Resumo Tendo em vista os debates iniciados sobre a obra de Ignacio de Mourão Rangel, no bojo de seu centenário de nascimento (2014), este artigo tem por objetivo uma discussão inicial sobre as influências intelectuais exercidas sobre o citado autor ao longo de sua extensa obra, com destaque ao marxismo. Advogamos que a originalidade do pensamento de Rangel foi resultante de diversas influências desde filosóficas (Hegel e Kant) -, passando por Adam Smith e, principalmente, Karl Marx, Vladimir Lênin - até a absorção, via Schumpeter, das ondas largas da conjuntura de Kondratiev e a utilização dos postulados keynesianos. Tratam- se de influências que explicam, em grande monta, o êxito - em Rangel - tanto da transformação do materialismo histórico em algo profundamente brasileiro quanto a elaboração de uma Economia Política do Brasil.

ABSTRACT Deep changes have taken place in China over the past ten years. The debate increasingly revolves around its new dynamics of accumulation, even questioning under which typology to frame the current Chinese model. In this paper, we propose to correlate the Chinese national system of technological innovations, reemerged in the first years of this century, disruptive technologies such as 5G internet, Big Data and Artificial Intelligence, and the emergence of new and superior forms of economic planning in that country, sowing the seeds for what we call "New Projectment Economy".

Resumo O objetivo deste artigo é demonstrar que o processo de desenvolvimento chinês verificado nas últimas quatro décadas não é um fato que se explica em si mesmo. Trata-se de um processo cuja capacidade de interpretação teórica, partindo das abordagens ortodoxas e heterodoxas presentes, já pode ter chegado a um limite. Esse limite deve-se a dois fatos objetivos: 1) a transformação, acelerada desde a crise financeira de 2008, do "socialismo de mercado" em uma nova formação econômico-social (NFES). O surgimento desta NFES é fruto de sucessivas inovações institucionais que acomodaram a coabitação - nesta mesma formação - de uma miríade de modos de produção, tendo como dominante o encabeçado pelo setor público (socialista) e 2) o contínuo progresso técnico verificado nos Grandes Conglomerados Empresariais Estatais (GCEE) percebido desde a execução de políticas industriais mais proativas redundou no surgimento de novas e superiores formas de planificação econômica no país, que, por sua vez, faz reemergir a outrora existente, e elaborada por Ignacio Rangel, "Economia do Projetamento" agora sob a insígnia da "Nova Economia do Projetamento". A nosso ver, perceber este movimento de mudança de modo de produção na China e os novos aportes teóricos derivados dele, é o maior desafio das ciências sociais na atualidade.

ABSTRACT The main aim of this paper is to demonstrate, through a review of China's economic reforms, that the emergence of a large private sector and the increased sophistication and diversification of industry has required the continual reorganization of activities between the state and private sectors of the economy. We argue in this paper that the state began to play a major role in important industries and in big finance, as well as in the coordination and socialization of investment, such as economic policy (monetary and fiscal), foreign trade and, especially, the launch of new and higher forms of economic planning.

Resumo A crescente influência sobre o mundo transformou a compreensão da China em ordem do dia. Este artigo pretende enfrentar essa investigação no sentido da superação do entendimento comum que enquadra a experiência chinesa em categorias analíticas fixas, buscando configurar uma nova determinação racional em que "o conceito se manifesta no movimento real". Por se tratar de uma vivência que se desenrola no contexto da luta anti-imperialista, admitimos que o socialismo chinês se desenvolve baseado no marxismo como ciência do poder político em oposição aos postulados do chamado "marxismo ocidental". Propugnamos que, sem uma nova gramática cognitiva que permita pensar e conhecer o fluxo da totalidade de contrários do ser histórico, a ciência social pouco avançará na produção de teorias, conceitos e categorias que correspondam a uma visão de profundidade deste fenômeno único na história. Concluímos nosso exame da experiência chinesa a partir de duas categorias fundamentais: socialismo e projetamento.

