak dilakukan oleh para ahli, namun dari sekian penelitian itu masih parsial, yakni penelitian yang hanya menurut satu perspektif. Oleh karena itu, penelitian ini mencoba melihat madrasah diniyah menurut beberapa perspektif, antara lain: perspektif ideologis filosofis, historis, politik, manajemen, dan metodologis. Penelitian tentang madrasah diniyah multi perspektif ini bertujuan untuk menegaskan bahwa madrasah diniyah sebagai lembaga pendidikan dapat dilihat menurut berbagai perspektif yang sejalan dengan perkembangan dunia ilmu (scientific view). Penelitian ini diperoleh hasil antara lain: (1) penyelenggaraan pendidikan madrasah diniyah sebagai lembaga pendidikan Islam memiliki landasan ideologis filosofis yang bersumber dari al-Qur'an dan Hadits; (2) madrasah diniyah memiliki akar sejarahnya sendiri yang sejalan dengan sejarah Islam dan muslim di Indonesia; (3) madrasah diniyah memiliki posisi strategis secara politik; (4) untuk meningkatkan kualitas, secara manajemen madrasah diniyah perlu mendapatkan perhatian yang serius dari stakeholders pendidikan agar madrasah diniyah semakin fungsional bagi bangsa negara; dan (5) peningkatan sumber daya manusia madrasah diniyah sangat dibutuhkan guna meningkatkan mutu pendidikan madrasah diniyah utamanya dalam pembelajaran sehingga terlaksana pembelajaran yang kontekstual. Kata Kunci: Madrasah Diniyah Abstract: Research on madrasah diniyah has been done by many experts, but the research is still partial, ie research which only according to one perspective. Therefore, this research tries to look at madrasah diniyah according to several perspectives, among others: philosophical, historical, political, management, and methodological perspective. Multi perspective research on madrasah diniyah aims to emphasize that madrasah diniyah as an educational institution can be seen according to various perspectives that are in line with the development of science world (scientific view). This study obtained results include: (1) the implementation of madrasah diniyah as an Islamic educational institution has a philosophical ideological foundation derived from the Qur'an and Hadith; (2) madrasah diniyah has its own historical roots in line with the history of Islam and Muslims in Indonesia; (3) madrasah diniyah has a strategic political position; (4) to improve the quality, madrasah diniyah management needs to get serious attention from education stakeholders to make madrasah diniyah more functional for nation state; and (5) the improvement of human resources of madrasah diniyah is needed to improve the quality of madrasah diniyah education especially in learning so that the contextual learning is done. The existency of pesantren with all its variations is still needed in order to continue the struggle of Indonesian Muslim scholars who have pioneered the pesantren. Pesantren struggle not only in da'wah tarbawiyyah, but also in other fields in the life of nation and state, to da'wah siya>siyyah (political). Pesantrens are generating moderate Muslims that are urgently needed in the development of the nation and the country in the future, and pesantren equip their generation with strong competence and ethics based on Islam. The relationship between pesantren, moderate Islam, and political ethics is clearly visible from an educational perspective. Pesantren with its various educational and teaching models resulted in output generations of moderate Muslims, who uphold ethical values, which will accelerate the nation-wide development process in various sectors. Mojokerto municipal government issued Mayor regulation No. 23 of 2011 on certification of basic religious proficiency (KDK). With the existence of this Mayor's regulation, her hope in the future so that religious life in Mojokerto city will be more advanced and qualified. The focus of this research are: 1) What components are in Basic Religious Essentials ?, 2) How is the implementation of Mojokerto Mayor's Policies number 23 of 2011 on Certification of Basic Religious Vocabulary ?, 3) How is the uniqueness of developing religious ability of learners based on Basic Religious Essentials ?, 4) How is the model of developing the religious ability of learners based on Basic Religious Abilities ?. This research type is qualitative descriptive, to get data, researcher use method of interview, observation and documentation. The data analysis technique used is the theory presented by Miles and Hubberman that is data reduction, data presentation and conclusion. The results of this study are: 1). Component of KDK refers Mojokerto Mayor Regulation Number 23 of 2011 on the granting of KDK certification for elementary school / Madrasah Ibtidaiyah students; 2). Implementation of the Policy on Basic Religious Abilities through the stages: a). Planning; b). Implementation. c). evaluation. 3). The uniqueness of developing the religious ability of learners based on the basic religious skills are: a). The existence of a new and unique regional regulation unlike in general, b). The existence of the application of KDK certificate as one of the requirements for registration of school examination for 6th grade students of SD / MI. c). The existence of the application of KDK certificate as a condition to enter SMP shade Mojokerto Municipal Government. d). The existence of cooperation between formal education institutions SD / MI with non-formal religious education institute Taman Pendidikan Al Qur'an (TPQ) in evaluation of policy implementation and making of KDK certificate. 4). By taking the data and conduct interviews with the father sat reskrim who handle this case as well the authors also conducted a literature and legislation relating to matters that are discussed in this thesis.The results showed that the background which led to the theft at the time of the fire disaster is caused by several factors, including the economic factors, high levels of unemployment, lack of education a person, as well as environmental factors. And as for the efforts made by the police in tackling criminal offense at the time of the fire disaster that is the way of preventive, curative, and guidance for the public. Suggestions in this study is the police should be more active and people are encouraged to be vigilant to keep belongings from the culprit and do not easily believe with the help of other people who want to help.
