Menurutnya, pemerintah ini terlalu disibukkan dengan memperbaiki internal Mesir sehingga kurang memperhatikan eskternal. Learning models, if managed properly will produce good academic performance of students. Students are able to answer the challenges faced today and in the future. the latest research tried to make the learning model integrated by Islamic values ??in order to minimize the scientific dichotomy in the learning process. This paper aims to describe how Learning Model Introduction, Connection, Application, Reflection and Extension in the perspective of Islamic Studies. From the discussion concluded: 1) in Islam there are two sources of divine and human learning. Divine learning resources occur directly from God such as wahy (revelation), inspiration (inspiration), and ru'ya sadiqah (true dreams), while human learning resources learn from human experience through conditioning, observation, cognition, etc. and even Models ICARE is not contradicted in Islam. 2) Introduction (???????): Every first and foremost Islamic learning is monotheism or spiritual; Connection (???): teaches the fundamental relationship between the physical and spiritual realms of the human person and the wider world begins to parse theoretical perspectives; Apply (?????): Islam is a religion of real action and not just contemplation, its mission is basically related to human affairs - social, political, economic, military and religious; Reflection (??????): Reflection of education is the progress of science in the context of Islamic education the integration of science with religion; Extend (?????): development or extension in this context has been developed with the old pesantren tradition, namely bandongan, sorongan, and watonan which indicates that memorization "is not intended as rote learning that does not make sense" but "strengthened with intelligence and understanding" .
Abstrak Kecamatan Seulimeum merupakan kecamatan yang mempunyai tingkat kerusakan jalan yang paling berat diantara kecamatan lainnya yang ada di Kabupaten Aceh Besar. Jalan kabupaten di Kecamatan Seulimeum terdapat sebanyak 23 ruas dengan kondisi rusak berat sepanjang 69,50 km (50,44%) dari 137,80 km. Mengingat Pemerintah Kabupaten Aceh Besar mempunyai keterbatasan anggaran pada sektor jalan, maka penanganan jalan di Kecamatan Seulimeum perlu dicarikan prioritas penanganan. Penelitian ini bertujuan untuk menganalisis kriteria yang dominan perlu dipertimbangkan dalam penanganan jalan dan menganalisis urutan prioritas penanganan jalan di Kecamatan Seulimeum. Penelitian ini menggunakan pendekatan metode kuantitatif melalui kuesioner. Teknik sampling yang digunakan adalah purposive sampling yaitu pengambilan sampel dengan pertimbangan yang didasarkan pada pihak pemangku kepentingan dan pengambil kebijakan (stakeholders) bidang jalan. Responden ditetapkan sebanyak 5 stakeholders yaitu Kepala Bidang Bina Marga Dinas Pekerjaan Umum dan Penataan Ruang (PUPR) Kabupaten Aceh Besar, Kepala Bidang Program Pembangunan Daerah Badan Perencanaan Pembangunan Daerah (Bappeda) Kabupaten Aceh Besar, Anggota Komisi IV Bidang Pembangunan Dewan Perwakilan Rakyat Kabupaten (DPRK) Aceh Besar, Camat Seulimeum, dan akademisi. Kriteria penanganan jalan yang ditinjau adalah kondisi jalan, tata guna lahan, aksesibilitas, kependudukan, fasilitas sosial, fasilitas pemerintahan, dan sarana perekonomian. Teknik analisis data digunakan Analisis Multi Kriteria (AMK). Hasil penelitian meunjukkan bahwa kriteria yang dominan perlu dipertimbangkan dalam penanganan jalan adalah kriteria kondisi jalan dengan nilai bobot kriteria rata-rata sebesar 0,323. Prioritas penanganan jalan adalah alternatif Jalan Seulimeum-Lamteuba sebagai prioritas 1 dengan kinerja alternatif sebesar 4,095, alternatif Jalan Entee Gajah-Lhieb sebagai prioritas 2 dengan kinerja alternatif sebesar 3,715, dan alternatif Jalan Lamteuba-Lamteuba Droe sebagai prioritas 3 dengan kinerja alternatif sebesar 3,619. There are 23 regency roads in Seulimeum District with severely damaged conditions along 69.50 km (50.44%) of 137.80 km. Considering that the Aceh Besar District Government has a limited budget in the road sector, the handling of roads in Seulimeum District needs to be looked for priority handling. This study aims to analyze the dominant criteria that need to be considered in road handling and to analyze the priority order of road handling in Seulimeum District. This study uses a quantitative method approach through a questionnaire. The sampling