Досліджено смислові орієнтації мислення в параметрах науки і культури епохи Нового часу (Модерну). Зазначено, що нове розуміння природи як основної реальності, освоєної розумом, сприяло подоланню соціальних і епістемологічних проблем, які поставали закономірним результатом суспільного та економічного прогресу. Доведено, що важливим фактором у реалізації поставлених епохою завдань стала свобода особис¬тості, яка активізувала діяльність людини з осмислення природного і соціального буття, а це зумовило зміну ціннісних імперативів та напрямів діяльності. Показано, що проблема об'єктивності цінностей в новоєвропейському мисленні постала завдяки змінам соціально-економічної і політичної ситуації, внаслідок чого виник новий спосіб життя. Аналізуються «раціоцентристська» і «віроцентристська» системи цінностей, що характеризуються відповідними типами мислення, які утверджують нове розуміння суспільства і людини у філософському, природничо-науковому і раціональному вимірах. The article reveals semantic orientations of thinking in parameters of science and culture of Modern times (Modern). Author indicates that a new understanding of nature as basic reality mastered by mind, contributed to overcoming of social and epistemological problems that appeared as the natural result of social and economic progress. The study proves that an important factor in achieving of objectives of the Era was freedom of personality, which had intensified human activity aimed to understand natural and social life, and this led to the change of values and vectors of activity. The investigation shows that the problem of the objectivity of values in modern European thought arose due to changes in socio-economic and political situation, and resulted to the appearance of the new lifestyle. The author analyzes «ratio-centric» and «faith-centric» value system characterized by appropriate types of thinking that affirm new understanding of society and human in the philosophical, natural-scientific and rational dimensions.

Economic growth is exposed to many socio-economic factors that impact both the formation and allocation of resources. The theoretical part of this article discusses studies by various authors on the social expenditure impact on economic growth, the dependence of this influence on selected funding principles and social policy models. In the empirical part, using the Pooled Mean Group (PMG) procedure and the Fixed Effect Model, the impact of social expenditure on the economic growth in OECD countries is determined. An increased focus is put on assessing the long-term impact of the main types of social expenditures (public and private), based on different financing principles (distribution and accumulation), on the economic growth rates both in OECD in general and in the context of countries (based on the Esping-Andersen's typology) grouped according to social policy models. The following conclusions are drawn: 1) an increase in the share of total social expenditures in the country's GDP negatively affects economic growth; 2) an increase in the share of private social expenditures in the country's GDP contributes to economic growth; 3) the obtained indicators of impact assessment are different depending on a social policy model chosen. The analysis is based on OECD panel data for the period 1980–2013.
