Investigating the role played by religious actors in sociopolitical issues as a manifestation of the invisible politics of religion, this book concentrates on the social economy, support to migrants, the fight against social exclusion and pacifist campaigns, where religious actors have played discreet but structuring roles. In the European context, politico-religious matters have been reduced in two ways: first, a reduction of identity with religion being transformed into a heritage in the form of a minimal sense of belonging; and second, the media focus on the most fundamentalist currents within all religions. This book responds by proposing an alternative perspective with a focus on Southern European Catholicism and a comparison between Italian, Spanish and French subnational territories. In a period of polarized relations between religion and politics, there is a Catholic action repertoire which avoids this binary confrontation and which, in contrast, is characterized by its mediating dimension. The Catholic mediation repertoire receives little publicity and is expressed in a discreet but structuring way to address different public problems. An important contribution to the literature, this book will interest scholars and upper-level students working on religion and politics, mediation and peace studies, local policy making and comparative approaches to Southern European society and politics.

Le conflit basque a constitué l'un des derniers conflits ethno-nationalistes violents d'Europe de l'Ouest, avant l'arrêt définitif des opérations armées (2011), le désarmement (2017) puis l'auto-dissolution (2018) de l'eta(Euskadi ta Askatasuna). Parmi les acteurs de la résolution de ce conflit, le rôle joué par certains secteurs de l'Église catholique, pourtant très actifs depuis la transition démocratique espagnole, a longtemps été minoré. Cette médiation s'est exercée tant sur le plan de la promotion sociale de la paix que sur celui de l'intermédiation directe avec les parties polarisées. En retour, le conflit a travaillé les clivages internes de l'institution catholique avec au moins trois visions normatives (légaliste, alternative, délibérative) du traitement du fait nationaliste en régime démocratique. Afin de surmonter les divisions de l'Église locale et dans une stratégie de transnationalisation des définitions du conflit et de sa résolution, les acteurs politiques ont enfin travaillé à impliquer les institutions centrales du catholicisme.

International audience ; The social and solidarity-based economy (SSE) plays a pivotal role in the territorial processing of public problems, as evidenced by the French Territorial Groupings of Economic Cooperation (TGEC). Far from limiting itself to an addition of corporate legal statuses, the SSE aims here at nurturing the very models of territorial developments. Significantly, the South Aquitaine TGEC, based in Tarnos (Landes) aggregates around twenty SSE bodies, public authorities and for-profit companies within one project of territorial cooperation. Constituting a TGEC consists in a discrete and contained construction and processing of territorial public problems. Nevertheless, public problems are subject to constant political work on the part of stakeholders. This political work aims first at bringing together initially distinct sector-based public problems (youth employment, social and economic development, equilibrium between productive and residential economy, gender equality, creation of economic activity, territorial short circuits, small farming, food) in order to merge them into a shared territorial project. The political work then aims at harmonizing distinct social constructions of public problems, varying according to the territories engaged in the cooperation. These public problems can aggregate on a virtuous manner, but they can also be subject to potential tensions when prioritization is needed. ; L'économie sociale et solidaire (ESS) joue un rôle central dans l'inscription territoriale des problèmes publics, comme en témoigne en France le cas des pôles territoriaux de coopération économique (PTCE). International audience ; The Basque conflict was one of the last ethnonationalist violent struggles in Western Europe, until the self-dissolution in 2018 of ETA (Euskadi ta Askatasuna, Basque Country and Freedom). The role played by some sectors of the Roman Catholic Church in the mediation efforts leading to this positive outcome has long been underestimated, as has the internal pluralism of the Church in this regard. This article specifically examines the transnational dimension of this mediation, including its symbolic aspect. The call to involve the Catholic institution transnationally was not limited to the tangible outcomes of mediation. The mere fact of involving transnational religious and non-religious actors represented a symbolic gain for the parties in the conflict struggling to impose their definitions of peace. Transnational mediation conveyed in itself explicit or implicit comparisons with other ethnonationalist conflicts, a comparison that constituted political resources for or, conversely, unacceptable constraints upon the actors involved.