technique used was purposive sampling, namely sampling with considerations based on the stakeholders and road sector stakeholders. The number of respondents was assigned as many as 5 stakeholders, namely the Head of Bina Marga Division of the Public Works and Spatial Planning (PUPR) of Aceh Besar District, Head of the Regional Development Program Division of the Regional Development Planning Agency (Bappeda) Aceh Besar District, Members of Commission IV for the Development Sector of the District People's Representative Council (DPRK) Aceh Besar, Head of Seulimeum sub-district, and academics. The road handling criteria reviewed are road conditions, land use, accessibility, population, social facilities, government facilities and economic facilities. The data analysis technique used Multi Criteria Analysis (MCA). The results showed that the dominant criterion that needs to be considered in road handling is the criteria for road conditions with an average criterion weight value of 0.323. The road handling priority is the Seulimeum - Lamteuba road alternative as priority 1 with an alternative performance of 4.095, the Entee Gajah - Lhieb road alternative as priority 2 with an alternative performance of 3.715, and the alternative Jalan Lamteuba - Lamteuba Droe as priority 3 with an alternative performance of 3.619. The Johan Pahlawan subdistrict is one of the subdistricts in West Aceh. This subdistrict is the center of all community activities compared to the sub-districts in West Aceh Regency. This is because there are many government offices, schools, and trade centers. So that community activities tend to move to this sub-district. The modeling of trip generation has been performed by individuals in one area that will be needed to know by studying a variety of relationships between the characters of movements and the environment of land use. This research aimed at achieving the modeling movements of generation based on activities in the housing of Caritas, Islamic Relief, and IOM in the subdistrict of Johan Pahlawan in West Aceh Regency by identifying the factors which have influenced the occurrence of movements to the workplace by dwellers of housing. The data were collected by surveys, questionnaires. In this study, there are five types of activity, two as main activity and three as an additional activity. they are obtained is school activity (mandatory), work activity (mandatory), the shuttle of children activity (maintenance), shuttle household affairs activity (maintenance), and social activity (maintenance). Based on the results of running from several variables there are 5 variables that meet the criteria of the model, the variables are a number of family members (X1), family income (X2), age (X8), travel distance (X10) and gender (X11). The best models are: Work Activity (Y1) = 0.988 + 0.169 X1 + 0.582 X2, School Activity (Y2) = 1.684 + 0.865 X2 + 0.387 X8, Social Activity (Y3) = 0.885 + 0.564 X2 + 0.334 X10, Shuttle of Children Activity (Y4) = 1.028 + 0.902 X8 + 0.557 X11 and Shuttle Household Affairs Activity (Y5) = 2.367 + 0.931 X1 + 0.858 X2.
The policy of Nagan Raya District Government to develop the Lamie - Kuala Tuha provincial road section aims to shorten travel time, reduce high mobility, facilitate travel, and support the movement of the plantation and agricultural sectors. This study aims to determine the magnitude of the benefits obtained from the producer surplus aspect in the plantation sector, agricultural sector and livestock sector and to evaluate economic feasibility based on Benefit Cost Ratio (BCR), Net Present Value (NPV), and Internal Rate of Return (IRR) . This research was conducted by collecting data related to the budget, wages, the Nagan Raya Regency Spatial Planning Book, the area of land and the production of the agricultural sector, the area of land and production of the plantation sector, and the amount and price of cattle. Data is processed by producer surplus method in the transportation economy, namely evaluating economic feasibility with BCR, NPV, IRR indicators. The results of this study indicate that the construction of the Lamie - Kuala Tuha Road in the 24th (twenty four) year or the 20th (twenty) year since the road was opened has met economic feasibility standards at a discount rate of 10, 12 and 15 percent with a value BCR 1.85, 1.54 and 1.15, NPV value of Rp. 64,828,481,000, Rp. 35,422,332,000 and Rp. 8,322,171,000. The IRR value obtained in this study is at the discount rate of 16.44 percent.
