"The term 'climate justice' began to gain traction in the late 1990s following a wide range of activities by social and environmental justice movements that emerged in response to the operations of the fossil fuel industry and, later, to what their members saw as the failed global climate governance model that became so transparent at COP15 in Copenhagen. Climate-related risks to health, livelihoods, food security, water supply, human security, and economic growth are projected to increase with global warming of 1.5°C and increase further with 2°C (IPCC 2018). This is expected to have significant consequences for the Arctic Region including challenges related to changes in social life and livelihoods, access to food and food production, and biodiversity. At the same time climate change may present opportunities for economic growth through for example trade, tourism and industrial development. Scotland is the Arctic's closest neighbour and as such is positioned well to help address the Arctic region's challenges and to contribute to the benefits stemming from the 'opening up of the Arctic'. The Scottish Government proposes the development of The Arctic Policy in recognition of Scotland's long history of social, cultural, economic and academic ties with its northern neighbours. To help shape the Scottish Arctic Policy development process, this mapping report was conducted to provide a detailed overview of Scotland's existing links with the Arctic region from 5 perspectives: governance, socio-cultural-community, economic, environment and climate change, and academic-research and to provide insights into the opportunities for future collaborations and partnerships. A two-pronged approach was used to conduct the mapping report; a desk based review of literature and stakeholder engagement workshops. The study set out to answer the following set of questions: • What links exist between Scotland and the Arctic Region in the context of governance, socio-cultural-community issues, the economy, environment and climate change and academic-research and education? • How can critical thinking, insight and feedback by key and wider stakeholders be mobilized for the development and roll out of the Arctic Policy? • What are the gaps and opportunities for furthering the development of the Arctic Policy?

AbstractWomen in India perform a range of roles in wheat-based agricultural systems. However, data remain sparse. Cultural norms which construct men as farmers serve to conceal women's contributions from researchers and rural advisory services. We use data from communities in four Indian states, selected to exemplify high and low gender gaps, to provide insights into how women are challenging norms which privilege male decision-making in order to participate in innovation processes. We hypothesized the transitioning of women from labourers in wheat to innovators and managers of wheat is likely to be far from straightforward. We further hypothesized that women are actively managing the processes unleashed by various sources of change. We use the concept of doxa—ideas and actions in a society that are taken for granted and are beyond questioning—as an analytic lens to help us understand the ways in which women deploy their agency to secure their goals. Our analysis allows us to develop a 'A typology of women's strategies to strengthen their managerial decision-making power in wheat'.

AbstractThere is very little research on women in wheat in Nepal, and wheat is still considered a 'man's crop'. Consequently, extension services rarely target women, and women are not considered as innovators. However, research conducted in the Terai plains in 2014/15 shows that women are innovating in wheat to the extent that wheat farming is experiencing a shift from feminisation of agricultural labour towards women taking control over decision-making. Processes accounting for this include male outmigration, non-governmental organisation (NGO) work on promoting women's equality which has developed women's confidence, individual support from extension agents and strong cooperation between women to foster each other's 'innovation journeys'. Women who lived in seclusion 10 years ago are receiving recognition within their families and communities. This article provides recommendations for researchers, rural advisory services and other partners to bring their work in alignment with the realities of women wheat innovators.

Access to water in Sub-Saharan Africa (SSA) continues to be a challenge to the extent that there are more people without access to water in 2015 than in 1990. This indicates that current approaches to water provision have been ineffective. Governments have failed to provide a structure, mechanisms or approaches that guarantee water for ALL, resulting in a vacuum which has been 'filled' by a number of social actors (NGOs, Faith Based Organisations, Donors). This paper examines the social actors involved in water access and provision in Malawi and Zambia, analysing the existing methods and approaches used by them in the sector. It seeks increased understanding of the contributions and the nature of influence of each social actor group. This was achieved by collecting data on socialactors through a combination of methods: focus group discussions, semi-structured interviews and workshops. Social actor analyses of the data shaped the findings. The findings indicate that water provision is multifaceted requiring improved coordination and cooperation among social actors to streamline and focus on the provision of for ALL. It draws attention to the need for Governments to take a leading role by facilitating long term investment in the sector and promoting initiatives which incorporate the right to water access. It concludes that in order to achieve universal access to water, a new perception of rights and responsibilities is vital in communities, donors, NGOs and the public sector as one step towards reducing the number of people without water in the future.