O artigo propõe uma interpretação da ascenção da China a partir de uma síntese entre economia política Internacional e geopolítica e tem como objetivo decifrar dois processos políticos que se entrecruzam. Um de caráter doméstico, outro global. O primeiro é o surgimento da Nova Economia do Projetamento e seus impactos externos quanto os valores civilizacionais construídos ao longo de 5000 anos de história levando ao surgimento de um contraponto geopolítico à globalização neoliberal liderada pela grande finança e pelos Estados Unidos. O segundo processo é a globalização instituida pela China (GIC) que se apresenta como um constructo histórico institucional e multidimensional que se fortalece com a iniciativa do Cinturão e a Rota. A nossa hipótese é que ambos processos se conjugam, não sem contradições, desfaiando os fundamentos institucionais liberais de Ocidente em quatro dimensões simultâneamente: a) geopolítica: o multipolarismo frente ao unipolarismo imperial; b) econômica: a globalização instituída frente à globalização neoliberal; c) institucional: o multilateralismo inclusivo anticolonial frente ao unilateralismo imperial; e d) ideacional: a comunidade de destino compartilhada para a humanidade frente ao sistema westfaliano

Abstract Numerous indicators have demonstrated the robustness and resilience of the Chinese development process over the past decades. However, it is not uncommon to perceive, in current analyses, the Chinese process as just another case of successful catching-up, a latecomer of Asian matrix like Japan and South Korea. In fact, Chinese development is not trivial given its history and starting point: in 1949 China was the country with the lowest per capita income in the world and today it is competing with the United States for the technological frontier. In this article, we propose the categories "uneven development", "projectment", and "socialism" as fundamental supports in a background analysis of the real explanatory reasons for the Chinese success.

Resumo São inúmeros os indicadores demonstrando a robustez e a resiliência do processo de desenvolvimento chinês ao longo das últimas décadas. Porém, não é incomum perceber nas análises correntes o processo chinês somente como mais um caso de catching-up bem-sucedido; um latecomer de matriz asiática como o Japão e a Coreia do Sul. Na verdade, o desenvolvimento chinês não é nada trivial, tendo em vista sua história e seu ponto de partida: em 1949 a China era o país de menor renda per capita do mundo e hoje disputa a fronteira tecnológica com os Estados Unidos. Propomos, neste artigo, as categorias de "desenvolvimento desigual", "projetamento" e "socialismo" como suportes fundamentais em uma análise de fundo sobre as reais razões explicativas do sucesso chinês.

This article aims to show that the Chinese development process over the past four decades is not a self-explanatory fact. It is a process that may have revealed the ultimate limitation of the current capacities for interpretation represented by both orthodox and heterodox approaches. This limitation is due to two objective facts: 1) the transformation of the "socialist market economy" into a new socioeconomic formation (NSEF), a process that has accelerated since the financial crisis of 2008—the emergence of this NSEF results from a series of institutional innovations designed to accommodate a myriad of modes of production, all of them under the leadership of the public (socialist) sector; and 2) the continuous technical progress achieved by the state-owned enterprises (SOEs). Following the successful implementation of proactive industrial policies, the above-mentioned developments led to the appearance in China of new and superior forms of economic planning. This process can be understood as the re-emergence of Ignacio Rangel's "project economy," now under the title of the "new projectment economy." In our view, perceiving and understanding this change in the mode of production in China, and the theoretical resources involved in it, represents the greatest challenge before today's social science.

ABSTRACT The purpose of this paper is to analyze the catching-up processes of South Korea and post-1978 reforms China, based on a new-developmentalist approach that considers four fundamental factors: 1) a complementarity relationship between the state and the market as a dynamic process that changes over time; 2) necessary complementarity between macroeconomic policy and industrial policy; 3) the key role of public and development banks in attacking the problem of "development financing"; and a particular focus on 4) the centrality of exchange rate and balance of payments administration for the development process in these countries. The paper's fundamental question is to what extent the catching-up process in these countries can be understood as the application of a new-developmentalist strategy, taking each country's particular historical traits into account.