Abstrak:Penelitian ini merupakan penelitian literatur yang memiliki fokus kajian tentang kebijakan pemerintah orde lama dalam penyelenggaraan pendidikan Islam. Kebijakan pemerintah orde lama dalam penyelenggaraan pendidikan Islam dapat ditelusuri melalui lahirnya beberapa regulasi tentang pelaksanaan pendidikan nasional maupun yang secara spesifik mencakup pendidikan Islam. The analysis method used is qualitative analysis is a method to examine the quality of object and then translated at sentences so obtained discussion or exposure to systematic and understand-able. The results of this study were (1) Focus control the election of members of DPR, DPD and DPRD is to oversee all stages of election include the start of updating data, campaigns, polling and counting results up to the deter-mination of elected candidates. (2) Effective oversight would create election honest, fair and democratic, and can maintain the neutrality and integrity inside election.
Character education in Indonesia has become a necessity that can not be negotiable. Various cases of crime and moral deviations become evident that the character of most citizens already at alarming stage. Therefore, since the beginning, national education is not only aimed at generating human intelligent and skilled, but also of noble character. This is realized through the introduction of 18 characters excel in school (religious, honest, disciplined, tolerance, and so on). In the Islamic perspective character education paired with akhlak (Islamic ethics) education. Among the important characteristics are: it sourced from the Quran Hadith; Prophet Muhammad as a role model; priority-based methods of mental-spiritual (soul management, habituation, exemplary, and healthy environment); are simultaneous in which three education centers, namely schools, families, and communities should play a role in synergy. The government and the mass media also play a role in supporting the education of character. Pendidikan karakter di Indonesia telah menjadi kebutuhan yang tidak dapat ditawar. Berbagai kasus kejahatan moral dan penyimpangan menjadi jelas bahwa karakter sebagian besar warga sudah pada tahap mengkhawatirkan. Oleh karena itu, sejak awal, pendidikan nasional tidak hanya bertujuan menghasilkan manusia cerdas dan terampil, tetapi juga karakter yang mulia. Hal ini diwujudkan melalui pengenalan 18 karakter berprestasi di sekolah (agama, jujur, disiplin, tolerann, dan sebagainya). Dalam pendidikan karakter perspektif Islam dipasangkan dengan pendidikan akhlak (etika Islam). Di antara karakteristik penting adalah: itu bersumber dari al-Quran Hadis; Nabi Muhammad sebagai panutan; metode berbasis prioritas mental-spiritual (manajemen jiwa, pembiasaan, keteladanan, dan lingkungan yang sehat); yang simultan di mana tiga pusat pendidikan, yaitu sekolah, keluarga, dan masyarakat harus berperan dalam sinergi. Pemerintah dan media massa juga berperan dalam mendukung pendidikan karakter.
The convergence of the two theories between non-Marxist structuralist conflict theory and Talcott Parsons' functionalism structuralist one contributes to an alternative model of social political theory used as conflict resolution and crime in Indonesia.The mentioned theories could not be optimally applied in terms of political government system in Indonesia.Without the convergence of the two political theories, it is urgent to seek for a particular political theory accommodated the pluralistic society in Indonesian condition. In this scene, the government should construct reconciliation strategy. Reconciliation is present if only the government appreciatively opens a discussion type of initiative in decision making. It leads to accommodate the peaceful type of approach to conflicts.It is urgent, in this regard, to solve the issues of economy, education, welfare, integration, and tribes conflicts. If the government has a good will, it bore to strong possibility in that conflicts and violence could be clearly anticipated in an immediate resolution.
Dewasa ini pendidikan Islam berada dalam era globalisasi, yang ditandai oleh kuatnya tekanan ekonomi dalam kehidupan, tuntutan masyarakat untuk memperoleh perlakuan yang adil dan demokratis, penggunaan teknologi canggih, saling ketergantungan serta kuatnya nilai budaya hedonistik, pragmatis, materialistik, dan sekularistik. Menghadapi keadaan yang demikian itu, dunia pendidikan pada umumunya, dan Pendidikan Islam pada khususnya kini berada dipersimpangan jalan, yakni antara jalan untuk mengikuti tarikan eksternal sebagai pengaruh era globalisasi, dan tarikan internal yang merupakan misi utama pendidikan, yaitu membentuk manusia seutuhnya, manusia yang terbina seluruh potensinya secara seimbang. This study aims to analyze the Accountability of Career Development of State Civil Apparatus in Maybrat Regency. Judging from the aspects of transparency, liability, controllability, responsibility and responsiveness. This research was conducted at the Agency for Personnel and Human Resources Development, Maybrat Regency. The research method used is descriptive qualitative. Data collection techniques using in-depth interviews, observations and documentation studies. While the data analysis techniques used are data condensation, data presentation, verification and drawing conclusions. The results of this study indicate that the Accountability of State Civil Apparatus Career Development in Maybrat Regency in the aspect of Transparency is transparent enough, but in terms of the Liability dimension it has not been fully implemented because there are several obstacles faced by the BKPSDM of Maybrat Regency, and in the Controllability dimension of State Civil Apparatus career development accountability in Maybrat Regency has in accordance with the BKPSDM's main task and responsibility, while in terms of accountability, career development, State Civil Apparatus in Maybrat Regency has followed the applicable rules regarding personnel management, as seen from the BKPSDM, Maybrat Regency, has received an award from BKN, while for the Responsiveness dimension of Accountability of State Civil Apparatus Career Development, Maybrat Regency is seen from the presence of the program includes echelons for DIKLATPIM.