Pidie District has a district road length of 1,015 Km and is divided into 445 roads. The lack of funds makes it difficult to determine the priority of handling the road, it is necessary to examine the method of setting road priority in accordance with the needs of the community. The purpose of this study was to obtain criteria weights based on perceptions of importance between criteria using 15 stakeholder respondents and to determine the priority order of handling road infrastructure in Pidie District due to limited funding capacity in Pidie District Government using the Multi Criteria Analysis (AMK) method accessibility, regional development, economic sector development, cost aspects, environmental impact and road damage as the selection criteria. The results of this study are that road damage criteria get the highest weight, which is 0.197, then environmental impact criteria 0.190, economic development criteria 0.184, accessibility criteria for accessibility 0.152, regional development criteria 0.147 and cost aspect criteria 0.130. This can be interpreted that the aspect of road damage is a major consideration in determining the priority of road development in Pidie District but not significant to other criteria. Based on the weighting and scoring of these criteria, a sequence of priorities for road handling in Pidie District is obtained, where Jalan Bangkeh - Leupu is the first priority with a performance value of 4.152
Parking lot is a necessity for vehicles owner who whant their vehicle parking at the place that is easy to reach, one of which is parking on the road. Parking on the road can cause decreased in road capacity, delayed traffic flow, and the use of the road becomes ineffective. High land prices become a problem for urban areas, which indirectly impact on parking arrangements. Off street parking is highly efficient parking applied in a place with high level activity. Road segment of Tgk. Abdullah Ujong Rimba and Tgk. Abu Lam U which located in the center of the old town in taman Sari area, do not have parking on street parking facilities. The existence of green open area (Taman Sari) which is the center of the city and often used for religious, festival, exhibition, local tourists tours, culutural, politics and other activites, are not supported with adequate parking area (off street parking), so the visitors parking in the street (on-street parking). This research is planning parking area needs for parking facility in the form of parking building. From the results of analysis and parking building facility design, which refers to Planning Guideliness and The operation of Parking facilities issued by (Director General of Land Transportation) in 1998, known that the needs of parking space in green open area and offices area (Taman Sari) is 543 unit of parking space ( 348 unit of parking space four-wheeled and195 unit of parking space two-wheeled).the result is 2 Floor Parking building design with 880 unit of parking space (360 unit of parking space four-wheeled and 520 two-wheeled. (337 unit of parking space is Surplus (12 unit of parking space four-wheeled and 325 unit of parking space two-wheeled).
The limited funding of the Aceh Jaya regency government for development, including the construction of road infrastructure and the way in which road construction projects are still inaccurate and the process of budgeting unproportional work package by the Aceh Jaya regency government itself has not been able to fully meet the needs of road development in Aceh Jaya. Therefore, the need for priority scale that can be used as the basis of consideration in the process of development of road infrastructure development program. The purpose of this study is to determine the priority order of several road infrastructure development projects in Aceh Jaya regency by selecting or considering the appropriate criteria and according to development condition in Aceh Jaya regency using Multi Criteria Analysis (MCA) method. The weight of each criterion was calculated based on an assessment of the importance between the criteria obtained by interviewing stakeholders in Aceh Jaya regency government, while the alternative road performance score was obtained by analyzing and calculating the scale of the assessment quantitatively against each criterion based on secondary data obtained from related offices. Selected criteria are accessibility, environmental aspect, area development aspect, social aspect and development cost. Social aspect criteria get the highest weight of 0.279, it can be interpreted that social aspect is the main consideration in determining priority of road development in Aceh Jaya regency, because social aspect see influence of economic growth and social welfare of society from development of road infrastructure. Based on the consideration of these criteria, the order of priority scale of road construction project in Aceh Jaya regency, where road in Calang city, Krueng Sabee sub-district is the first priority with score value 6,72.
