Actuación parlamentaria y diferencias de género en Uruguay

Este estudio examina las posibles diferencias de género en la actuación parlamentaria de un elenco parlamentario específico, y en sólo algunas de sus múltiples dimensiones. Para el presente análisis se eligió estudiar la XLV legislatura (2000-2005), por dos razones. Primero, en la perspectiva histórica, las elecciones parlamentarias de 1999 marcaron un avance importante en el ingreso demujeres al Parlamento, con tres mujeres electas como senadoras titulares (del total de 31 senadores) y doce electas como diputadas titulares (del total de 99 diputados). Y segundo, las mujeres electas empezaron a mostrar algunas características de una "masa crítica", concretamente en tanto formaron coaliciones para promover en la agenda legislativa una serie de temas previamente marginados y directamente relacionados con los intereses del grupo social al que pertenecen.

Quota laws have been widely adopted in Latin America, with significant increases in the number of women elected to parliament in some countries. However, it is far from clear whether the laws have produced the modifications in the gender regimes which inform internal party power structures and dynamics that would allow women to participate – as aspirants or selectors – on an equal footing with their male counterparts in the processes of candidate selection. This article seeks to identify critical nodes where the interplay between the different institutions – systemic, normative and practical – of candidate selection intersects with gendered power relations to facilitate or hinder not only women's access to elective posts, but the terms of their access. Employing a feminist institutionalist analytical framework, this article presents the findings from qualitative case study research on candidate selection in Uruguay in 2009 and 2014 and situates them within the existing – albeit small – body of studies of gender and candidate selection in the Latin American region.

En el marco de los debates contemporáneos sobre la representación política de las mujeres, este artículo se propone a estudiar la bancada femenina en el Parlamento uruguayo en el período 2000-2010 para identificar y analizar a partir de este caso arquetípico en la región las posibilidades y desafíos que plantean las iniciativas de articulación multipartidaria para lograr la representación sustantiva de las mujeres. El análisis explora cómo las distintas dimensiones de la representación –descriptiva, sustantiva y simbólica– se articulan en la composición, funcionamiento, actuación y discurso de este actor colectivo, y evalúa cómo inciden tanto la agencia de diferentes actores/as, como factores contextuales institucionales y coyunturales en la representación sustantiva de las mujeres en el caso uruguayo. ; Drawing on analytical frameworks proposed in recent scholarship on women's political representation, this article studies the archetypal case of the bancada femenina (women's caucus) in the Uruguayan Parliament from 2000-2010 in order to identify and analyse the possibilities and challenges posed by multiparty initiatives among female members of Parliament for achieving women's substantive representation. The article explores how the different dimensions of representation –descriptive, substantive and symbolic– interact in the composition, functioning, actions and discourse of this collective actor, and evaluates how factors relating to both agency and institutional contexts and conjunctures inform the substantive representation of women in the Uruguayan case. ; Dans le cadre des débats contemporains sur la représentation politique des femmes, cet article propose d'étudier le groupe parlementaire féminin dans le parlement uruguayen de 2000 à 2010 pour identifier et analyser, à partir de ce cas archétype, les possibilités et les défis qu'établissent les incitatives d'articulation multipartite pour réussir la représentation substantive des femmes dans la région. L'analyse explore comment les différentes dimensions de la représentation - descriptive, substantive et symbolique - s'articulent dans la composition, le fonctionnement, le rôle et le discours de cet acteur collectif et évalue comment aussi bien l'agence des différents acteurs et différentes actrices comme les facteurs contextuels institutionnels et conjoncturels ont une incidence sur la représentation substantive des femmes dans le cas uruguayens.
