Tamil restiveness in Sri Lanka derives its Indian dimension from large Tamil presence on the mainland to which the community continues to look for reassurance against the intolerant Sinhalese majority. Though factors of Sinhalese-Tamil discord are rooted deep in history, the Sinhalese rulers of the post-colonial island sought to solve the problem by coaxing an apparently reluctant India into becoming an essential party to a phased repatriation of Tamils. Successive riots against Tamils led to increased Indian involvement till Indian intervention during July 1983 became a real possibility. India did not intervene but nevertheless did vindicate her claim of regional preeminance by floating a "new doctrine" of security and getting it tacitly acknowledged from all concerned powers; and also succeeded in making a military option - if exercised - appear more credible. The Indian government may be taking too much for granted with reference to the purely indigenous potential of Sikh separatism and the other internal situations of India which are likely to complement it. The bigger and inherently more pervasive threat to Indian unity come from the long-term implications of the de-secularization of Indian comity. The Indian establishment failed to appreciate the importance of the need to be vigilant against the minority perceptions losing faith in Indian secularism. (Internat. Political Science Assoc.)