The increase in population has impacted on various existing resources particularly in transportation sectors. Motorized transport is one of the noise sources that could cause health problems and further interfere comfort to human. In this case, the noise level needs to be controlled based on the established quality standards as mandated by Ministry of Environment on Decree Number KEP-48 / MENLH / 11/1996 regarding Noise Level Standards. Most of the segments on Manek Roo Road, Sisingamangaraja Road and Gajah Mada Road located in Meulaboh, West Aceh District are roads located in government or private office, education and health buildings. Therefore, this study aimed to determine the noise level due to transportation activities. The study was conducted in the part of the Road and evaluated the buildings in part of Manek Roo Road, Sisingamangaraja Road and Gajah Mada Road located in Meulaboh, such as schools and hospitals to noise level concerning the standard of KEP-48 / MENLH / 11/1996. Data collection conducted in this research consist of primary data and secondary data. Primary data is data obtained directly from the observation such as traffic volume and noise level data while the secondary data obtained from the relevant agencies, and used to support the analysis. The result from the analysis reveals that the noise level due to transportation activities on the part of Road: Manek Roo, Sisingamangaraja, and Gajah Mada in Meulaboh West Aceh at 18 points of measurement is still above the quality standard (greater than 55 dBA). This noise level may disrupt the activities of schools, hospitals, etc. located along the road so that there is a need for such efforts so that the noise level received can be reduced and meet the specified quality standards.
Sabang Island is a prospective tourist destination for generating regional and national income. The city of In terms of the number of lodging and visitor, Sabang is very much changed every year. The number of tourists both Domestic and Foreign has steadily increased since 2011. In 2014 the number of tourists reached 299,881 visitors and in 2015 the number of tourists reached 366,195 visitors. At present, to get to Sabang the visitors must use a boat. Currently, only two boat providers are available. One boat provider is managed by the government (KMP BRR) and another one is by private companies (KM Express Bahari). Each provider has its own services characteristics offered to prospective passengers. Therefore, in this research, we want to know the factors that influence the passenger selection between KMP BRR and KM Express Bahari. The used model is in the form of mathematical transformation which is usually called as Binomial Logit Model. This model using the dependent variable (y) is the provider name and the variable (x) of 6 variables, namely: (x2) Age, (x3) Occupation, (x5) Income, (x6), Reason for Selection Mode, and (x8) Schedule Selected. The results are presented and discussed in this paper.
Abstract : Mass Public Transportation System could be an alternative policy in solving the problem of congestion in the city of Banda Aceh. Given the problems such as congestion and uncontrolled number of private transport is supported by the lack of a secondary network that serves as a divider traffic flow or collector (collector) the movement of vehicles began to appear. The government the city of Banda Aceh has provide Bus Rapid Transit (BRT) with the name "Trans Koetaradja" Banda Aceh in order to be a good solution to overcome congestion in Banda Aceh in the long-term policy. The purpose of this research is to know the characteristics of the respondents to the workers and students as users of public transport the city of Banda Aceh, establish a scenario quality of Service Bus Rapid Transit transport is planned to serve passengers, workers and students examine the response of workers and students as prospective passengers transport provision plan against Bus Rapid Transit, and recommends a form of Bus Rapid Transit service quality that will be provided. The required primary data consist of data characteristics prospective passengers and the data quality of service scenario. The results showed that the results of the analysis to the respondent workers maight certainly go up 10% and 90% is definitely ride and based on the results of the analysis of student respondents might certainly go up 4% and 96% certain ride. Both the respondent's workers and students will definitely switch to using Trans Kutaraja city of Banda Aceh and the respondent's workers and students have the same quality of service factors in choosing the form: cheap rates orders of magnitude , the comfort is good, and a sense of security when I travel by using BRT with BRT schedule the right time.Abstrak: Sistem Angkutan Umum Massal (SAUM) dapat menjadi salah satu alternatif suatu kebijakan dalam menyelesaikan masalah kemacetan di Kota Banda Aceh. Mengingat permasalahan seperti kemacetan dan tidak terkendalinya jumlah angkutan pribadi yang didukung oleh kurangnya jaringan sekunder yang berfungsi sebagai pembagi arus lalu-lintas atau pengumpul (kolektor) pergerakan kendaraan mulai bermunculan. Pemerintah Kota Banda Aceh telah mewacanakan Bus Rapid Transit (BRT) dengan nama "Trans Koetaradja" Kota Banda Aceh agar dapat menjadi solusi dalam mengatasi kemacetan di Kota Banda Aceh dalam kebijakan jangka panjang. Tujuan penelitian ini adalah untuk mengetahui karakteristik dari responden pekerja dan pelajar selaku pengguna angkutan umum di Kota Banda Aceh, membentuk suatu skenario kualitas pelayanan angkutan Bus Rapid Transit yang direncanakan untuk melayani penumpang pekerja dan pelajar, mengkaji respon pekerja dan pelajar sebagai calon penumpang terhadap rencana penyediaan pelayanan angkutan Bus Rapid Transit, dan merekomendasikan bentuk kualitas pelayanan Bus Rapid Transit yang akan disediakan. Data primer yang diperlukan terdiri dari data karakteristik calon penumpang dan data skenario kualitas pelayanan. Hasil penelitian menunjukkan bahwa hasil analisa untuk responden pekerja 10% mungkin pasti naik dan 90% pasti naik dan berdasarkan hasil analisa responden pelajar 4 % mungkin pasti naik dan 96% pasti naik. Baik responden pekerja dan pelajar pasti akan beralih menggunakan Bus Trans Kutaraja Kota Banda Aceh dan responden pekerja dan pelajar memiliki kesamaan dalam memilih faktor kualitas pelayanan berupa: tingkat besaran tarif yang murah, kenyaman yang baik, dan rasa aman saat melakukan perjalanan dengan menggunakan BRT dengan jadwal BRT yang tepat waktu.