L'approche en termes de régime territorial, appliquée à l'ESS, propose de porter un triple regard sur les mobilisations économiques : (a) la construction socio-historique des dispositions territoriales à coopérer ; (b) l'articulation de l'ESS aux régulations économiques et politiques du territoire ; (c) le rôle de l'ESS dans la construction des problèmes publics territoriaux. La communication revient sur cette troisième dimension à l'aide d'une étude de cas consacrée au Pôle territorial de coopération économique (PTCE) Sud Aquitaine. Les PTCE, consacrés par la loi ESS de 2014, constituent une forme innovante de polarisation territoriale de l'ESS. Loin de se limiter à une addition de statuts entrepreneuriaux, l'ESS ambitionne ici de nourrir les modèles de développement territorial. A ce titre, le PTCE Sud Aquitaine, basé à Tarnos (Landes) constitue une expérience associant une vingtaine de structures de l'ESS, collectivités et acteurs privés marchands dans une démarche de coopération territoriale. La communication se penchera sur le travail politique effectué par les acteurs du PTCE autour de la construction des problèmes publics territoriaux : transition écologique, articulation du développement social et économique, équilibre entre économie productive et économie résidentielle, égalité entre les femmes et les hommes, création d'activités, circuits courts territoriaux, agriculture paysanne et alimentation. L'on s'interrogera de même sur les concurrences possibles dans la hiérarchisation des problèmes publics dans un contexte de recomposition des gouvernances territoriales.

Parmi les acteurs du « marché » de la résolution de ce conflit, le rôle joué par certains secteurs de l'Eglise catholique a longtemps été minoré par les observateurs. Or, et ce depuis la transition démocratique, bon nombre d'initiatives en matière de médiation pacifiste ont émané de personnalités et de mouvements liés à la sphère catholique. Cette médiation s'est exercée à la fois sur le plan de la médiation généraliste, renvoyant à la promotion sociale de la paix et du dialogue, et sur le plan de l'intermédiation directe entre les parties les plus polarisées du conflit). En retour, le conflit nationalitaire a lui-même travaillé les clivages internes d'une institution catholique avec qui les nationalismes basques entretiennent des relations historiquement anciennes et complexes. Au-delà des valeurs généralistes affichées par l'ensemble des acteurs religieux (paix, réconciliation, vivre-ensemble), des écarts significatifs apparaissent au sein même du champ religieux. Ces différences concernent fondamentalement les conceptions de la démocratie politique. Derrière les nuances des positionnements des acteurs religieux sur la paix se dessinent en creux autant de conceptions normatives distinctes (procédurales, radicales et délibératives) du traitement démocratique du fait différentiel nationalitaire. C'est à l'analyse de cette médiation religieuse plurielle que procédera cette communication, fondée sur une enquête qualitative menée en Pays basque espagnol et français.

International audience ; The French Basque Country is usually seen as a case of weak institutionalization of Basque identity, especially when compared with its Spanish Basque neighbours. However, changes in territorial governance since the 1990s have led to the emergence of a new policy in favour of the Basque language and culture. Despite the apparent immutability of the French linguistic regime, a local institutional arrangement was set up in the Basque Country. The Basque language movement worked in favour of the institutional completeness of the Basque-speaking community first through self-organization and community organizations, then by placing the language issue on the territories' public policy agenda. This incremental institutional change resulted in an intermediary linguistic regime. The Basque-speaking community, however, is still experiencing a situation of institutional incompleteness which renders uncertain the future of the Basque language. ; Le Pays basque de France est classiquement présenté comme un cas d'institutionnalisation faible de l'identité basque au regard de ses voisins du Sud. Néanmoins, le changement de gouvernance qu'a expérimenté ce territoire depuis les années 1990 a initié un processus d'institutionnalisation d'une politique publique de la langue et de la culture basques. L'apparente immuabilité du régime linguistique français n'a pas empêché les arrangements institutionnels locaux. Le mouvement social linguistique a travaillé à la complétude institutionnelle des bascophones d'abord par le biais de l'auto-organisation puis en plaçant l'enjeu linguistique sur l'agenda des politiques publiques territoriales. Le changement institutionnel de type incrémental ou graduel qui s'est produit a abouti à un régime linguistique intermédiaire sur ce territoire. La communauté bascophone continue cependant d'être dans une situation d'incomplétude institutionnelle porteuse d'incertitudes pour l'avenir de la langue.

However, the change in governance experienced in the region since the 1990s has initiated a process of institutionalising a public policy on the Basque language and culture.