Abstract: Transportation system serves to enhance the mobility of population and support economic growth in the region. The important role of transportation in providing the access for communities, it is necessary to study the transportation needs based on various criteria attached as well as alternative modes as the most appropriate by distance and easiness in reaching the destination. Although Jantho is the Capital of Aceh Besar District, which about 58 km from Banda Aceh, the workers of Jantho are preferred to live in Banda Aceh including employee of regional government. The objective of this study is to determine the perception of respondents, which is Jantho government employee, in transportation mode selection and factors influence respondent's priorities in transportation mode selection. Questionnaire survey methods is used in this study and data will be processed and analyzed using the Analytic Hierarchy Process Methods (AHP) so it can determine the selected factors of each mode. The results showed that the factors influenced in mode selection to work are safety, comfort and travel time. For global mode selection, respondents would chose private car as a mode for work trips and followed by bus. Although the cost takes last ranks on the respondents priority, but the tendency to choose public transport as a means for work trip is high. Bus becomes superior in terms of safety and cost, also safety is essential for traveling in high-speed traffic in addition to other advantages in terms of cost.Abstrak: Sistem transportasi berfungsi untuk meningkatkan mobilitas penduduk serta mendukung pertumbuhan ekonomi pada suatu daerah. Pentingnya peranan transportasi dalam menyediakan akses bagi masyarakat, maka perlu dikaji kebutuhan transportasi jika ditinjau berdasarkan berbagai kriteria yang menyertainya serta alternatif moda apakah yang paling tepat berdasarkan jarak dan kemudahan untuk mencapai tujuan. Kota Jantho merupakan pusat pemerintahan Kabupaten Aceh Besar yang berjarak sekitar 58 KM dari Kota Banda Aceh. Walaupun merupakan ibu kota kabupaten, tetapi para pekerja di Kota Jantho lebih memilih untuk berdomisili di Kota Banda Aceh tanpa terkecuali para Pegawai Negeri Sipil Daerah. Tujuan dari penelitian ini adalah untuk mengetahui persepsi responden, yaitu Pegawai Negeri Sipil kota Jantho dalam pemilihan moda menuju tempat kerja dan untuk mengetahui faktor-faktor apa saja yang mempengaruhi prioritas responden dalam hal pemilihan moda. Penelitian ini menggunakan metode survei kuesioner, data akan diolah dan dianalisis dengan menggunakan metode Analytic Hierarchy Process (AHP) untuk mencari faktor terpilih dari masing-masing moda. Hasil penelitian menunjukkan bahwa faktor yang mempengaruhi pemilihan moda menuju tempat kerja adalah keamanan, kenyamanan dan waktu tempuh. Untuk pemilihan moda global, responden memilih mobil sebagai moda favorit untuk perjalanan kerja diikuti oleh bus kantor. Walaupun biaya menempati urutan terakhir dari prioritas responden, tetapi kecenderungan untuk memilih angkutan kantor sebagai sarana untuk perjalanan kerja termasuk tinggi. Bus kantor unggul dalam hal keamanan dan biaya, keamanan menjadi hal penting untuk perjalanan dengan lalu lintas berkecepatan tinggi disamping keunggulan lain dalam hal biaya.
Abstract: Surabaya intersection is one of the intersections with traffic levels are quite large. The poor condition of the intersection marked by the performance value on the circumstances existing at the level of service is very bad. On this basis, the government will build a flyover along the 900 meters. The purpose of this study is to see how big the cost savings of time and vehicle operating costs after the flyover and the extent of its economic feasibility. The method used to calculate the economic feasibility is a Cost Benefit Analysis (BCA). As for calculating the Vehicle Operating Cost (VOC) used a model developed by Pacific Consultants International (PCI). Based on the results of economic evaluation of the flyover in the 25th (2040) already meet the standards of the economic feasibility with a discount rate of 15% obtained BCR value = 1.23, NPV = Rp41.031.699.871 and at a discount rate of 18% obtained value BCR = 0.96, NPV = Rp-6.502.646.207 while the IRR obtained at a discount rate of 17.5%. While the amount of savings BOK if passing a flyover of Rp1.883 / vehicles for passenger cars, Rp6.041 / vehicles to buses and Rp5.158 / vehicles to trucks. Saving time value if passing a flyover of Rp3.998 / vehicles for passenger cars, Rp39.675 / vehicles to buses and Rp4.134 / vehicles to trucks.Keywords: Vehicle Operating Cost, value of time, flyovers, economic feasibility, Surabaya intersection.Abstrak: Simpang Surabaya merupakan salah satu persimpangan dengan tingkat kepadatan lalu lintas yang cukup besar. Buruknya kondisi tersebut ditandai dengan nilai kinerja simpang pada keadaan eksisting berada pada tingkat pelayanan sangat buruk. Atas dasar ini maka pemerintah akan membangun flyover sepanjang 900 meter. Tujuan penelitian ini adalah untuk melihat seberapa besar penghematan biaya waktu dan biaya operasional kendaraan setelah pembangunan flyover dan sejauh mana kelayakan ekonominya. Metode yang digunakan untuk menghitung kelayakan ekonomi adalah Benefit Cost Analysis (BCA). Sementara untuk menghitung Biaya Operasi Kendaraan (BOK) digunakan model yang dikembangkan oleh Pacific Consultan Internationnal (PCI). Berdasarkan hasil penelitian evaluasi ekonomi terhadap pembangunan flyover pada tahun ke- 25 (tahun 2040) sudah memenuhi standar kelayakan ekonomi dengan discount rate 15% didapat nilai BCR=1,23, NPV=Rp41.031.699.871 dan pada discount rate 18% didapat nilai BCR=0,96, NPV=Rp-6.502.646.207 sementara nilai IRR diperoleh pada discount rate 17,5%. Sedangkan besaran penghematan BOK jika melewati flyover sebesar Rp1.883/kendaraan untuk mobil penumpang, Rp6.041/kendaraan untuk bus dan Rp5.158/kendaraan untuk truk. Penghematan nilai waktu jika melewati flyover sebesar Rp3.998/kendaraan untuk mobil penumpang, Rp39.675/kendaraan untuk bus dan Rp4.134/kendaraan untuk truk.Kata kunci : BOK, nilai waktu, flyover, kelayakan ekonomi, simpang surabaya.
The construction of medium and infrastructure of transportation has to be followed by the population growth. The trend to divide a regency / city into new separate one was perceived from the theorem of public welfare. This perception generates a big problem throughout Indonesia. Central Bureau of Statistics (2015) stated that the most populous city after Banda Aceh and Lhokseumawe is Langsa. Population of the city increased after the expansion in Langsa in term of motor vehicle. The congestion emerges at the peak hours, between 7.30 to 8.30 AM, 12.30 to 1.30 PM and 3.30 to 4.30 PM IWST. To anticipate this problem, the government of Langsa city in 2015 constructed a new road in the northern area, when the eastern area is not as effective since the width of the road is varied and it needs substantial cost for the construction. On the other hand, the existing road (national road) aquire longer travel time to access the office, education and shopping centre. Therefore, author was interested to observe these 3 (three) road, which generate a result stating that the time required to travel in the existing road is 1.15 hours and 0.03 hours in the alternative road for each one-way travel. The aimof this research is to analyze the benefit for road users by applying consumer surplus method and the public perception in terms of economy based on the Vehicle Operating Cost (VOC), saving of travel time and economic feasibility study based on Benefit Cost Ratio (BCR), Net Persen Value (NPV), Economy Internal Rate Return (EIRR) and sensitivity analysis.
Abstract: Road infrastructure plays an important role as land transportation in Aceh. The transport mobility in Aceh province west coast highway kept increase every year. So that, the construction of the road had got load (traffic volume and axle load) increased every time. The addition of traffic load caused the level of damage to the road construction was increasing. Early damage can happen immediately, if the load exceeded the standard load plan. So that needed to be examined to the weight of the vehicle on the construction of theAceh province west coast highway by using Weigh In Motion (WIM). The goal is to identify the actual condition of the vehicle burden on the construction of roads (traffic volume and axle load) which occurred on roads Bts. Kota Banda Aceh-Aceh Barat and to reviewgovernment policy to the road maintenance management and to instruct management of road infrastructure maintenance. This studywas located at Simpang Rima point. The research method was descriptive- analysis, Weigh In Motion was used as the primary means of data collection. The data measured by WIM, including the data types of vehicles, speed, vehicle length, weight and configuration of the vehicle wheelbase. The data was analyzed to obtain the value of Destroyer Road factor (Vehicle Damage Factor - VDF) of each type of vehicle. From the results of flattenering during the measurement of axis load it was obtained the average of Equivalent Standard Axles (ESA) factor of each type of vehicle for each road was being reviewed. Results of this study are indicative of the occurrence of overloading the vehicle 2-axis and 3-axis truck type. It indicated that the direction of road maintenance was appropriate with the direction of government policy. The Value of International Roughness Index (IRI) are in the good category is between 4- 8, precisely 5.03. While the value of Surface Distress Index (SDI) was less than 50 m / km.Abstrak: Infrastruktur jalan memegang peranan penting sebagai prasarana transportasi darat di Aceh. Mobilitas arus transportasi lintas Barat Provinsi Aceh terus meningkat tiap tahunnya. Sehingga konstruksi jalan dari waktu ke waktu mengalami pembebanan (volume lalulintas dan beban sumbu) yang terus meningkat. Penambahan beban lalulintas mengakibatkan tingkat kerusakan terhadap konstruksi jalan semakin meningkat. Kerusakan dini dengan segera dapat terjadi, apabila beban lalulintas melebihi beban standar rencana. Sehingga perlu dilakukan kajian terhadap beban kendaraan pada konstruksi jalan lintas Barat Provinsi Aceh menggunakan Weigh In Motion(WIM). Tujuannya untuk mengidentifikasi kondisi aktual beban kendaraan pada konstruksi jalan (volume lalulintas dan beban sumbu) yang terjadi pada ruas jalan Bts. Kota Banda Aceh-Aceh Barat dan mengkaji kebijakan pemerintah terhadap manajemen pemeliaraan jalan serta mengarahkan manajemen pemeliharaan infrastruktur jalan. Penelitian iniberlokasi pada ruas jalan titik Simpang Rima. Metode penelitian adalah analisis deskriptif, Weigh In Motion digunakan sebagai alat pengumpulan data primer. Data yang diukur oleh WIM antara lain data jenis kendaraan, kecepatan, panjang kendaraan, konfigurasi berat dan jarak sumbu kendaraan. Data yang diperoleh kemudian dianalisis untuk memperoleh nilai Faktor Perusak Jalan (Vehicle Damage Factor – VDF) dari tiap jenis kendaraan. Dari hasil perataan selama pengukuran beban sumbu diperoleh faktor Equivalent Standard Axle (ESA) rata-rata dari setiap jenis kendaraan untuk masing-masing ruas jalan yang ditinjau. Hasil penelitian ini adalah indikasi terjadinya overloading pada kendaraan jenis truk 2 sumbu dan 3 sumbu.Hal ini mengindikasikan bahwa arahan pemeliharaan jalanadalah pemeliharaan rutin telah sesuai dengan arahan kebijakan pemerintah. Nilai International Roughness Index (IRI) berada pada kategori baik yaitu antara 4-8, tepatnya dengan nilai 5,03. Sedangkan nilai Surface Distress Index (SDI) lebih kurang dari 50 m/km.
